Jean-Dominique Giuliani, Chairman of the Robert Schuman Foundation will host the debate on two themes: "the French elite and Turkey: a relationship on-hold" and "Turkey and France: a dialogue of the deaf"

In the review "Corée Affaires" Jean-Dominique Giuliani, Chairman of the Robert Schuman Foundation gave a long interview in which he reviews European news and relations with South Korea; economic and financial instability to the backdrop of the Greek crisis, the free trade agreement with South Korea and the G20 Summit.

Elections/Sweden

1 January 1970

The Alliance coalition led by outgoing Prime Minister Fredrik Reinfeldt came out ahead in the general elections in Sweden on 19th September winning 49.2% of the vote and 172 seats. The Alliance failed however to win the absolute majority in the Riksdag, the only Chamber in Parliament (175 seats). It came out ahead of the red/green coalition (Rödgröna) led by Mona Sahlin which won 44% of the vote (-2.1 points) and 157 seats. The Sweden Democrats (SD), a far right party led by Jimmie Akesson succeeded in making a break-through winning 5.7% of the vote (+2.8 points) and the party thereby makes its debut in Parliament. Turnout rose to 82.1% ie almost the same figure recorded in the election on 17th September 2006 (81.99%). The Alliance is due to form a minority government. The re-election of the centre-right government puts an end to the hegemony of the Social Democratic Party.

On 15th September last the European Commission presented two new regulations concerning short selling and certain aspects of Credit Default Swaps (CDS). Its main objectives are to create a harmonised framework for coordinated action at European level, increase transparency and reduce risks. The second regulation is designed to improve the security and transparency of the derivative product market. In this way the Commission hopes to create an homogeneous framework to establish a more stable, effective and safe environment in the financial market.

OECD

1 January 1970

OECD indicators published on 13th September point to more moderate growth than forecast the previous month. The indicator dropped by 0.1 point in July 2010. In Canada, France, Italy, the UK, China, India the slowing in the growth rate will be greater than forecast. In Japan, the USA and Brazil growth may lose pace. Signs of a possible decline in growth are also emerging in Germany and Russia. Recovery continues in South East Asia, but in a more moderate manner.

Switzerland

The Helvetic Confederation has raised its growth forecasts for 2010 (2.7% in comparison with 1.8% previously). Several trends are however less optimistic than planned. These involve a slowing in growth in 2011. Swiss exports are due to slow also because of a lukewarm world economic outlook and the high rate of the Swiss Franc.

On 15th September the National Statistics Office in the UK published its unemployment figures. Employment rates in the UK of people aged 16-64 increased in July 2010 by 0.4% in comparison with the previous quarter, ie an employment rate of 70.7% of the working population. The unemployment rate dropped from 7.9% to 7.8% between July and May 2010 representing an 8,000 decrease in the number of job seekers.

Greece

On 16th September the Greek National Statistics (ELSTAT) announced that unemployment totalled 11.8% in the second quarter - its highest level in 10 years in comparison with 11.7% over the first three months of the year. In the second quarter 2009 unemployment affected 8.9% of the Greek working population.

Portugal

1 January 1970

On 16th September Portuguese Prime Minister José Socrates confirmed the goal to reduce the budgetary deficit to 7.3% of the GDP in 2010 and to 4.6% in 2011. "It is our commitment and we are taking it very seriously," he declared adding that budgetary goals will be achieved this year.

The Netherlands

The Dutch Economic Affairs Minister, Maria van der Hoeven announced that 2009's figures show that the Dutch economy experienced a deep crisis and a decline in growth of 3.9%. The Netherlands had never seen this kind of recession before even in the 1930's. The main cause of the recession was the fall in exports. The Dutch economy is however doing better now, "the economy's growth can be attributed to an increase in exports and public spending," declared Ms Van der Hoeven.

