The Institute of International and Strategic Relations (IRIS) is organising the third European Interview of Enghien on 5th March together with the Robert Schuman Foundation on the theme of "L'Union européenne face aux crises: quelles réponses?" (The EU and the Crises: what answers can we provide?" The Chairman of the Foundation, Jean-Dominique Giuliani will present "The State of the Union 2011. Robert Schuman Report on Europe" published by Lignes de Repères (to be published at the beginning of March). Thierry Chopin, Studies Director at the Foundation will host a round table on "Europe and the Crisis: what are the solutions"? It is obligatory to enrol.

The Chairman of the Robert Schuman Foundation, Jean-Dominique Giuliani has published an editorial on his site entitled "France and Germany for a True Economic Governance". Austria

According to provisional figures published on 4th February by the national statistics institute, Statistik Austria, the Austrian trade balance revealed a surplus of 55.3 million euros in November thanks to a sharp rise in exports. From January to November 2010 imports and exports in Austria increased by 15.8% in comparison with the same period in 2009.

Germany

German growth may reach 3% in 2011 according to forecasts made by the Federation of German Chambers of Trade and Commerce (DIHK). "Recovery is established now on two main pillars: external trade and domestic demand" said German Economy Minister Rainer Brüderle on 8th February. According to the Federal Statistics Office (Destatis) German exports increased by 18.5% in 2010 and imports rose by 20%. In 2010 the external trade balance revealed a surplus of 154.3 billion euros in comparison with 2009.

Belgium

1 January 1970

According to the latest results published on 8th February employment in Belgium rose by 1% in the third quarter of 2010 in comparison with the second and by 1.7% over one year. At the end of 2010 the employment rate rose to 62%, with unemployment lying at 8.7% and the activity rate at 67.9%. Compared with the second quarter the percentage of young people in employment rose by 10.8% whilst unemployment rose by 8.2%.

Spain

On 11th February the Spanish government approved a plan to reform the employment policy. Amongst the decisions adopted feature measures designed to support the re-employment of long term unemployed and young people in order to foster part time work which is not very frequent in Spain.

The Netherlands

1 January 1970

According to figures released by the Central Statistics Bureau on 10th February inflation rose beyond the 2% threshold in January in the Netherlands for the first time in nearly two years.

Slovenia

1 January 1970

On 9th February the Slovenian office for statistics indicated that it had recorded further deflation in January 2011. Consumer prices decreased on average by 0.8% in comparison with the previous month. Prices for goods and services have decreased respectively by 1% and 0.5%.

According to an initial estimate by the Bank of France published on 8th February French economic growth is due to reach 0.8% in the first quarter which will be its highest rise since the end of recession in the spring of 2009. The Bank of France indeed noted a clear acceleration in the pace of industrial activity in January as well as a rise in the rate of output capabilities and an increase in service activities. It is forecasting continued growth.

Italy

1 January 1970

On 9th February the Italian government adopted a series of measures to try and jump start economic growth particularly via modifications to the Constitution said the head of government Silvio Berlusconi. It wants to reform articles 41 and 118 of the Constitution to support entrepreneurial freedom and article 97 to guarantee promotion in the civil services based on merit. Mr Berlusconi said he was convinced that the country could achieve a minimum 1.5% growth this year whilst the government reviewed its September forecast downwards to 1.3% which is still over optimistic according to the Bank of Italy which is counting on 1%.

Malta

According to December 2010 figures published on 9th February by the Maltese Statistic Bureau industrial output decreased by 3% over one year. This slowing was caused by decreases in the production of consumer goods whilst the production of intermediate goods and energy increased.

Ireland

1 January 1970

On the occasion of the publication of an interim report on Ireland on 9th February the IMF said that the implementation of the economic programme by the Irish authorities with the support of an extended fund facility (EFF) has achieved its objective. According to the IMF economic indicators suggest there is modest export-led recovery. In the banking sector, progress is being made towards recapitalizing, deleveraging, resolving nonviable banks, and strengthening the bank resolution framework. Fiscal performance has been in line with program targets and the passage of the Finance Bill will facilitate program implementation in 2011.

