In order to understand how this works the Robert Schuman Foundation has published in its series of "Notes" a study by Pierre Fauchon and François Sicard on "Europe and Voluntary Cooperation, or how to provide Europe with new impetus ...". This paper is available on the Foundation site. In an interview granted to "Window on Europe" Pierre Fauchon sets out the details of enhanced cooperation agreements.

Financial Crisis

Germany

According to new forecasts on the part of the Finance Minister published on 15th July Germany is due to return to within the framework established by the Stability and Growth Pact by 2012 with a public deficit of 3% of the GDP, one year before the date that was initially set. According to this new forecast the public deficit is due to rise to 4.5% of the GDP this year, 4% in 2011 and 3% in 2012. It will lie at 2% in 2013 and 1.5% in 2014. In absolute values the public deficit will total 117.5 billion euros this year says the Finance Ministry.

Council

1 January 1970

European Economy and Finance Ministers agreed on 13th July on the reform of financial supervision in Europe. This implies the creation of a European Systemic Risk Board and three European authorities for sectoral supervision. They decided to allow Estonia to adopt the euro as from January 2011, they established the main guidelines in the new European strategy for growth and employment and gave the greenlight for the creation of a "European Semester" for the supervision of budgetary policies. Finally they launched excessive debt procedures against Cyprus, Denmark, Finland and Bulgaria bringing the number of targeted countries up to 24. After the meeting the President of the European Council, Herman Van Rompuy spoke of the working group on economic governance saying that there would be a tightening with regard to European budgetary rules.

Eurogroup

1 January 1970

On 12th July the 16 Finance Ministers of the euro area looked into the lack of balance in competitiveness and current accounts of Member States starting with Spain and Finland. Recommendations with regard to productivity, the labour market and wage policy were given to the latter. They then looked into the implementation of the European Financial Stability Facility (EFSF); the German debt management office will be responsible for financing operations and the EIB will provide its administrative and legal support. They also reviewed the implementation of the economic and budgetary consolidation programme in Greece which according to Eurogroup president Jean-Claude Juncker "is impressive".

Austria

1 January 1970

Austrian Chancellor Werner Faymann presented the report on the Austrian economy on 14th July: "Wirtschaftsbericht Österreich 2010". He said that the Austrian economy had developed. He added that the policy undertaken over the last few months explained the upward trend: "We have enhanced buying power and stimulated the economy and exports." He said his aim was to reduce public debt.

Slovakia

On 15th July the Slovakian government led by Iveta Radicova approved the signature of the European Financial Stability Fund thereby removing a major obstacle that was preventing its implementation.

Finland

1 January 1970

According to provisionally revised figures released on 15th July by the national statistics institute, Statistics Finland, Finland's GDP contracted by 8% in 2009 and rose to 171 billion euros. In March provisional figures indicated a decline of 7.8%.

1 January 1970

The European Central Bank published its monthly report on 15th July on economic and monetary activities in the euro area. The analysis of data does not seem to be very optimistic notably with regard to employment. The high unemployment rate in the euro area since the crisis is due to continue in 2010. Some job losses that occurred after a decline in activity may become permanent. Growth potential in employment in Europe will, according to the ECB, depend on "economies' ability to reorganise and restructure in the face of major sectoral changes."

Spain

1 January 1970

Spanish bank debt with regard to the European Central Bank (ECB) reached 126.3 billion euros in June, an historic record according to figures published on 14th July by the Bank of Spain. In comparison with June 2009 the total amount of the debt rose to 78.6% and in comparison with May 2010 the increase was 47.5%.

Italy

On 15th July the Bank of Italy reviewed its growth forecast upwards to 1% in comparison with 0.7% previously for Italy in 2010 and is still forecasting growth of 1% in 2011, since recovery is due to remain "moderate" because of the negative effects of the austerity plan. This upward review is due to sustained growth in international trade, since the Italian economy is a strong exporter explained the Bank of Italy.

Portugal

The bank of Portugal reviewed its growth forecast for 2010 upwards on 13th July to +0.9% of the GDP in comparison with a previous 0.4%; but its forecast for 2011 is down (+0.2% against 0.8%) notably because of the impact of budgetary austerity measures. In spite of a positive development in exports "domestic demand is due to slow during 2010 and decline in 2011 (-1.1%) reflecting the impact of the budgetary consolidation measures," believes the Bank of Portugal.