During the European Council on 16th September the heads of State and Government of the 27 EU countries decided that the EU had to strengthen its economic situation by developing true economic governance of the Union that will come in addition to fiscal consolidatiuon and structural reforms that have already been undertaken. Strategic relations with partners and foreign policies in the EU have to be consolidated. They believe that the EU should use the competences included in the Lisbon Treaty to a greater degree to develop partnerships. The free trade agreement between the EU and South Korea is a real success that launches the start of a new generation of trade agreements. Finally aid to Pakistan highlights the humanitarian effort that the EU is capable of achieving.

On 13th September the European Commission revealed the project "Marine Knowledge 2020" which will aim to use the seas and oceans better to boost growth and competitiveness. The project comprises three main parts: improving understanding of the EU's seas and oceans, the simpler and less costly use of marine environment data and finally stimulation of the competitiveness between maritime data users.

1 January 1970

Viviane Reding, Vice-President of the Committee responsible for Justice, Fundamental Rights and Citizenship made a declaration on the development of the situation of the Roma on 14th September. In her speech the commissioner announced that she said there was no alternative but to launch an infringement procedure against France for two reasons: discriminatory application of the Directive on Free Movement and the non-transposal of procedural and matieral guarantees included in the Directive on Free Movement. The Commission is also expecting rapid explanation on the part of the French authorities.

15th September heralds the launch of the European Commission's "Youth on the Move" initiative. This aims to strengthen the quality of the education system, enhance student mobility and reduce youth unemployment - their primary preoccupation. This is one of the priorities in the Europe 2020 project and it aims to stimulate economic growth and employment.

Consumers

On 16th September the Commission indicated that most electronic sales websites respected Union regulations with regard to consumer protection. In 2009 only 44% of these sites respected regulations but now on it is believed that 84% of them abide by the rules. This year the Commission is investigating on-line ticket sales sites. Of the 414 sites monitored only 40% respected European regulations. The main problem is the poor information given about prices and unfair clauses and terms.

On 17th September the European Commission presented new measures aiming to improve railway services. The directive focuses on three main areas: increased competition thanks to access conditions to a more transparent and simplified market; greater surveillance following the extension of competences of national organisms that control rail activities and finally the development of a harmonised financial framework to facilitate public and private investments.

On 17th September Günther Oettinger, European Commissioner for energy announced the implementation of the world's first network to capture and store CO2. The aim of this project is to foster knowledge sharing and increase citizen interest in reducing CO2 emissions. This new project is supported by the European energy programme for recovery.

On 20th September the European Commission adopted three complementary measures to facilitate the roll out and take up of fast and ultra-fast broadband in the EU. This package comprises a Commission Recommendation on regulated access to Next Generation Access (NGA) networks that provides regulatory certainty to telecom operators, ensuring an appropriate balance between the need to encourage investment and the need to safeguard competition, a proposal for a Decision to establish a Radio Spectrum Policy Programme to ensure, inter alia, that spectrum is available for wireless broadband and a Broadband Communication outlining how best to encourage public and private investment in high and ultra-high speed networks. These measures aim to help the EU realise the commitments in the Digital Agenda for Europe to give every European access to basic broadband by 2013 and fast and ultra fast broadband by 2020.

On 15th September Catherine Ashton, the European Union's High Representative for Foreign Affairs presented her 28 new ambassadors who will be responsible for representing the EU's interests abroad. These appointments are part of the recruitment process for the European External Action Service.

On 16th September the 27 European Foreign Ministers approved a free trade agreement with South Korea. The first bilateral agreement of this kind opens the Asian markets to Europeans thanks to the abolition of 98.7% of all customs duties both in the industrial sector and agriculture over the next five years. Safeguard clauses including the car industry will enable Europeans to protect themselves in the event of excessive imports of Korean cars. This agreement will take effect after the official signature on 6th October during an EU-Korean summit and ratification by the European Parliament.