ECB

Recovery in the euro area is still modest in comparison with that seen after previous crises; this is being caused by low consumption and investment said the European Central Bank in its monthly report published on 10th February. Low consumption finds its explanation in the stagnation of real income as well as in precautionary savings which households are undertaking. Demand should however gather pace and contribute more euro area growth which is being supported by world growth and demand for European products believes the ECB.

Greece

The EU and the International Monetary Fund gave the greenlight on 11th February for the payment (15 billion euros) of the fourth part of a 110 billion euro loan to Greece which was approved last May. This decision was taken after a joint European Commission/ECB/IMF visit to Athens during which a third examination of the Greek government's economic programme was made.

Romania

1 January 1970

Exports rose sharply by 28% in 2010 in comparison with 2009 in Romania leading to a contraction of 5% in the trade deficit said the national statistics institute INS on 9th February. In spite of the crisis Romania exported for a total of 37.2 billion euros, imports rose by 19.9% to reach 46.7 billion euros. The negative trade balance contracted by 5% in comparison with 2009 rising to 9.5 billion euros.

On 9th February the British government signed a global agreement with the country's major banks which succeeded in limiting concessions over the highly sensitive issue of bonuses in exchange for an increase in their loans to business to help a struggling economy. This agreement unveiled after weeks of talks called "Project Merlin" was denounced by the opposition and the unions as a capitulation with regard to the banks.

Serbia

On 11th February the World Bank announced that it had granted a financial guarantee of 300 million euros to Serbia notably to help the country overcome its budgetary deficit and to fund its debt at lower cost.

Switzerland

On 8th February the President of the European Council Herman Van Rompuy met Swiss President Micheline Calmy-Rey. Discussions focused on bilateral relations as well as on cooperation in the area of foreign policy. With regard to future relations between Switzerland and the EU Herman Van Rompuy welcomed the idea put forward by his counterpart for a 'comprehensive, coordinated' approach and pleaded for ambitious links. He also said that European authorities, entrepreneurs and citizens needed the legal certitude of their relations with Switzerland.

Egypt

In a joint declaration on 11th February the President of the European Council Herman Van Rompuy, the President of the European Commission José Manuel Barroso and the EU's High Representative for Foreign Affairs and Security Policy Catherine Ashton, welcomed the decision of Egyptian President Mubarak to resign. They called for democratic elections and the rapid establishment of a stable government in the country.

On 11th February the European emergency number, 112, celebrated its 20th anniversary even though many European citizens are still unaware of its existence. 112 was officially created after a decision taken by the Council of the European Communities on 21st July 1991 but 11th February was declared "European 112 Day" in 2009. According to a survey undertaken by Eurobarometer in 2010 most people approve the existence of an emergency call number but believe that it has not been given enough publicity. Hence only one person in four could spontaneously say that 112 was the number to call in an emeregency across the entire EU.

Digital

On 8th February on the occasion of Safer Internet Day 2011, the European Commission announced that it will step up talks with ICT industry and children's organisations to encourage the design of safer products to help keep children safe online. On the same day 14 European digital technology companies presented the European Commission with a universal mobile phone charger that is compatible with all brands of mobile phones.

Cars

1 January 1970

As from 7th February all new types of cars and utility vans will have to be equipped with daytime running lights. Lorries and buses will follow suit 18 months later in August 2012. Daytime running lights are special lights that come on automatically when the engine is started. These lights increase vehicle visibility significantly for other road users and should improve road safety. They also use little energy in comparison with ordinary dipped beam lights. In countries where it is already obligatory daytime lighting has been acknowledged as a positive contribution to road safety.

On 9th February the European Commission launched a public debate on major improvements to be made to the funding of research and innovation by the EU; this aims to facilitate participation in programmes, to strengthen scientific and economic effects and to improve the price-quality ratio. The "common strategic framework" laid out in the Green Paper covers the present framework research programme (7th FP), the framework programme for innovation and competitiveness (PIC) and the European Institute for Innovation and Technology (EIT). The result will be a series of coherent tools including the entire "innovation chain" from fundamental research to market launch of innovative services and products, which would also support non-technological innovation, for example in areas of design and marketing.

