On 29th June the European Commission put forward its proposal for the next multi-annual financial framework 2014-2020. In order to have a better understanding of the EU budget and what is at stake in the next one the Robert Schuman Foundation has created a special page bringing together all of the articles it has published on this subject.

The Robert Schuman Foundation and the Permanent Representation of France at the EU organised a debate in Brussels on 27th June on "Immigration, borders, asylum: Which European policies?" between Jacques Barrot, former Vice-President of the European Commission for Transport and then Justice, Liberty and Security and Carlos Coelho MEP (EPP/PT). The Robert Schumann Foundation has published the debate's proceedings.

The Robert Schuman Foundation, together with the European Commission, the Konstantin Karamanlis Institute for Democracy, and the Polish Robert Schuman Foundation are organising a conference on 21st September 2011 at the European Parliament "Europe for Women and the Citizens' Initiative". The aim is to associate the citizens initiative to parity. Enrol now. The number of places is limited.

Financial Crisis

Germany

On 6th July the German government adopted its draft budget 2012 as well as its finance plan in view of 2015. It also announced that the total additional debt in 2012 would rise to 27.2 billion euros against 31.5 billion forecast in March. Moreover the government re-iterated its intention to reduce taxes on low and middle incomes as of 1st January 2013. Moreover the DIW institute (Deutsches Institute für Wirtschaftsforschung) indicated on 6th July that it had reviewed its growth forecasts for 2011 upwards. It is now planning 3.2% growth for the German economy this year and 1.8% in 2012.

Spain

1 January 1970

According to data provided by the Industry, Tourism and Trade Ministry on 6th July Foreign Direct Investments increased in Spain by 114.4% over the first quarter of 2011 ie a rise of 7,297 million euros. It is the third consecutive quarter that this figure has risen. The main investor in Spain is still France (63.9% in all).

Luxembourg

On 5th July the Luxembourg National Statistics Institute, 'STATEC', indicated that in the first quarter of 2011, the development in the volume of the GDP was +0.1% in comparison with the previous quarter and was +4.9% in comparison with the first quarter of 2010. On 6th July it published the June inflation rate that rose to 3.5% against 3.6% in May. On the same day the Luxembourg Central Bank published a study revealing a surplus of 1.4 billion euros in the current balance of the first quarter of 2011 against 1.3 billion with the previous year.

OECD

1 January 1970

According to an OECD study published on 5th July consumer prices increased by 3.2% between May 2010 and May 2011 in the OECD area. They increased between April 2010 and April 2011 by 2.9%. In the euro area the harmonised consumer price index increased by 2.7%.

ECB

1 January 1970

On 7th July the European Central Bank decided to raise its interest rates on the main refunding operations to 1.50%. The ECB also decided to relax its lending terms to Portuguese banks. It re-iterated its refusal to approve any solution that may look like a possible partial or total default of payment on the part of Greece.

Greece

1 January 1970

On 8th July the IMF's Executive Board completed the fourth review of Greece's economic results. On this occasion the immediate payment of 3.2 billion euros was approved as part of Greece's economic adjustment programme.

The Netherlands

1 January 1970

In a press release published on 7th July the Dutch statistics institute (CBS) reports that Dutch inflation remained stable between May and June 2011. Rising to 2.3% in June 2011 it has increased sharply however since June 2010 when it lay at 0.8%.

Portugal

1 January 1970

On 5th July the ratings agency Moody's downgraded the Portuguese debt rating from Baa1 to Ba2 - down to a speculative rating. European Commission President José Manuel Barroso said that Moody's choice was likely to make the euro area's debt situation "less clear" and "less transparent" and that the ratings agencies were not infallible.

France

1 January 1970

On 8th July French Budget, Public Accounts and Reform of the State Minister, Valérie Pécresse announced that the State budgetary deficit worsened slightly in May 2011. It now totals 68.4 bllion euros against 67.9 billion a year ago. On 7th July French customs announced that the French trade deficit reached a new record high in May 2011. Totalling 7,422 billion euros in May the trade deficit in France had worsened again in comparison with April.