On 13th September ministers adopted a directive on cross-border healthcare as well as on the regulations governing the creation of a European rail network for the transport of merchandise. The cross-border healthcare directive should enable greater, safter, better quality access to services. In the long run the Council hopes to promote cooperation between Member States. The regulation on the creation of a European rail network requires the establishment of infrastructures that will offer improved quality of service. It will enable the Union to become more competitive on the merchandise transport market.

Lego

On 14th September last the European Court of Justice put an end to Lego's exclusive hold over its plastic building bricks. The Danish company has been registered since 1996 with the Internal Market Harmonisation Office as a community brand but since 12th November 2008 the court decided that the Union's law is against any form of exclusive registration. Lego then lodged an appeal with the Court against this decision which has just been rejected.

Legal Professional Privilege

The decision of the Court of Justice in the Akzo Nobel Chemicals case delivered on 14th September 2010 highlights the fact that an in-house lawyer cannot enjoy on the part of his employer the same degree of independence as a lawyer working for an independent practice. In other words this means that company laywers cannot apply legal professional privilege in their communications within the company they are working for. Legal professional privilege is applicable only for independent lawyers who have no connection with their client. This conclusion rejects the request for appeal on the part of the Chemicals group that challenged the use of certain documents in an anti-trust investigation.

The examination of the draft finance law at the Bundestag presented on 14th September by German Finance Minister Wolfgang Schäuble gave rise to debate over the government's general policy. In her speech Chancellor Angela Merkel said she was pleased that work had enabled Germany to become the "growth locomotive of Europe" again. She said that it was important to "establish our culture of stability in Europe". Foreign Minister Guido Westerwelle spoke on 16th September. "Europe is being tested," he declared, "because we want to protect Europe we are working towards changing the rules so that if a country does not assume its responsibilities with regard to stability there really will consequences as a result."

Agriculture

In the autumn the European Commission is to present its first proposals to reform the Common Agricultural Policy (CAP). On 14th September in Berlin, the French and German Agriculture Ministers, Bruno le Maire and Ilse Aigner signed "a Franco-German position for a strong common agricultural policy beyond 2013". This joint declaration is the result of seven months of government talks. The two main beneficiaries of the CAP (9.5 billion and 6.5 billion euros respectively) maintain that the reform of the CAP must not only maintain a high level of financial resources but also the principle of the sector's regulation. France and Germany say they are "against any renationalisation of the CAP by way of the co-funding of direct payments to farmers."

According to figures published on 14th September by the German Statistics institute Destatis, German exports increased by 17.1% in the first half of the year in comparison with the same period in 2009 and rose to 458.3 billion euros. Imports into Germany increased by 15% in the first half of the year in comparison with the same period in 2009, totalling 383.6 billion euros.

The first high level meeting in the Africa-EU energy partnership that was first created in December 2007 took place on 14th September in Vienna. The energy ministers of around 20 countries and the European Energy and Development Commissioners, Günther Oettinger and Andris Piebalgs met to launch a plan that will provide 100 million Africans with access to modern energy by 2020. Austrian Foreign Minister Michael Spindelegger stressed that there could not be "sustainable development without sustainable solutions in the area of energy."

Visit/Brussels

During his visit to Brussels on 15th September Austrian President Heinz Fischer pleaded in favour of a positive attitude with regard to the EU. Following a meeting with the President of the European Commission José Manuel Barroso he said that Brussels was "a very important institution that serves the interests of Austria." The two leaders also discussed the economic situation in Europe. With regard to this Mr Barroso pleaded for additional economic reform in the EU. In addition to this they spoke of the implementation of the Lisbon Treaty, the EU's enlargement, the Balkans as well as energy issues.

The Spanish government revealed a strategic plan on 14th September totalling 7.5 billion euros in an effort to foster rail freight and to transport between 8 and 10% of the country's merchandise by train by 2020 in comparison with the 4.1% at present.