During an Economic and Monetary Affairs Committee meeting on 7th February the President of the European Central Bank, Jean-Claude Trichet spoke on the running of the new European Systemic Risk Board (ESRB) of which he is the chair. Comprising the Central Banks and Financial Surveillance Authorities the ESRB's main task will be to warn of situations that may damage the EU. With this new tool, Jean-Claude Trichet said he wanted to highlight macro-financial surveillance.

On 11th February the President of the European Court of Auditors, Vitor Caldeira presented the working programme for 2011 to the committee on budgetary control at the European Parliament. In line with the strategy established for 2009-2011, the programme insists particularly on priorities with regard to the audit 2011.

Visiting the European Parliament on 9th February the Prince of Wales debated with MEPs and the main European leaders about the fight to counter climate change and the necessary reconversion of the economy. In his opinion growth must not be synonymous to environmental destruction. Scientists, NGO's and business leaders were also present.

On 8th February the 27 Transport Ministers debated the reform of the trans-European transport network (TEN-T). Member States gave their support to the European Commission's initiative to implement European funds for the network development project and to achieve better coordination of the TEN-T network with the European Cohesion Policy.

The High Representative of the European Union was guest on 8th February of the UN Security Council; Catherine Ashton re-iterated the Union's commitment in support of a close partnership with the UN that has been strengthened by the Lisbon Treaty. During her speech she reviewed international events and indicated that the Union was going to put forward practical support for the transition that is now ongoing in Tunisia and Egypt.

German President Christian Wulff visited Spain and Portugal on 10th and 11th February. During his visit to Spain he met King Juan Carlos as well as Prime Minister José-Luis Zapatero. He addressed bilateral relations with the head of the Spanish government. Then Mr Wulff travelled to Lisbon where he met his Portuguese counterpart Anibal Cavaco Silva and Portuguese Prime Minister José Socrates. The two men spoke of economic, scientific and cultural cooperation between Germany and Portugal.

Resignation

The Federal government's spokesperson Steffen Seibert announced in a press release on 11th February that the President of the Bundesbank Axel Weber would leave his position on 30th April 2011 "for personal reasons". "The Chancellor and the Finance Minister learned of this decision and respect the reasons for this resignation," of the Bundesbank's President. "His succession will be announced next week," concludes the press release. Axel Weber said that he had abandoned the idea of running for the post at the European Central Bank (ECB) because certain governments did not accept him personally he said in an interview in Der Spiegel.

Stock Exchange

Deutsche Börse and NYSE Euronext announced on 9th February that they wanted to create the first world stock exchange that would have weight in New York, Frankfurt and Paris thereby responding to the announced merger of the London and Toronto stock exchanges. Deutsche Börse which pilots Frankfurt and NYSE Euronext (Paris, New York, Brussels, Lisbon and Amsterdam) declared they were advanced in their negotiations for a merger of the two groups in which German shareholders would be the majority. The two entities warned in a press release that the conclusion of discussions was still open but that they had almost finished discussions.

The number of births in Austria increased by 3.2% in 2010 in comparison with 2009 according to figures published on 10th February by the national statistics institute, Statistik Austria. In all 77,814 babies were born in Austria last year. According to initial estimates the average number of children per woman rose to 1.42 in Austria in comparison with 1.39 in 2009.

Belgian Deputy Prime Minister and Foreign Minister Steven Vanackere travelled to Berlin on 7th and 8th February. He met his German counterpart, Guido Westerwelle as well as Finance Minister Wolfgang Schäuble. The European agenda was the focus of most of the discussions. The Belgian and German Ministers pleaded in favour of greater economic convergence in the euro area. Belgium attaches great importance to the six legislative proposals put forward by the European Commission which should put the EU on the road to greater coherence as far as economic governance is concerned in line with community structures. Finally international events were also addressed notably the situation in Egypt and its effects on the Arab world and the Middle East.

On 9th February Cypriot President Demetris Christofias met Dervis Erglu, the representative of the northern part of the island. They said they wanted to continue negotiations. Moreover they decided to meet weekly as well as to step up the pace of negotiations.

The world leader in mobile phones, Finnish company Nokia, announced on 11th February that it was joining forces with American Microsoft to counter the amazing successes of Apple and Google in the lucrative "smartphone" sector. The Microsoft, Windows Phone system will become Nokia's main multifunction telephone software with the aim of building "a new ecosystem" for mobile phones.