Hungary

The International Monetary Fund (IMF) and the EU warned the Hungarian government that it will have to take "difficult decisions" with regard to balancing public finances, notably with regard to spending; they did note that Budapest's policy did represent "an appropriate base". Struck particularly hard by the international crisis, Hungary only avoided State bankruptcy in October 2008 thanks to a 20 billion euro loan on the part of the IMF, the World Bank and the EU, a loan which Hungary has not used entirely and which comes to an end in October 2010. Given the warning by the IMF and the EU the government led by Viktor Orban stressed its determination to continue structural reform.

On 14th July during the 4th EU-Brazil summit in Brasilia European Council President Herman Van Rompuy, Commission President José Manuel Barroso and Brazilian President Lula da Silva expressed their satisfaction at the increase in exchanges between the two parties. They said they were pleased with the positive implementation of the joint EU-Brazil action plan adopted in December 2008 and with the results of High level political dialogue. They addressed global issues such as the economic and financial crisis, sustainable development, energy and biodiversity then they discussed regional relations. Mr Van Rompuy took part in the 4th meeting between European and Brazilian companies.

As part of the work that it is undertaking to make safe and consolidate the financial system the Commission presented proposals to modify existing European rules in view of enhancing the protection of bank account holders and retail investors. The Commission also launched a public consultation on the means to improve the protection of people who take out insurance. Amongst the options put forward are notably the creation of insurance guarantee regimes in all Member States. The measures adopted will guarantee bank account holders, in the event of their bank's bankruptcy, a faster return of their investments and improved protection. As for people who use investment services they will be reimbursed more rapidly. All of these proposlas are to be put to the European Parliament and the Council of Ministers.

Some 30 million serious crimes committed in the EU lead each year to the lodging of a complaint. The Union supports cooperation in view of bringing the criminals to justice but what happens to the millions of victims of crime? Their experience can be made worse by an investigation or a difficult trial, intrusion into their private life or the careless processing of their affair. Wherever victims find themselves in the EU they have the right to be treated with respect and have access to justice. On 15th July the European Commission launched a public consultation on the means to protect victims; it goes on until 30th September.

On 19th July the European Commission decided to attribute 30.4 million euros in support of higher education projects in countries that are part of the European Neighbourhood Policy (Ukraine, Belaru, Moldova, Georgia, Armenia, Azerbaijan) as well as in Russia.

British Airways/Iberia

1 January 1970

On 14th July the Commission authorised the project for a merger between British Airways and Iberia. In addition to this it gave the greenlight for an alliance on transatlantic flights between British Airways, American Airlines and Iberia on condition that the companies make available flight slots in London airports so that passengers can "continue to enjoy a range of flights and competitive prices." The three airlines committed to providing access to their loyalty programmes to new passengers. The agreement includes profit sharing and a joint timetable, tariff and capability management on links between North America and Europe.

GMO

On 13th July the European Commission suggested to grant Member States the freedom to allow, restrict or prohibit the cultivation of GMO's. The existing Community authorisation system will be maintained but governments will now be able to decide to ban a GMO within their territory without having to resort to the present clause that stipulates protection for environmental and health reasons. Socio-economic, ethic or moral reasons such as "mass rejection on the part of the population" will be considered as valid. The States will have greater room to manoeuvre to organise the co-existence between various crops and avoid the accidental presence of GMO's in traditional or organic crops.

E-justice

On 16th July the EU launched the European E-justice portal - a one-stop on-line shop that enables access to legal matters in the Union. This internet site is designed for citizens, companies, lawyers and judges who want to know something about legal systems in other Member States. It enhances mutual understanding of the various legal systems by contributing towards the creation of a single legal area. With over 12,000 content pages the first version of the portal provides information and links on laws and practices in force in all Member States.

Maximum use by the European Parliament and national and regional parliaments of the new powers that come as a result of the Lisbon Treaty were at the heart of interparliamentary discussions organised on 12th July in Brussels; this meeting brought together MPs from these institutions. The Lisbon Treaty enables national parliaments to express themselves for the first time ever with regard to legislative proposals independently of the governments and in extreme cases they can impede EU legislation. The legislative and budgetary powers of the European Parliament are also enhanced since Parliament now decides on the cohesion policy, on an equal footing with the Council. With this in mind the cohesion policy must continue to promote prosperity and reduce differences between regions but it must also take better account of their particular features and be less bureaucratic.