Estonia officially launched a media campaign on 19th September designed to prepare the population for the adoption of the euro on 1st January 2011. An official ceremony notably with the President of the European Central Bank Jean-Claude Trichet and the governor of the Estonian Central Bank, Andres Lipstok was broadcast live on Estonian TV. The campaign is designed to help Estonians grow accustomed to the presentation of Euro notes and coins and to guarantee a totally safe introduction of the European currency. "The notes and coins will be presented in four films that have been prepared especially for Estonia," said Mr Trichet.

Motorway/Seas

A regular maritime ferry for HGV's will now link Saint-Nazaire with Gijon in order to relieve European roads and develop maritime cabotage. France and Spain granted 15 million euros of aid each to the new maritime motorway which also benefits from European aid to a total of 4 million euros. A second line is to link Nantes, Le Havre and Vigo and then Algesiras. For nearly 20 years the EU has been recommending the development of these maritime motorways. The European programme "Marco Polo" plans to encourage these maritime routes thanks to national and European aid to a total budget of 450 million euros over a period spanning 2007-2013.

Anne-Marie Idrac, Secretary of State for External Trade travelled to Poland on 16th and 17th September. Poland is France's leading client amongst the new EU member States. In this highly promising country this visit aimed to foster the know-how of French companies with the Polish government. She spoke with Waldemar Pawlak, Deputy Prime Minister and Economy Minister. This trip was an opportunity for the signature of a convention for nuclear training between the Polish authorities and the Agence France Nucléaire International (AFNI).

After 111 years of existence Fiat's shareholders approved an historic scission of the Italian group on 16th September in Turin. The operation announced in April last gives birth to two distinct branches of the company. The first is devoted to cars, with the brands, Fiat, Lancia, Alfa Romeo, Ferrari, Maserati as well as engines and components. It maintains the name of Fiat. The second, Fiat Industriale brings together Iveco (lorries and buses) CNH (agricultural and construction motors) and vehicle motors and boats.

The fifth forum on internet governance took place in Vilnius from 14th to 17th September. Organised under the aegis of the UN this event brings together each year a great number of players: government members, international organisations, private companies and representatives of civil society. It notably provides them with an opportunity to debate the balance that has to be found between freedom and security on the internet. This year issues of governance, freedom of expression, the fight against cybercrime and the protection of women and young people were at the heart of the debate.

Luxembourg Prime Minister Jean-Claude Juncker made an official visit to Bern on 15th September. The Luxembourg delegation was received by the President of the Swiss Confederation, Doris Leuthard. According to Jean-Claude Juncker and Doris Leuthard because there was little bilateral divergence between Luxembourg and Switzerland EU-Swiss relations had benefited during the entire economic crisis. The fact that Luxembourg defends its interests within the EU and that Switzerland does this within the G20 and the IMF may lead to a solution in terms of financial market regulation. In addition to this the two leaders exchanged views on taxation of banks and financial transactions.

The Polish Robert Schuman Foundation with the support of the European Commission launched an internet competition on 17th September for all EU citizens who want to find out how the EU has been operating since the entry into force of the Lisbon Treaty. Participants will play the role of the MEPs and will have to adopt or reject texts that change the daily lives of their co-European citizens. The best players will receive prizes.

On 14th September the Presidents of Azerbaijan, Georgia and Romania as well as the Hungarian Prime Minister signed an agreement planning for the creation of a transit corridor which since it will enable the transport of natural gas from the Caspian Sea towards Europe, will facilitate the diversification of European energy suppliers. The project named AGRI (Azerbaijan-Georgia-Romania Interconnector) is due to lead to the delivery of 8 billion m3 of gas per year in Europe. The cost of the project is estimated at between 2 and 4 billion euros.

Pensions

Romanian MPs adopted a pension reform on 16th September that will lead to a progressive rise in the retirement age to 65 by 2015 for men and by 2030 for women. The law is part of the reforms agreed with the International Monetary Fund (IMF), the EU and the World Bank which have given aid of 20 billion euros to the country. Romania committed to reducing its public deficit to 6.8% in 2010 against 7.2% last year.