Delegations from the French and German Parliaments, which met at the Senate in Paris on 3rd February adopted a joint declaration on the reform of the Common Agricultural Policy, the CAP, which will be addressed to the parliaments of the 25 others EU Member States. It insists in particular on the upkeep of the CAP budget at its present level, the improvement of the regulation framework of the agricultural markets and points to the dangers of a bureaucratic greening of the CAP.

In a column published on 10th February in Le Monde six ministers, Mikolaj Dowgielewicz, Secretary of State for European Affairs (Poland), Werner Hoyer, Delegate Minister for European Affairs (Germany), Diego Lopez Garrido, Secretary of State for European Affairs (Spain), Pedro Lourtie, Secretary of State for European Affairs (Portugal), Paolo Romani, Minister for Economic Development(Italy) and Laurent Wauquiez, Minister for European Affairs (France)- invite Europe "to guarantee more effective and greater strategic defence" of its economic interests. "Trying to ignore that the world has changed would be proof of being blind. Europe must adapt," they wrote.

On 11th February German Finance Minister Wolfgang Schäuble hosted his French counterpart Christine Lagarde in Berlin for a Franco-German economic council qualified "as an example for a deep, successful cooperation." They agreed in all areas and defended their joint ideas for enhance economic coordination in Europe criticised by a number of their partners. "We are convinced that our proposals are going in the right direction," said Mr Schäuble. According to Ms Lagard the "competitiveness pact" that Germany and France have put forwards to their European partners will aim to "rally as closely as possible our friends and partners in Europe".

On 7th February Hungary, pressured by the European Commission, put forward changes to its controversial media law. The Hungarian authorities therefore sent a first draft of possible amendments to the law on 10th February. On the same day the biggest Hungarian daily newspaper, Nepszabadsag addressed the Constitutional Court with regard to this law deeming that the new regulations affected the written press in a negative manner. Since its adoption in December 2010 the law has been the cause of a wave of criticism throughout Europe and in also Hungary where critics interpreted it as an attempt to silence the press.

On 10th February Latvian President Valdis Zatlers travelled to Vilnius where he met his Lithuanian counterpart Dalia Grybauskaite. They discussed bilateral relations and also those with the EU and NATO. Mr Zatlers stressed that Lithuania and Latvia are strategic partners of primary importance and said that the two states would now adopt common positions and would give each other mutual support on a great number of issues as part of the EU and NATO. The two heads of State also discussed the enhancement of bilateral cooperation after the decisions adopted by the European Council with regard to an integrated energy market.

On 8th February Luxembourg Prime Minister Jean-Claude Juncker went on a working trip to Greece during which he met his Greek counterpart George Papandreou, the Greek Foreign Minister Dimitris P. Droutsas as well as Greek Finance Minister George Papaconstantinou. Disucssions mainly focused on the financial, budgetary and social situation in Greece as well as on ongoing EU/Eurogroup discussions with regard to improving economic governance.

Denmark

The Deputy Prime Minister and Foreign Minister of Luxembourg, Jean Asselborn went on an official trip to Denmark on 8th and 9th February. He met several Danish politicians and also went to the parliament, the Folketing; he spoke with his Danish counterpart, Lene Espersen of bilateral issues. They reviewed bilateral relations and discussed present international and European events, notably economic governance and the implementation of the European Semester. Then Mr Asselborn had a private interview with Her Majesty the Queen of Denmark.

The Netherlands

France

On 9th February the Dutch Immigration and Asylum Minister Gerd Leers and Dutch Secretary of State for Foreign Affairs Ben Knapen visited France. They met French Interior Minister, Brice Hortefeux and European Affairs Minister, Laurent Wauquiez. They discussed the common European asylum and family immigration policy. With regard ot Romania and Bulgaria's accession to the Schengen Area they said they were planning joint work on a road map that is to include real criteria to meet prior to the opening of the Union's external borders. Then the ministers addressed European issues, notably the stability of the euro, the Union's enlargement, access to emerging countries' markets as well as the Netherlands participation in the G20 meeting on 3rd and 4th November 2011 in Cannes.