Sweden

The Central Bank of Sweden raised its main rate by 0.25 percentage points to 2% on 5th July justifying this by Sweden's sound economic results; it reduced its growth forecasts for 2011 and 2012 however because of risk abroad.

Ireland

On 11th July the European Commission gave its agreement to the recapitalisation of the Bank of Ireland (BoI) by the Irish authorities to a total of 5.35 billion euros, but demanded in exchange a new restructuring plan by the end of July. "The Commission's final authorisation of the new recapitalisation measures is subordinate to the presentation of a new restructuring plan that should be submitted at the end of July," said the European competitiveness watchdog in a press release.

Moldova

On 6th July the President of the European Council, Herman Van Rompuy met Moldovan Prime Minister, Vladimir Filat, in Chisinau. They discussed political developments in Moldova, the relations between the EU and Moldova, the Eastern Partnership and Transnistria. According to Mr Van Rompuy the EU appreciates the work and reform undertaken by the Moldovan government and that the Union could provide it with real support. Moreover Herman Van Rompuy said that negotiations on the Association Agreement had been fruitful and stressed the importance of the Easternship Partnership.

Slovakia

On 7th July the President of the European Council, Herman Van Rompuy met Slovakian Prime Minister Iveta Radicova. Addressing the economic situation in the euro area he recalled the strength and the stability of the single currency. Since its launch inflation in the euro area had remained weak and stable. Mr Van Rompuy congratulated Slovakia on the work it had accomplished in context of the the European Financial Stability Facility. He also said that economic subjects will dominate the agenda in the second half of 2011.

On 6th July the European Commission put forward a new regulation in order to limit mobile phone bills abroad and to stimulate competition. If the regulation is adopted for the first time structural measures would be introduced to boost competition by allowing customers from 1st July 2014, if they so wish, to sign up for a cheaper mobile roaming contract, separate from their contract for national mobile services, whilst using the same phone number. The proposal would also give mobile operators (including so-called virtual mobile operators, who do not have their own network) the right to use other operators' networks in other Member States at regulated wholesale prices, and so encourage more operators to compete on the roaming market as of 1st July 2012. This proposal is part of the digital strategy for Europe that aims to eliminate all telecommunication tariff differences (both for roaming and national communications) by 2015 at the latest.

Neighbourhood

On 7th July the European Commission published a new Neighbourhood Transport Action Plan to strengthen transport links with neighbouring regions to the East and South of of the EU. The plan proposes more than 20 concrete measures, in the short and longer term, to make transport connections smoother, safer and more reliable. At the same time, it will deepen market integration to the advantage of both the EU and its neighbouring regions. To date transport cooperation between the EU and its neighbours had been achieved thanks to bilateral and regional initiatives. The new plan includes a unique policy for this cooperation. Moreover on 5th July the Commission announced that 47 million euros would be allocated in support of higher education projects in neighbouring countries and Russia as part of the Tempus programme.

Free Circulation

On 5th July MEPs approved, 607 votes in support, 48 against and 14 abstentions, the report by Carlos Coelho (EPP, PT) on the creation of a European agency for the operational management of information systems in the Schengen area. Based in Tallinn and operational in 2012 the agency will be responsible for the management of the SIS II system on visas (VIS) and the Eurodac system (data base containing asylum seekers' fingerprints). On 7th July MEPs expressed their opposition to the reintroduction of border controls in a bid to rise to the challenge of increased inflows of migrants and asylum seekers, whilst the Schengen regulations include the possibility of doing this "in the event of a serious threat to public order and internal security." MEPs criticised Member States which have reintroduced border controls and are calling on the Commission for the application of strict rules. They want a European mechanism to assess Schengen.

Poland

On 6th July, when speaking to MEPs, Polish Prime Minister Donald Tusk announced the priorities of the Polish Presidency of the EU. He explained that the response to the crisis necessarily meant better integration by Member States and recalled that the Union was based on solidarity. Mr Tusk also drew attention to the debate on European issues such as security, the Union's relations with its neighbours and the free circulation of European citizens.