Democracy is not just about elections. The good running of parliament is vital to accomplish legislative, budgetary and monitoring work. Using this as a base the European Parliament established a structure responsible for the support of parliaments in new and emerging democracies two years ago: the Office for the Promotion of Parliamentary Democracy (OPPD). "The European Parliament has the duty of exporting the idea of parliamentary democracy in the world and to support its establishment," explains Edward McMillan-Scott (ADLE, UK), Vice President of the European Parliament and the instigator of the creation of this office.

The 27 European Agriculture and Fisheries Ministers looked into the report on the future of the milk sector after the abolition of quotas in 2015. Contractual relations between dairies and producers, the role of professional organisations, the need for innovation and research, transparency of the supply chain and labelling were the focus of discussions.

On 15th July the EU started negotiations with Georgia, Armenia and Azerbaijan on an association agreement that should enhance links between the EU and these three countries of the Southern Caucasus.

Competitiveness

The 27 Ministers responsible for Research and Industry discussed the EU's future industrial and innovation policy on 15th July. Europe has to opt for a new type of sustainable growth that will enable it to protect its social model based on knowledge and innovation and not on the use of exhaustible natural resources. This supposes increased, more effective investment in R&D, greater care of SME's according to the "Think Small First" principle, convergence between European and national policies, coordination between the various European policies and above all the removal of impediments on the single innovation market. Ministers stressed the importance of the community patent.

Justice/Internal

On 15th July the 27 Interior and Justice Ministers approved the implementation of an operational European security strategy by 2014. Two types of criminal activity will be addressed as a priority: the illegal trade in arms and itinerant gangs. At present the country in which a migrant arrives has to process his/her request for asylum; Spain, Italy, Greece and Malta which are gateways to African immigration have been totally inundated with requests. The meeting shows that there is still major reticence on the part of Member States to share the burden of responsibility of the great number of asylum seekers.

Environment

The 27 Environment Ministers discussed the issue of the sustainable management of materials on 12th and 13th July in Gent. A Europe that is "economic in its use of resources" and "that enables a more efficient use of resources" is one of the main goals of the economic strategy for growth and employment. At present the EU's ecological print represents more than twice that of its regenerative capabilities. This is why the European Commission and the Member States must turn towards the development of a strong policy Europe wide.

On 15th July German Chancellor Angela Merkel and Russian President Dmitri Medvedev enhanced relations between their two countries during the 12th German-Russian intergovernmetal consultations. Ms Merkel said that German-Russian cooperation was a success story and she offered German aid to Mr Medvedev to modernise Russia. Several contracts between companies in both countries were signed. They addressed the issue of liberalising visas as well as the elucidation of the murder of Human Rights militant Natalya Estemirova that occurred on 15th July 2009. At the same time as the intergovernmental consultations the "Petersburg Dialogue" was taking place in Yekaterinburg; this enables German and Russian civil societies to meet each other and exchange views. Chancellor Angela Merkel took part in these discussions alongside President Medvedev; she welcomed the idea of creating a youth parliament.

On 16th July German Chancellor Angela Merkel met Chinese Prime Minister Wen Jibao in Beijing. She said, "We have a privileged partnership that we are going to strengthen in the future." The Chancellor encouraged China to facilitate access to its market with regard to German companies. The Chinese Prime Minister declared that the European market will remain a privileged destination for Chinese investments in spite of the crisis that the European currency is experiencing. Several contracts were signed in the areas of trade, energy and culture.

Austrian Chancellor Werner Faymann declared on 12th July in Zagreb that Croatia's progress towards the EU opened up perspectives for accession by all Balkan countries. He met Croatian Prime Minister Jadranka Kosor who said that the conclusion of membership negotiations comprised "an important message to neighbouring countries". They discussed the possibilities for the enhancement of economic cooperation notably in the sectors of energy, the protection of the environment, infrastructures and tourism.

Russia and Bulgaria signed a vital agreement on 17th July with regard to the construction of a Russian-Italian gas pipeline, South Stream, under the Black Sea that will enable Sofia to make safe its gas supplies.

The network of savings banks in Spain is continuing to restructure taking on board the effects of the collapse of the Spanish real estate bubble in 2008. The Frob, a public fund run by the Bank of Spain that is specialised in the restructuring of savings banks, selected the BBK to take over the Spanish savings bank Cajasur. The BBK, a savings bank based in the Basque Country will now hold Cajasur's assets since the bank is experiencing financial difficulties and until now was controlled by the Catholic Church.

