Women

1 January 1970

On 19th November European Commissioner for Employment, Social Affairs and Equal Opportunities, Vladimir Spidla, and European Commission Vice-President for Institutional Relations and Communication Strategy, Margot Wallström spoke at the conference "Women in Europe" organised by the Robert Schuman Foundation, the FAES, the CKID, Ithaka and ANO Pro Evropu. The two commissioners deplored the under representation of women in the decisional making bodies both on a European and national level in spite of the progress made over the last few years. In addition to this they made a similar observation with regard to women's situation in the private sector. The two European leaders pleaded in favour of stepping up work within both the national and European institutions as well as far as changing mentalities were concerned.

Editorial

1 January 1970

Robert Schuman Foundation Chairman Jean-Dominique Giuliani published an editorial on his site entitled "Epidemy" after the appointments of the key positions established by the Lisbon Treaty, ie the President of the European Council and the High Representative. He deplores the choice of consensus rather that than courage and power; once more the desire of the States has ruled over real European logic.

Election/Romania

1 January 1970

Outgoing President of the Republic Traian Basescu (Democratic Liberal Party, PD-L) and Social Democratic leader (PSD) Mircea Geoana came out ahead in the first round of the presidential election on 22nd November. They will face each other in the second round that will take place on 6th December. The outgoing head of State is reported to have won 32.84% of the vote ahead of Mircea Geoana 29.82%, Crin Antonescu (PNL) 20.35%, Corneliu Vadim Tudor (PRM), 5.42%, Kelemen Hunor (UDMR) 4.44%, Sorin Oprescu, Mayor of Bucharest 3.32% and George Becali, 1.87%. Turnout rose to 54.09%.

General Affairs/External Relations

On 16th and 17th November the 27 Foreign Ministers undertook their six-monthly assessment of the development of the European Security and Defence Policy together with the Defence Ministers (EUNAVFOR-Operation Atalanta, Operation ALTHEA). They looked into the situation in Belarus and decided to extend the restrictive measures that are part of the common position 2006/276/CFSP modified by the common position 2009/314/CFSP until October 2010. They also invited the Commission to present its opinion on Albania's request to join the EU.

Budget

1 January 1970

The 27 Finance Ministers who met on 18th November discussed the Union's 2010 budget. They decided to establish the total amount of payment loans of the 2010 budget at 122,937 billion euros which is equal to 1.03% of the EU's gross national product (GNP). To guarantee funding for the plan ministers and the European Parliament approved the revision of the multiannual financial framework whilst respecting its overall ceiling.

Appointments

During a cocktail on 19th November at the Extraordinary Meeting the 27 Heads of State and Government of the European Council appointed Belgian Prime Minister Herman Van Rompuy, as the stable President of the European Council for 2.5 years as from January 1st 2010 and European Commissioner for Trade, Catherine Ashton as High Representative and Vice-President of the European Commission for External Relations for five years as from 1st December 2009. This choice and the appointment procedure have been the origin of great debate in the European and international press. We have published the comments of Alain Lamassoure, MEP and Jean-Dominique Giuliani. French diplomat Pierre de Boissieu has been appointed Secretary General of the Council for two years.

Telecoms

1 January 1970

On 20th November the Council of Ministers unanimously approved the telecommunications reform package in the EU. This decision which follows the political agreement on "the telecoms package" concluded during the European Parliament and Council meeting on 5th November puts forward new measures that aim to strengthen competition and stimulate investment in the European telecoms market by providing more guarantees to companies who invest in optic fibre and broadband wireless networks. In addition to this radio frequencies will be made available to new mobile services. The European Parliament will vote on the "telecoms package" next week.

Agriculture/Fisheries

1 January 1970

The 27 Agriculture and Fisheries Ministers who met on 20th November looked at the European regulations designed to preserve fish and animal stocks. Ministers examined the state of the milk market and decided to extend the "disturbance clause" to these products; they agreed on changes to the quota buying-up schemes. Finally ministers voted on the marketing of products containing genetically modified corn, but since no qualified majority was reached, neither one way nor another the final decision will be taken by the Commission.

The Cooperation Council between the EU and Kazakhstan which met on 17th November for the 10th anniversary of the Cooperation and Partnership Agreement concluded that there was a need to work together to rise to the challenges of terrorism, international crime and climate change. Taking note that the CPA no longer reflects the state of progress of cooperation between the EU and Kazakhstan both sides decided to undertake a review.