Road Safety

1 January 1970

On 6th July European Parliament approved a directive whereby Member States must communicate on request, the name and address of a vehicle that has committed an offence. The country's authorities in which the offence has taken place will be able to notify the driver about the offence he is supposed to have committed and to announce the punishment. The latter will be implemented according to the rules of the country in which the offence has been committed. The directive will enter into force 24 months after its publication in the EU's Official Journal at the latest.

Body Scans

1 January 1970

On 6th July European Parliament voted in support of the use of a very carefully controlled body scan in airports and requested the ban of X-ray machines. MEPs acknowledge the need to use body scans but the latter must respect private life. MEPs are calling on European governments to provide themselves with the adequate technology before the end of April 2013, the date when the ban on the transport of liquids in planes is due to be lifted.

Transparency

The President of the European Parliament and the chairs of the political groups unanimously approved a new code of conduct for MEPs on 7th July. Inspired by the national Parliaments' codes of conduct, this was written by a working group established after the scandal caused by corruption allegations. The code sets stricter rules against corruption and conflicts of interest, more detailed income declarations, procedures and sanctions in the event of the non-respect of the code and the creation of a consultative committee on members' conduct in order to advise MEPs on how to interpret the code. The "Constitutional Affairs" committee will modify the internal regulation of the Parliament as a result of this in the autumn.

Financial Crisis

On 5th July MEPs asked for the ban on Credit Default Swaps and for the control of short selling by the new European Securities and Markets Authority. This position is totally opposite to that of the Member States but Parliament only adopted the amendments of the Comission's text and decided to postpone the vote on the legislative resolution until September. Likewise MEPs amended the text on derivated products and postponed the vote on the legislative resolution until the autumn. However MEPs did approve the report by the Parliament's special committee on the financial, economic and social crisis which plans for a new European approach to stimulate growth and competitiveness, 434 votes in support, 128 against and 33 abstentions.

Women

On 7th July MEPs called for the establishment of quotas to enhance women's presence amongst management bodies in companies. They are notably asking for women to represent 30% of executives in major European businesses that are floated on the stock exchange by 2015 and 40% by 2020. If progress is not made the Parliament has invited the Commission to put forward legislation to impose quotas by 2012 and Commisisoner Vivian Reding said she is prepared to do this by March 2012. The non-legislative resolution was approved 534 votes in favour, 109 against and 29 abstentions. It is one of the themes mentioned in the project launched by the Robert Schuman Foundation "Women for Europe and the Citizens' Initiative." Hungary

On 5th July in Strasbourg Hungarian Prime Minister Viktor Orban presented the results of the sixth month presidency of the EU by Hungary. This conclusion was undertaken in a tumultuous atmosphere since the MEPs had approved a resolution that focused on the new Hungarian Constitution. They are asking Budapest to take another look at the issues raised by the Venice Committee and to implement the recommendations made by the latter. The Hungarian constitution was highly criticised by MEPs over its lacuna in terms of the protection of fundamental rights.

Food

1 January 1970

On 5th July MEPs approved the proposals for a regulation, 548 votes in favour, 84 against and 31 abstentions, that aims to provide EU Member States with the possibility of restricting or banning the cultivation of GMO's on their territory inspite of the Union's approval. Parliament specified and extended the three criteria that can be employed by the Member States: environmental reasons, socio-economic reasons, and reasons associated with agricultural practice. Moreover on 6th July MEPs approved the labelling of most food products sold in the Union; from now on the labels will have to state their origin and their nutritional qualities so that the consumer is better informed.

Democracy

On 6th July the High Representative Catherine Ashton spoke at the plenary session to MEPs. She supported an EP resolution on the Union's external policies. This resolution, adopted on 7th July calls for a change, in favour of greater focus on the real consolidation of democracy, for the enhancement of the political aspect of Europe and for the support of civil society, notably in the emerging democracies of North Africa and the Middle East. On this Ms Ashton reported on the state of play in terms of the measures taken by the EU to promote deep, sustainable democracy in Libya, Egypt and Tunisia. She also called on the Syrain regime for open dialogue with the opposition and for support to the ongoing reforms in Morocco.