Visit/Pope

Pope Benedict XVI visited the UK on 16th-19th September. This was the first trip to the island by the sovereign pontiff as a Head of State since the creation of the Anglican Church by Henry VIII in 1534. During his visit in 1982 Jean-Paul II came as Head of the Catholic Church. As part of this four day visit Benedict XVI met Queen Elizabeth II in Edinburgh as well as Prime Minister David Cameron in London. He ended his trip during an open air mass in Birmingham on 19th September and the beatification of the Cardinal John Henry Newman, the most famous Anglican who converted to Catholicism.

Sweden

Elections

The Swedes went to ballot on 19th September to renew their Parliament (Riksdag). The outgoing coalition, the Alliance, won 49.2% of the vote and 172 seats. The Green/Red coalition (Rödgröna) won 44% and 157 seats. The Social Democratic Party (SAP) won 30.9% of the vote (113 seats, -17), the Moderates 30% (107 seats, +10), the Environment Party-Greens 7.2% (25 seats, +6), Liberals , 7.1% (24 seats, -4), the Centrists 6.6% (22 seats, -7), Christian Democrats, 5.6% (19 seats, -5) and the Left Party (Vp) 5.6% (19 seats, -3). Finally Sweden Democrats (far right) made their debut in Parliament with 5.7% of the vote and 20 MPs.

On 13th September Albanian Foreign Minister Ilir Meta left his position to take up a post as Economy and Energy Minister. He was replaced by the present Transport Minister Edmond Haxhinasto. Ilir Meta replaces Dritan Prifti on the Economy portfolio because the latter has been accused by the opposition of abuse of power and corruption. Ilir Meta maintains his title as Deputy Prime Minister.

On 17th Aleksandr Milinkevich, the most emminent leader in the Belarus opposition movement, gave up his bid to run in the presidential election on 19th December notably condemning "a purge campaign" launched by the authoritarian regime held by Aleksandr Lukashenko. "The authorities have launched a purge campaign against the opposition in view of the presidential election," declared Mr Milinkevich during a press conference in Minsk. Lukashenko calls his opponents "enemies of the people".

Norway

Russia and Norway have signed a "A Maritime Delimitation and Co-operation Treaty in the Arctic Ocean and the Barent Sea." The signature ceremony took place in Murmansk together with Russian President Dmitri Medvedev and Norwegian Prime Minister Jens Stoltenberg. Both men welcomed the agreement as an historic event putting an end to 40 years of negotiations. Prime Minister Stoltenberg insisted on the chance this provided to enhance the partnership between his country and Russia, whilst guaranteeing stability in the region. Fishing, which was also the focus of discussions should not be disrupted by the signature of the Treaty. The agreement should open the way to oil and gas prospecting in the region which is now being made easier by the melting of the ice floes and technological progress.

On 17th September the Swiss Federal Council approved two reports on European policy. The first report said that Switzerland should continue its relations with the EU on the basis of bilateral sectoral agreements. This approach will enable the conciliation of Swiss and EU interests. The second report concerned Swiss relations with European agencies: it notes that generally because of an increasing attribution of tasks to EU agencies, the possibility of Swiss influence is declining. This is why there is often an interest for institutional contacts with these agencies.

Turkey's economic growth is due to be amongst the highest in the OECD countries in 2010 according to study put forward by Ankara. After a decline of nearly 5% in 2009 after the world crisis Turkey's GDP is due to increase by over 6% in 2011. Figures bear witness to good financial stability, foreign investor confidence and a dynamic business sector. The report suggests that Turkey should improve its tax system, adopt clearer public finance surveillance procedures and reduce the share of the "black" economy. Turkey would also do better if it stimulated productiveness at work and acted to palliate the weakness of its export markets.

On 14th September the Organisation for Security and Cooperation in Europe (OSCE) asked Turkey to free imprisoned journalists and to reform its legislation governing the media. "At present more than 40 journalists are in prison and hundreds of others are under prosecution and are in danger of going to prison if they are sentenced," denounced the OSCE representative for the freedom of the media, Dunja Mijatovic in a letter to the Turkish Foreign Minister Ahmet Davutoglu.