Stockholm Programme

On 17th November MEPs and their counterparts from the national parliaments debated the Stockholm Programme and the priorities that are to be given to justice, freedom and security for the next five years - these are areas in which the European Parliament acquires new influence as the Lisbon Treaty enters into force. MPs spoke in favour of increased cooperation in the area of justice whilst demanding the respect of national traditions and fundamental rights. Debates also revealed difficulties in finding a balance between imperatives of security and the protection of civil liberties.

Piracy

On 16th November MEPs interviewed the Commander of the EU's Naval Force in Somalia (NAVFOR-Atalanta), Peter D. Hudson, with regard to maritime piracy. The latter advised on prior registration of ships that want to cross the Gulf of Aden; he also said he was pleased that no high risk cargo that had been escorted had been attacked. MEPs demanded increased, and more effective protection of European fishing ships.

Climate

1 January 1970

On 17th November just one month before the launch of the Copenhagen Conference representatives of the industry, research and energy committee at the European Parliament organised an audience on the theme of funding the fight against global warming. MEPs pinpointed the need to create sustainable living conditions for future generations as the main issue at stake. During this audience a consensus was reached on the need for public-private cooperation in investments in terms of new technologies and innovation.

The European Network of Employment Services (EURES) celebrated its 15th anniversary on 16th November. Established by the European Commission EURES aims to work with citizens to help them find jobs in another European country. EURES that brings together the employment services of 31 countries in Europe offers daily on-line access to over 700,000 job offers. In addition to this Member States' job mobility experts came together to discuss the service's future and its role in the fight against unemployment in Europe.

Fisheries

On 16th November the European Commission welcomed two major steps forward in terms of fish stock management. The day before International Commission for the Conservation of Atlantic Tuna (ICCAT), adopted pluriannual management plans based on the most recent scientific opinions; it also approved the additional measures to protect swordfish in the Mediterranean. At the same time a new regional fisheries management organisation (RFMO) has emerged. It will be responsible for the management of non-tuna fish stocks in the south Pacific. This Convention will allow to fill in the large gap that currently exists in the international conservation and management of non-highly migratory fisheries and in the protection of biodiversity in the marine environment in the high seas areas of the South Pacific Ocean.

Consumers

On 17th November the European Commissioner for Consumer Protection, Meglena Kuneva announced the results of a vast operation undertaken by the 27 Member States as well as by Norway and Iceland with regard to abusive sales of ring tones, wallpapers and other mobile phone services. 70% of the web sites targeted by the investigation were corrected (52%) or closed (17%). Three major problems encountered comprise the clear indication of the price being charged, the incomplete nature of data with regard to the supplier as well as misleading advertising.

Internet

On 18th November the European Commission published a report on the use and spread of broad band internet in Europe. According to the report Europe recorded 11 million new landlines this year. In addition to this 24% of the EU's population had a subscription to broadband internet in July 2009, in comparison with 21.6% in July 2008. The report also highlights the progress in terms of broad band mobile services in Europe. The report points to the growing speed of broadband internet connections.

Investments

On 19th November by means of a communication the European Commission set up a framework that aims to encourage the use of public/private partnerships to meet present and future investment requirements in terms of public services, infrastructures and research in Europe. The Commission wants to encourage the more frequent and more effective use of PPP to rise to the challenge of tight national budgets. The communication continues to allow the States the choice of using PPP's or not. Moreover this document contains various measures that aim to improve the running of the Union's joint technological initiatives, ie PPPs that are co-funded by the Union in major research sectors.

Food Aid

On 20th November the European Commission published its food aid plan for the poorest in 2010. This food aid which was originally set up to provide the needy with surplus agricultural stocks was modified during the 1990's to top up intervention stocks with purchases on the market. However the existing intervention stocks easily covered the 2010 requirements this year, thereby reducing purchases on the market. The total budget allocated to food aid rises to 500 million € and matches the 2009 plan. This year 19 Member States decided to take part in the programme.

Waste

On 20th November the European Commission adopted two reports establishing that several Member States were not applying community legislation correctly in terms of waste and recycling. Additional work is deemed necessary to protect the environment and human health. The Commission is notably recommending awareness raising campaigns, the exchange of information, guideline documents for Member States and joint action in terms of legislation application. The Commission is also looking into the possibility of creating a European agency for the implementation of legislation with regard to waste.