Immigration

In 2010 150,000 immigrants settled in the Netherlands, ie 3000 more than the year before according to a press release published by the Central Statistics Bureau on 9th February. The rise was notably high with regard to immigrants from other EU Member States. Emigration also increased in 2010 after a three year decrease. Around 118,000 people left the Netherlands - an increase of 6,000 people in comparison with 2009.

British Prime Minister David Cameron who was celebrating the launch of National Apprenticeship Week in the UK on 7th February called on the country's businesses to create a new generation of skilled workers who would be able to strengthen the vital means to recover growth.

Law

After a debate organised by two MPs, one Conservative (David Davis) and the other Labour (Jack Straw) on 11th February British MPs rejected the decision taken in November by the European Court of Human Rights (ECHR) that gave the UK six months to adopt legislation giving voting rights to convicted prisoners. "The ball is now in the government's camp to return to the ECHR and tell it that it cannot supplant the Parliament," stressed Mr Davis. The confrontation between the ECHR and the UK dates back to 2005 when the Court deemed that legislation (dating back to 1870) depriving prisoners of their voting rights was contrary to the European Human Rights Convention which was established to protect Human Rights and Fundamental Freedom but which leaves the legal control of the respect of individual rights to the Member States.

Stock Exchange

The Stock Exchanges of London and Toronto merged to create a new transatlantic stock exchange group that intends to capitalise on the world enthusiasm for raw materials and to be better armed against increased competition. The British group, London Stock Exchange (LSE) and its Canadian partner TMX wasted no time in announcing their union: after admitting on 8th February to have moved forwards in discussions in view of a merger, the next day they announced that they had concluded their contract just before the opening of European markets. Their merger will give rise to the first world indexing platform for companies specialised in the extraction of natural resources and energy production explained the two exchanges.

Slovakia

The Slovakian Parliament amended a controversial law on 10th February which prohibited dual citizenship - a bone of contention between Slovakia and Hungary - and thereby now allows Slovaks to have dual citizenship under certain condtions. The government wanted to introduce a total liberalisation of the old law but did not succeed in getting it through Parliament which finally adopted another amendment.

Macedonian President Gjorge Ivanov travelled to the Czech Republic on 8th February where he met his counterpart Vaclav Klaus. They said they wanted to develop economic relations between their two countries and signed a cooperation agreement in the area of education and science. V Klaus said he supported Macedonia's membership of the EU expressing his regret at the impediments created by Greece. In his opinion the State's name as defined by the State must be respected and the Union must not content itself with the role of observer in this dispute.

Moldovan Prime Minister Vlad Filat travelled to Brussels on 9th February. He met the President of the EPP group at the European Parliament, Joseph Daul as well as the Vice-President of the S&D Group Adrian Severin. During discussions Mr Filat stresed the importance of the European Parlaiment's support with regard to his country's aspirations to join the EU and the action plan on the liberalisation of visas. Although Mr Barroso welcomed the progress made in terms of cooperation between the EU and Moldova he also asked the country to settle the present political stalemate and pleaded in favour of consolidation of reform in view of integrating the EU.

The President of the Helvetic Confederation Micheline Calmy-Rey made an official working visit to Madrid on 11th February. She was the guest of King Juan Carlos I and Spanish Prime Minister José-Luis Zapatero. Discussions focused on preparations for the royal couple's visit to Switzerland on 12th and 13th May next and on various issues of common interest. The two countries hope to enhance their cooperation in an area of joint geographical interest such as Latin America. During this visit the Swiss President qualified relations between Spain and Switzerland as "excellent that were punctuated by many high level meetings."

The International Court of Justice (ICJ) will look into the dispute between Macedonia and Greece on 21st and 30th March - Skopje is accusing Athens of preventing its accession to NATO said the Court on 9th February. The ICJ was addressed on 17th November 2008 by Macedonia which accuses Greece of having placed its veto on its membership of NATO in April 2008 and of having infringed the interim agreement concluded by the two countries in 1995.

On 7th February NATO's Secretary General Anders Fogh Rasmussen held a press conference in Brussels. He spoke of defence spending in this time of economic austerity, on recent events in Egypt and Northern Africa and on the next stages of the transfer of main responsibility over to the Afghans. Mr Rasmussen stressed that "events in Egypt and North Africa remind us that we cannot consider stability as something permanent even in our immediate neighbourhood."