On 13th September the President of the European Council, Herman van Rompuy, met Ukrainian President Viktor Yanukovich in Brussels. They discussed Ukraine's reform programme, the next steps to take to enhance EU-Ukraine relations and reforms in terms of democracy and fundamental rights. A WTO member since 2008 Kiev intends to sign an association agreeement that plans for the creation of a free-trade area between Ukraine and the EU and which is beneficial to both parties. "This agreement will include a free-trade agreement that has never been agreed before by the EU," said Herman Van Rompuy at the end of his interview and after saying that the future EU-Ukraine summit planned for 21st November would be "a real success".

The Commissioner for Human Rights at the Council of Europe, Thomas Hammarberg spoke on 15th September on the issue of the Roma in the EU. He believes that the expulsion of people towards their home country was both regrettable and ineffective. For the Commissioner these States must acknowledge European Roma rights to establish themselves where they want, in the quest for more favourable living conditions. On 16th September Secretary General Thorbjørn Jagland presented an initiative to the Ministers' Committee to help overcome the immediate and long term problems with regard to rights and obligations of the Roma communities across the whole of Europe.

Moldova

The European Investment Bank (EIB) has just granted a loan of 10 million euros for the funding of an investment programme in the water sector in Moldova. The project focuses on the rehabilitation and extension of water transport and purifyng networks. It helps towards the implementation of the EU's support policy to the Eastern Partnership countries and supports the EU's strategy which it wants to launch in this region over the next few months. This project is co-funded by the EBRD and the European Commission by way of the Neighbourhood Investment Facility.

UN High Commissioner for Human Rights, Navi Pillay believed the French government's "new policy" towards the Roma was "worrying". As she inaugurated the 15th session of the Human Rights Council on 13th September Ms Pilly "exhorted the European States, including France, to adopt a policy that enabled the Roma to overcome their marginalisation." Jean-Baptiste Mattei, France's Representative within the Committee denied any stigmatisation of the Roma saying that the dismantling of camps target illegal camps on the decision of independent legal authorities. For its part the EU's representative Alex Van Meeuwen said that the Union "would not shy away from the challenges associated to the integration of the Roma", and that it had a strong legal framework to counter discrimination. The new session of the Human Rights Council is due to continue until 1st October and address the issue of how it is run.

Contrary to its expectations the EU was refused the right to speak during the General Assembly at the UN. The resolution that was to due to enable this, presented by Belgium on behalf of the 27, was delayed which shows the reticence of other regional blocs to see the EU benefit from a specific status. Without planning for a seat with a right to vote being attributed to the Union the resolution plans for the President of the European Council, Herman Van Rompuy to be able to speak on the same level as any other Head of State and that the High Representative Catherine Ashton to have a seat within the Assembly and that Union to be able to put forward proposals, submit amendments, answer questions, raise issues and circulate documents. It would put an end to the observer status which the EU has to be content with at the moment, alongside the Vatican, the Red Cross and the Arab League.

WTO

Boeing

On 15th September the World Trade Organisation (WTO) condemned the "massive subsidies" received by the American plan manufacturer Boeing to the detriment of its European competitor Airbus. Apart from a series of tax and social rebates that Boeing has also benefited from aid estimated at some 24 billion dollars in the shape of disguised American subsidies such as via space and arms contracts. The Commission which complained of the delay incurred by the WTO in concluding the affair welcomed this preliminary judgement as a fair re-balancing between the two aeronautical giants rather than a clear European victory. "The real challenge to the EU and the USA remains in finding an acceptable mutual approach."