Kosovo

On 4th July the High Representative Catherine Ashton hosted Kosovar Prime Minister Hashim Thaci in Brussels. She congratulated him on the three agreements signed with Serbia on 2nd July with regard to free movement, civilian registers, and the acknowledgement of school and university diplomas. She stressed that these agreements are good for both parties and that they should lead to an improvement in cooperation and citizens' lives. She also re-iterated Kosovo's European future and encouraged Mr Thaci to continue vital reforms.

South Sudan

The EU and its Member States welcomed the independence of South Sudan on 9th July, whose development and secession from Sudan they have monitored closely since 2005. The Union called on Sudan to acknowledge South Sudan. On this occasion High Representative Catherine Ashton travelled to Juba the capital of South Sudan. She recalled European support over to democratic rule, as well as long term peace between the two Sudans. To enhance cooperation the Union will establish a delegation in Juba.

German President Christian Wulff travelled to Italy on 7th and 8th July where he met his Italian counterpart, Giorgio Napolitano on the occasion of the 150th anniversary of the Italian unification and on the 25th anniversary of the Italian-German Cultural Centre "Villa Vigoni". After their meeting the Italian President gave a press conference during which he said that "Italy and Germany might have the same influence as all European countries only if they acted together," and that we should not forget "the subsidiarity concept" in the EU.

Stock Exchange/Merger

On July 7th the shareholders of the transatlantic stock exchange NYSE Euronext approved the proposed merger with Deutsche Börse, at an extraordinary general meeting in New York. In order to make the merger effective, the shareholders of Deutsche Börse must vote on the transaction on July 13th.

On 8th July the upper Chamber of the German Parliament (Bundesrat) approved the law that plans for the use of the last nuclear reactor to be terminated in 2022 at the latest.

Austria

Armament

An open letter signed by many personalities was addressed on 7th July to the Austrian authorities requesting the liberation of Jovan Divjak. The former General Commander of the 1st Armed Corps of the Bosniak army during the war in Bosnia, an emblematic figure of the defence of Sarajevo, is accused by Serbia, "without the slightest evidence", of being responsible for the massacre of the Dobrovoljacka street in 1992 and yet he had the courage and lucidity to leave the Yugoslavian People's Army as soon as it slipped onto the path of "ethnic cleansing". The signatories of the petition believe that his release is legitimate and hopes that Austria will refuse his extradition.

Elections?

On 4th July Elio di Rupo presented his conclusions on the report entitled "a more effective federal State and more autonomous entities." The latter presents a series of measures such as the restriction on the time that unemployment benefit is received, the reform of the "Brussels Halle Vilvorde (BHV) district, and the modification of the composition of the Senate, as well as the writing of a stricter budgetary programme that will be a compromise enabling renewed negotiations on the formation of a government. Whilst most of the political parties want to negotiate on the basis of the paper, Bart de Wever, leader of the secessionist Flemish party (N-VA) rejected this on 7th July. Elio di Rupo therefore delivered his resignation to King Albert II, who expressed his concern about the "seriousness" of the political stalemate and exhorted the parties to "look for solutions", whilst further elections would probably increase the gap between the Flemish and the Walloons. The country has been led by a current affairs government for the last 393 days.

Cyprus

Progress/Negotiations

The Cypriot and Turkish leaders agreed on 7th July to enter into an "intensive period of negotiations" over the future of Cyprus as soon as they return to the island that has been divided since 1974 declared UN Secretary General Ban Ki-moon, thereby expressing the hope for significant progress by next October. He said that discussions between the Cypriot President Demetris Christofias and the Turkish leader of the northern part of the island, Dervis Eroglu, which took place in Geneva, had been "useful and productive". Ban Ki-moon believed that this progress would lead to bring the negotiations that started in September 2008 closer to "their conclusion" and to "a positive report to the Security Council" on this issue.

On 5th July as part of an official visit to Ukraine, Cypriot President Demetris Christofias and his Ukrainian counterpart Viktor Yanukovich signed several bilateral agreements and a memorandum of understanding.