Eurobarometer has just published a study on the use of mobile telephone usage abroad. According to the survey nearly 3/4 of Europeans are worried about the cost of using their mobile phone when travelling in the Union. 72% of travellers still limit their roaming calls because of price even though most know that tariffs have decreased since 2006. Amongst those who use their mobile phones abroad only 19% believe that the sums invoiced are just - for example for navigation or for the consultation of their electronic messages.

According to figures published by Eurostat on 7th February nearly one third of private people(31%) who used the internet over the last 12 months in the EU said that they had fallen victim to a virus. The high percentages of internet virus victims were recorded in Bulgaria (58%), Malta (50%), Slovakia (47%), Hungary (46%) and Italy (45%) and the lowest were in Austria (14%), Ireland (15%), Finland (20%) and Germany (22%).

According to Eurostat figures published on 14th February industrial production adjusted to seasonal variations decreased by 0.1% both in the euro area and the EU in December 2010 in comparison with November 2010. In November 2010 production increased respectively by 1.4% and 1.2%. In December 2010 in comparison with December 2009 industrial production rose by 8% in the euro area and by 7.7% in the EU. In comparison with 2009 the average industrial production index increased in 2010 by 7.1% in euro area and by 6.7% in the EU.

This study explains France's position in comparison with the major economies in the OECD. A book entitled "New Modes of Governance in Europe: Governing in the Shadow of Hierarchy" edited by Adrienne Héritier and Martin Rhodes has just been published by Palgrave Macmillan in the series "Palgrave Studies in European Union Politics". In this book the authors look at the roots, execution and applications of new types of governance in Europe and evaluate the success of these.

Choiseul Editions are publishing a book on 17th February by Jean-Bernard Pinate entitled "Russie, alliance vitale" prefaced by Alain Lamassoure, MEP. The author provides an enlightened analysis of the relationship between Washington and Beijing. Europe has been dismissed and scoffed at and has been too occupied in looking for its own political substance. This portrait of the beginning of this century ends in a plea in support of a Euro-Russian liaison which the author believes to be just as vital as beneficial for the stabilisation of our continent.

The Schirn Kunsthalle in Frankfurt is devoting an exhibition to surrealism; "Surrealist Objects. Sculptures and Objects from Dali to Man Ray" presents around one hundred pieces of art made between 1925 and 1945 by artists such as Duchamp, Magritte, Dali, Picasso and Miro. The exhibition is open until 29th May.

The Museum of Modern Art of Louisiana in Humlebaek is devoting an exhibition to Pablo Picasso (1881-1973) until 29th May entitled "Picasso: Peace and Freedom". Around one hundred works bear witness to his social and political commitment from 1944-1973.

From 16th February to 21st August the Tate Britain in London is putting on an exhibition entitled "Watercolour". This exhibition invites visitors to overcome preconceived ideas about watercolours. It includes around two hundred pieces of work ranging from Turner to Thomas Girtin as well as more modern artists such as Anish Kapoor and Tracey Emin; it reviews the history and development of techniques used in watercolour.

Exhibition/Vienna

The Albertina in Vienna is devoting a special exhibition to a group of artists of "Der Blaue Reiter" movement which was named after the Almanach that Vassily Kandinsky and Franz Marc published for the first time in 1912 in Munich. Drawings and water paintings by August Macke, Franz Marc, Vassily Kandinsky, Paul Klee and Alfred Kubin amongst others are on show there until 15th May.

Cinema/Europe

On the occasion of the 61st International Festival in Berlin the European Audiovisual Observatory has published its first estimations on cinema-going in Europe in 2010. In all the observatory believes that EU cinema entries declined by 2%, ie 961 million tickets sold. Moreover the EU adopted the new Media Mundus Programme for international cooperation in the audiovisual sector to step up cultural and trade relations between European cinema industry and artists in third countries.

Kiefer/Würth

The Anselm Kiefer exhibition in the Würth Collection in presenting a particularly rich spectrum of the artist's works. Organised on themes of heroic countryside, poetry and cosmogonies, its intention is to lead visitors through an imaginary geography, suggesting a cartography of the historic, poetic and philosophical thought that is so important to the artist.