Forum

1 January 1970

The WTO's public forum took place from 15th to 17th September in Geneva. This rendez vous with civil society focused on "The forces shaping world trade". Discussions concentrated on four themes: the new players in international trade, factors which shape it, the WTO's coherence with other areas of world governance and the definition of a new post-crisis programme. During his inaugural speech Pascal Lamy, the WTO Diretor General highlighted the role that the Doha Round might play in re-balancing trade rules in favour of developing countries - but he insisted on the importance of multi-lateralism in a context of increasing imbrication of manufacturing and trade systems.

Inflation

According to figures published by Eurostat on 15th September the annual inflation rate in the euro area lay at 1.6% in August in comparison with 1.7% in July. One year ago it lay at -0.2%. In the EU the annual inflation rate rose to 2% in August against 2.1% in July and 0.6% a year ago. The lowest annual inflation rates were seen in Ireland (-1.2%), Latvia (-0.4%) and the highest were in Romania (7.6%), Greece (5.6% and in Hungary (3.6%).

Employment

According to the first estimate for the second quarter of 2010 on stability of employment in the euro area and in the EU published on 15th September the number of those in employment in the euro area and the EU remained stable in the second quarter of 2010 in comparison with the first quarter of 2010. Employment declined by 0.6% in the second quarter of 2010 in comparison with the same quarter the previous year in the euro area and the EU. According to Eurostat 220.7 million men and women were employed in the EU in the second quarter of 2010, including 144.3 million in the euro area.

On 14th September Eurostat published figures on industrial production in July 2010. According to figures industrial production remained stable in July 2010 in comparison with June 2010 both in the euro area and the EU. In June 2010 production decreased by 0.2% in the euro area but increased by 0.1% in the EU. In July 2010 in comparison with July 2009 industrial production has risen by 7.1% in the euro area and by 6.8% in the EU.

Eurobarometer

Development

According to a Eurobarometer survey published on 13th September European citizens continue to support aid given to developing countries. The survey shows that 89% of those interviewed believe that development aid is important or very important. Two Europeans in three think that the EU should honour and even improve its promises to increase development aid to 0.7% of the GNI by 2015, the deadline to complete the Millenium Development Goals. In spite of the financial crisis and the economic situation in Europe this support has always remained high. Three quarters (76%) of Europeans believe that there is added value in the EU countries working together which helps prevent overlapping and guarantees the effectiveness of aid.

The 2010 Annual Report "Transatlantic Trends" published by the German Marshall Fund gauges the state of the public opinion on both sides of the Atlantic with regard to major international issues. Europeans believe more in the EU than in the euro, the Turks are drawing away from Europe, the Americans and Europeans does not perceive issues regarding China in the same way : these are some lessons to be drawn from this study.

The first volume of the "Robert Schuman Cahiers" has just been published. Entitled "Robert Schuman, apôtre de l'Europe" (Robert Schuman, Europe's Apostle) brings together written texts and speeches by the father of Europe between 1953 and 1963 commented by Marie-Thérèse Bitsch, emeritus professor of modern history at the University of Strasbourg and member of the Scientific Committee of the Robert Schuman House.

The Munich Beer Festival is celebrating its bicentenary until 4th October 2010. The Oktoberfest whose origins go back to the wedding of the future king of Bavaria, Louis 1st with Therese von Sachsen-Hildburghausen on 12th October 1810 is being organised this year for the 177th time - since wars and epidemics have prevented 24 festivals taking place.

The Grand Palais in Paris is hosting more than 200 paintings by French painter Claude Monet (1840-1926) from 22nd September to 24th January 2011. This first retrospective devoted to impressionism presents his famous landscapes, his series on waterlilies but also his still life and portraits which are rarely shown to the public.

From 25th September to 12th December the Royal Academy of Arts is devoting an exhibition to the most famous artists from the Renaissance to the 20th century, "Treasures from Budapest: European Masterpieces from Leonardo to Schiele". This exhibitions presents over 200 pictures, drawings and sculptures by Leonard de Vinci, Raphael, Greco, Rubens, Goya, Manet, Monet, Schiele, Gauguin and Picasso. The works come from the Fine Arts Museum in Budapest and the Hungarian National Gallery.