Spain

Elections

Spanish Interior Minister Alfredo Perez Rubalcaba left office on 8th July to devote himself to the socialist candidature in the general elections of March 2012. "I told the government that I wanted to resign and to do this immediately," declared Mr Rubalcaba. He was appointed on 9th July as the Spanish Socialist Party candidate in the March 2012 elections, giving a first speech that focused on the country's high unemployment rate; the election looks as though it will be extremely complicated for the party in office.

Mediterranean

On 5th July the new Secretary General of the Union for the Mediterranean, Moroccan, Youssef Amrani, took office. This ceremony took place in the presence of the Moroccan Foreign Minister, Taieb Fassi Fihri, Frenchman Alain Juppé and Spaniard Trinidad Jimenez. This event was the first step in the re-initiation of the Union for the Mediterranean. In his investiture speech Mr Amrani stressed that he wanted to "take this opportunity to provide the UpM with a real policy to mobilise and for collective solidarity."

Latvia

Andris Berzins, who was elected on 2nd June as head of the Latvian State, was sworn in on 8th July at the Parliament. He succeeds Valdis Zatlers for a four year mandate. In a speech delivered at his investiture Mr Berzins said that one of his priorities was to achieve the return home of thousands of economic emigrants who had left the country during the worst of the 2008-2009 crisis when they left to work in UK, Ireland and Sweden. He is due to ensure that the referendum over the dissolution of Parliament, called for by his predecessor, on 23rd July, takes place smoothly.

Poland

Battlegroup

On 5th July the three "Weimar Triangle" countries, Germany, France and Poland signed a technical agreement for the creation of a Weimar "battlegroup". This tactical group will be available for use by the EU as of the first half of 2013. Poland will guarantee the role of "framework nation" providing half of the 2000 to 2500 men, Germany will ensure the logistic support and France medical support. At the same time on 5th July the Polish Presidency organised a seminar on European "battlegroups" which focused on greater flexibility in the deployment of technical groups, their redeployment to operation zones, funding and civilian-military strategy development.

On 8th July French Prime Minister François Fillon and Economy Minister François Baroin hosted the British Deputy Prime Minister, Nick Clegg during a working lunch. They spoke of the Greek crisis and the European budget. Mr Clegg insisted on the role the UK had to play in the euro area crisis stressing that "it is possible that our currencies are different but are futures are linked together".

Afghanistan

1 January 1970

On 6th July, after his visit to Kabul and his interview with the Afghan Head of State, Hamid Karzaï, British Prime Minister, David Cameron, announced the return home of 500 soldiers by "the end of 2012". Hence London is reducing its British contingent in the country down to 9,000 soldiers thereby setting a date for final withdrawal, like the USA, at the end of 2014.

On 6th July Serb President Boris Tadic travelled to Sarajevo where he met the members of the tripartite Presidency, Nebojsa Radmanovic, the president in office, and also Bakir Izetbegovic and Zeljko Komsic. The heads of States stressed their determination to promote cooperation between the two countries; Mr Tadic spoke of "friendly relations" saying that Serbia respected "the territorial integrety of Bosnia". Mr Izetbegovic said that "regional cooperation was vital in making progress towards integrating the EU."

On 5th July Belarus condemned the Polish journalist from the "Gazeta Wyborcza", Andrzej Poczobut, to a three year suspended prison sentence. France and others are expressing the "their deep concern about the increasingly serious human rights situation in Belarus, particularly in terms of the freedom of expression," in view of the difficulties encountered by journalists working in this country.

On 6th July the American Chamber of Representatives approved a law on the defence of human rights and for democracy in Belarus where there has been a successive string of arrests of opponents to the regime. Republican representative Chris Smith, author of the text, presents this law as an "encouragement for those who are fighting for the defence of fundamental rights in the face of excessive pressure on the part of this anti-democratic regime." The law calls for the immediate and unconditional release of all political prisoners and refuses to acknowledge the results of the December election considered to be false.