Transport

Passengers on flights that are delayed by more than three hours are entitled to compensation from the airline like those whose flights are cancelled said the European Court of Justice on 18th November. "The passengers concerned by a delay suffer the same prejudice which means a loss of time and they also find themselves in a comparable situation," to passengers whose flight is cancelled explains the Court in its press release. "Passengers on a flight that is cancelled short term are entitled to compensation even if they are re-routed by the airline on another flight if they are delayed by three hours or more in comparison with the total length of journey originally planned," it recalled. This lumpsum compensation, included in European rules, ranges from 250 euros to 600 euros.

EU-Russia

On 18th November the EU-Russian Summit discussions mainly focused on energy and climate issues. Russian President Dimitri Medvedev insisted that Russia had honoured its commitments and that it would continue its work to reduce CO2 emissions. The EU and Russians agreed on the goal of "2°" and on the need to step up work both in the developed and developing countries. On 17th November they said they were pleased with the conclusion of an agreement that aimed to prevent the dangers of the energy crisis via an early warning system activated if there was a "major cut in supply". On the sidelines of the summit the European Commissioner for External Relations, Benita Ferrero-Waldner and Russian Regional Development Minister Viktor Basargin signed funding conventions relative to five transborder cooperation programmes.

Energy

On 17th November MEPs came to agreement with the Council on energy savings in buildings. In virtue of this agreement all buildings constructed after 2020 will have to meet high energy saving standards and mostly be heated via the use of renewable energies. The national authorities will open the way from 2018 on and the funding of these changes will be ensured in part by the EU. The European Commissioner for Energy, Andris Pielbags said he was pleased that this agreement had been reached.

The members of the German government who met on 17th and 18th November addressed a major number of political projects that they intend to apply over the next four years by creating a basis for "work in all confidence of settling difficult problems that Germany has to face." Many problems have to be settled such as the preparation of the 2010 budget, the tax reform, the protection of the climate and the reform of the healthcare system.

Germany, the most populous country in the EU with 82 million inhabitants but which lies in demographic deadlock will only have a population of 65 to 70 million in 2060 said the Federal Statistics Office (Destatis) on 18th November. In 50 years time one citizen in seven will be at least 80 years old and one in three will be at least 65 according to Destatis forecasts.

The appointment of Herman Van Rompuy as stable president of the European Council opens the way to the appointment of a new Belgian Prime Minister. The Belgian King Albert II has asked former Prime Minister Wilfried Martens, to look into the situation amongst the Flemish and the French speakers to lead to a rapid, effective transition.

Finland

Sunday Working

On 18th November the Finnish Parliament adopted a law authorising the opening of shops on Sundays for the entire year instead of just for some months. Until now the Finnish could only shop on Sundays from May to August as well as in November and December. Only small grocery stores as well as shops in rural areas were allowed to open all year round on Sundays. The new law, adopted by 107 MPs, 53 voted against and 2 abstained, is to enter force in December.

In a joint column published on 16th November by the French newspaper "Libération", the French, German, Danish, Swedish, British, Spanish and Finnish Foreign Ministers re-iterated their commitment to working towards limiting global warming, believed to be a matter of "global and human urgency". They notably want "an agreement limiting global warming to a maximum 2° and plans for immediate steps to be taken against this"; they state that this "agreement should also include help for developing countries." This column is in preparation for the UN conference which will take place in Copenhagen from 7th to 18th December.

The French Economy and Finance Minister Christine Lagarde was appointed Finance Minister of the Year in Europe by a Financial Times Jury which qualifies her as a "star" in the financial world and particularly highlights her pugnacity during the crisis.

Greece

The Greek deputy Minister for Foreign Affairs, Demetris Droustas recently undertook a series of visits in the capitals of the Western Balkan countries. On 18th November he met Serb President, Boris Tadic, as well as Serb Foreign Minister Vuk Jeremic. He then travelled to Montenegro, Bosnia-Herzegovina and Albania. The meetings focused notably on the Greek desire to provide new impetus to the roadmap for EU accession on the part of South East Europe by means of Agenda 2014. Greece supports the political goal of European integration for the region's countries by 2014; it is ambitious but can be accomplished.

Macedonian Prime Minister Nikola Gruevski travelled to Ireland on 19th November where he met his Irish counterpart Brian Cowen. He welcomed Ireland's desire to see the start of membership negotiations in 2010. Discussions also focused on cooperation between the two countries, notably in terms of trade and investment. The liberalisation of visas towards the Schengen area was also discussed likewise the need to maintain good neighbourly relations and to find a solution ot the international recognition of the country's name.