European Economy and Finance Ministers adopted a decision on 13th July authorising Estonia's transfer over to the euro as from 1st January 2011. The conversion rate was set at 15,6466 Estonia crowns for one euro - notes and coins will be introduced on 1st January. On this date the euro area will comprise 17 members.

External Action

On 12th July after a final vote by the Senate and then the National Assembly, the French parliament adopted the draft law put forward by the Foreign and European Affairs Minister with regard to France's foreign policy. The leading measure in this text is the creation of an agency responsible for external cultural action named "Institut Français". This agency will be placed under the control of the Foreign Affairs Ministry and will be led by former minister Xavier Darcos. It takes over from the association "CulturesFrance" whose work has been extended to the promotion of the French language, ideas, knowledge and scientific culture.

Japan

1 January 1970

French Prime Minister François Fillon travelled to Japan on 15th and 16th July. He is the first western head of government to meet Japanese Prime Minister Naoto Kan. During a press conference he reassured Japanese investors who are worried about the weakening of the euro by defending the dependability of European economic policies and that of France in particular. He spoke of the austerity policy undertaken in France and explained that the country was doing everything it could to boost growth and that it would not suffer the same fate as Greece.

The French Council of Ministers looked into the draft law to reform retirement pensions on 13th July. The government is planning to bring the legal age of retirement up to 62 by 2018. Contributions by civil servants are due to rise. The text will be submitted to the committees of the National Assembly and the Senate before being discussed by Parliament as from 7th September on. With regard to this subject the Robert Schuman Foundation has published a study by Alain Roulleau on "The Retirement Systems in Europe" as well as a summary table so that readers can have a better understanding of the retirement systems in the 27 Member States of the EU.

Resignation

Nicola Consentino, who is subject to an arrest warrant for working with the Mafia resigned from his post as Under State Secretary for the Economy and Finance on 14th July. Mr Cosentino already presented his resignation in February to avoid "any instrumentalisation" of his legal mishaps before the regional elections in March, but head government, Silvio Berlusconi had rejected this move until now.

The new Polish President Bronislaw Komorowski was host to his German counterpart in Warsaw on 13th July. The two men want to enhance relations between Poland and Germany. They hope to improve the European integration process by organising conferences that bring together German and Polish intellectuals who will think together about the future of Europe.

Czech Republic

Government

Following the results of the general elections on 28th and 29th May the new Czech government was officially appointed on 13th July. The new Czech Prime Minister Petr Necas is leading a three party coalition comprising the Civic Democratic Party (ODS), TOP 09 and Public Affairs (VV). Enjoying a majority of 118 seats out of 200 in the Chamber of Representatives the new government, which includes no women members, wants to implement without delay audacious reforms that will affect the retirement and health systems. It announced that it wanted to bring the public deficit below the 3% of the GDP, a criteria to be a member of the euro area even though the adoption date of the single currency is still not on the agenda.

Anti-Corruption

Romanian President Traian Basescu turned to the Constitutional Court on 13th July with regard to a reform of the Anti-Corruption Agency (NAI) adopted by the Senate but which was highly criticised by NGO's specialised in the fight against corruption. The Romanian Constitutional Court declared on 19th July that the law reforming the National Agency for Integrity responsible for the fight against corruption adopted on 30th June last by the Senate was unconstitutional. The Court's decision means that this law will have to be brought before the Romanian Parliament again for further modifications - this comes just as a report by Brussels on the state of the legal system in Romania is to be published during the summer.

Unemployment

The number of requests to register for unemployment benefit has declined for the fifth consecutive month in the UK whilst the number of workers is at its highest level in four years. The percentage of unemployed receiving benefit fell in June to 4.5% of the British working population. In all the unemployed represent 7.8% of the working population in the UK: it is the lowest percentage since January 2010.

On 13th July British Prime Minister David Cameron and NATO Secretary General Anders Fogh Rasmussen met in London to discuss NATO's mission in Afghanistan. They acknowledged that 2011 would be crucial and that the training of Afghan security forces was a major goal. David Cameron repeated that Afghanistan was his government's priority in terms of foreign policy.

Albania

The World Bank has just granted another loan of 425 million dollars to Albania. This loan is designed to support the country's growth between 2011 and 2014 and will fund infrastructure projects, notably in the areas of public health thanks to investments in water and environment management as well as in education. This loan comes in addition to the 50 million euros granted in June by the European Investment Bank for the rehabilitation of the road network in rural areas.