On the occasion of the NATO-Russia Council meeting on 4th July the ambassadors of the Council's 29 member countries re-iterated their desire to continue cooperation in all areas of security which presented a common interest. The themes addressed focused on practical cooperation in terms of the fight against terrorism, Afghanistan, the reform of the defence sector, military cooperation, anti-missile defence as well as the situation in Libya. In a joint press conference Russian President Dimitri Medvedev and NATO Secretary General Anders Fogh Rasmussen recalled their determination to continue cooperation in the area of anti-missile defence within the NATO-Russian Council and to maintain dialogue.

On 6th July Turkish Prime Minister Recep Tayyip Erdogan published the list of his new government after his party's victory in the general elections on 12th June. The government comprises 26 ministries, nine more than in the previous government and it only includes one woman, Fatma Sahin, Family and Social Affairs Minister.

On 4th July the European Court of Human Rights elected its new president, Briton, Nicolas Bratza, whose mandate will start on 4th November 2011. He will be taking over from Frenchman Jean-Paul Costa. Sir Bratza has been a judge at the court since 1998 and Vice-President since 2007.

On 5th July China was condemned by the WTO for its restrictions on raw materials' exports, deemed discriminatory by the EU, the USA and Mexico.

On 6th July the WTO believed after an examination of the EU's trade policy and practices that it was "important to continue ongoing EU initiatives to abolish progressively the support given during the crisis - as soon as recovery is well established."

According to a Eurostat survey on 4th July the industrial producer price index declined by 0.2% in May 2011 in comparison with April 2011 in the euro area. This index also declined by 0.3% in the EU. Between May 2010 and May 2011 industrial producer prices increased by 6.2% in the euro area and by 7.1% in the EU.

Rights

According to a Eurobarometer survey on 7th July, which had been requested by the European Parliament and the Ombudsman, 48% of European citizens think that the most important right is to be able to move and stay freely within the EU. The second most important right is good governance on the part of the EU's institutions (33%), followed by the right to complain to the European Ombudsman (32%). Moreover 42% of European citizens are not satisfied with the level of transparency of the EU's adminstration.

The Institute for European Policy (IEP) has published a study by Katrin Böttger and Mariella Falkenheim entitled "The EU's Policy towards Azerbaijan : what role for civil society?". They offer readers a view of the implementation of the European neighbourhood policy taking on board the role and effect of players in civil society.

Weimar Triangle

On 30th June the Wissenschaft und Politik Stiftung published a study by Kai-Olaf Lang and Daniela Schwarzer on the enhancement and use of the Weimar Triangle (Das Weimarer Dreieck jetzt stärken and nutzen). The authors review cooperation between Germany, Poland and France that has been undertaken for the past twenty years in the shape of the Weimar Triangle and look into the way the trio's joint initiatives, notably with regard to the implemention of real consultation structures, might influence the challenges currently facing the EU, whether this involves economic, financial, energy and even neighbourhood policies.

Internet access has to be considered as a fundamental human right and respected as much as the freedom of expression says an OSCE report published on 8th July. "Everyone must have the right to take part in the information society and States are responsible for guaranteeing citizens internet access," stresses the study.

On 10th July the members of the Economists' Circle who met at the "Economic Meetings of Aix-en-Provence" debated the "world in all of its states". In a final declaration the Economists' Circle which comprises 30 members put forward 14 key steps to reformulate public action, including the appointment of a European Finance Minister.

A study published on 11th July by the European Commission shows that in Europe one 15 year old in five and many adults do not know how to read correctly. Focusing on 31 countries (the 27 Member States of the EU, Iceland, Liechtenstein, Norway and Turkey) the study reveals that in spite of progress recorded by most countries in deploying policies against illiteracy, the attention granted to the highest risk groups such as boys, children from poor backgrounds and immigrant families is often inadequate. The 27 Education Ministers set the goal of bringing the share of young people with low reading levels down from 20% to 15% by 2020. To date only Belgium (Flanders), Denmark, Estonia, Finland and Poland have achieved this goal.

On the occasion of the bicentenary of the birth of Franz Liszt (1811-1886), the town of Weimar is inviting visitors to discover the European aspect of the composer's life in an exhibition entitled "Franz Liszt - a European in Weimar" - the exhibition will run until 31st October. The two parts of this exhibition are presented at the Schiller Museum and at the castle.