Kazakhstan

Foreign Ministers of the 56 OSCE Member countries started bilateral talks with their Kazakh counterpart Kanat Saoudabayev near Almaty, the biggest town in Kazakhstan, which is ensuring the organisation's rotating presidency this year. During their informal meeting the heads of diplomacy mentioned their support to Kyrgyzstan and also the situation in Afghanistan and security in Europe.

Renewable Energies

According to estimates published on 13th July by Eurostat energy produced by renewable sources represented 10.3% of final consumption of raw energy in the EU in 2008 in comparison with 9.7% in 2007 and 8.8% in 2006. In 2008 the greatest shares of renewable energy consumption in total consumption figures were seen in Sweden (44.4% of total consumption from renewable energy sources), in Finland (30.5%), in Latvia (29.9%), in Austria (28.5%) and in Portugal (23.2%) and the lowest were in Malta (0.2%), Luxembourg (2.1%), the UK (2.2%), in the Netherlands (3.2%) and in Belgium (3.3%).

According to figures published by Eurostat on 14th July industrial production increased by 0.9% in the euro area and by 1% in the EU in May 2010 in comparison with April 2010. In April production increased respectively by 0.9% and 0.5%. Year on year industrial production rose by 9.4% in the euro area and by 8.7% in the EU.

According to figures published by Eurostat on 14th July the annual inflation rate in the euro area lay at 1.4% in June 2010 in comparison with 1.6% in May whilst it lay at 0.1% one year previously. The monthly inflation rate lay at 0% in June 2010. The EU annual inflation rate lay at 1.9% in June 2010, in comparison with 2% in May and 0.6% last year at the same time. The EU's monthly inflation rate lay at 0% in June 2010. The lowest yearly inflation rates were seen in Ireland (-2%), Latvia (-1.6%) and in the Netherlands (0.2%) and the highest were seen in Greece (5.2%), Hungary (5%) and in Romania (4.3%).

According to the first estimates published on 16th July by Eurostat the euro area recorded an external trade deficit with the rest of the world of 3.4 billion euros in May 2010 against +2.2 billion euros in May 2009. The balance recorded in April 2010 lay at +0.3 billion against +2.6 billion in April 2009. Year on year exports increased by 1.6% and imports by 4.2%. The first estimates for the EU trade balance with the rest of the world in May 2010 indicate a deficit of 15.1 billion euros against -7 billion in May 2009.

In the construction sector production decreased by 1% in the euro area and by 0.6% in the EU in May 2010 in comparison with the previous month. In April production dropped by 0.3% in the euro area but increased by 0.5% in the EU. In comparison with May 2009 production decreased by 6.3% in the euro area and by 2.4% in the EU in May 2010.

According to a Eurobarometer survey on the geographical mobility of labour 17% of Europeans plan to work abroad one day and 48% would be ready to look for work in another country or region if they lost their job. Six Europeans in ten believe that mobility is a good thing for European integration and that it is good for the economy, the labour market and people as individuals. On 13th July the European Commission adopted a report that summarises Europeans' right to live and work in another EU country. This report provides updated information on the development of legislation over the last ten years. At present 2.3% of EU inhabitants live in an EU member state other than their own.

Biodiversity

The "TEEB for Business" report presented by the European Commission on 13th July pleads in favour of the inclusion of biodiversity in business plans and the primary activities of the private sector across the world. It highlights the recent high growth in the sector of products and services that carry an ecological label and consumers' increasing interest in sustainable production. It shows that biodiversity can offer businesses significant economic perspectives. The Commission also adopted a proposal to review the community regulations on GMO's (Genetically Modified Organisms). The proposals enable Member States to choose to allow or not the cultivation of GMO's on part or all of their territory, .

OLAF/Fraud

The European Commission published its annual report on 14th July with regard to the protection of the Union's financial interests and the fight to counter fraud. This report presents measures taken by the Commission and Member States in 2009 to prevent, detect and counter infringements and fraud and to provide statistical summaries of the cases reported to the Commission. These have decreased in areas of own resources and direct spending but have increased in other areas such as agriculture (+43%), the cohesion policy (+23%) and pre-accession funds (+35%).

The Gluck Festival is presenting operas by German composer Christoph Willibald von Gluck (1714-1787) in Nuremberg from 16th to 23rd July. This year the festival is called "Gluck, Paris und die Folgen (Gluck, Paris and the consequences); it also offers work by Hector Berlioz and André-Ernest-Modeste Grétry.