On 17th November Italy and Switzerland signed an agreement to counter drugs trafficking between the two countries said the Italian Home Minister Roberto Maroni after a meeting in Rome with his Swiss counterpart Evelyne Widmer-Schlumpf. "We want to enhance cooperation with regard to border control and work together in repatriation and organising joint flights for illegal immigrants found in border areas," he added.

The UK said on 18th November that it would take part in a pilot programme launched by the European Council for the distribution of refugees who enter Europe via Malta. The UK has thereby joined France, Luxemnbourg, Portugal, Slovakia and Slovenia who have already committed to helping Malta in facing the migratory pressure which it is subject to. The Maltese Justice and Domestic Affairs Minster, Carm Mitsud Bonnici said he was pleased with the UK's decision.

The Dutch state is to inject an extra three billion euros into ABN Amro and Fortis as part of the merger between the two banks which were nationalised in October 2008 said Finance Minister Wouter Bos on 19th November.

Poland

On 21st November Polish Prime Minister Donald Tusk put forward a reform of the Constitution "to limit the role" of the President of the Republic who would be elected, if this reform enters force, by the national Assembly. He also suggested a strengthening of the government's role to avoid "incessant conflict" between the President and the government. "The next President of the Republic may already be elected according to the new method by the National Assembly," declared Donald Tusk during a press conference for the 2nd anniversary of his accession to the post of Prime Minister. To do this it would be necessary for a draft reform of the constitution to be submitted to parliament in January for the proces to be completed by the summer of 2010.

Lithuaniua, Poland and Ukraine are to create a joint brigade designed to bring Kiev closer to the Atlantic Alliance announced the Polish Defence Minister. The Polish-Lithuanian-Ukrainian brigade has been baptised LITPOLUKRBRIG. Its HQ will be established in Poland. Positions of Commander in Chief, Deputy and Chief of Staff will be occupied alternately by military officers from the three countries. The creation of this brigade "aims to support Ukraine's work towards its integration into the Euro-Atlantic structures, the tightening of regional, military cooperation as well as the creation of a base for an EU combat group.

Czech Republic

On 17th November the Czech Republic and Slovakia celebrated the 20th anniversary of the first demonstrations that in 1989 led to the overthrow of the Communist government and to the election of Vaclav Havel as President of the Republic of Czechoslovakia. In Prague several thousand people rallied together and followed the path taken by demonstrating students of twenty years ago. Vaclav Havel spoke in Wencleslas Square in Prague and called on the Czechs not to give up their interest in politics. The main political leaders and notably President Vaclav Klaus poke in succession each other before the memorial to the demonstrations of 17th November 1989. However in Slovakia the government and opposition celebrated the end of Communism separately.

Romania

The Romanian President Traian Basescu will be facing former Foreign Minister Mircea Geoana in the second round of the presidential election on 6th December next. After the count of 74% of the voting slips Traian Basescu is said to have won 32.84% in comparison with 29.82% of the vote for Mircea Geoana. Crin Antonescu won 20.35%. Turnout rose to 54.09%.

Referendum

Turnout in the referendum putting forward the reduction in the number of MPs and the establishment of a monocameral parliament is said to have reached 50.61% according to partial results. 77.39% of those who voted approved a monocameral parliament and 88.87% a reduction in the number of MPs.

Speech/Throne

On 18th November Queen Elisabeth II delivered her "Speech" to the British parliament. She presented the government's priorities for the parliamentary year after the official opening of the parliamentary session. Priorities are notably economic recovery, the reform of the law on financial services, the reduction of public debt and the promotion of growth and employment in key areas such as digital communication.

On 16th November Slovakian Prime Minister Robert Fico travelled to Moscow on an official visit where he met his counterpart Vladimir Putin as well as Gazprom chairman Alexei Miller. Discussions focused on economic and energy cooperation.

Nagorny-Karabakh

The Presidents, Armenian Serge Sarkissian and Azerbaijani Ilham Aliev met on 22nd November in Germany for negotiations on the difficult conflict ongoing between their two countries in the Nagorny-Karabakh. "The meeting focused on the present situation and possible negotiations to settle the conflict between Armenia and Azerbaijan on the Nagorny-Karabakh." The Foreign Ministers of the two countries took part as well as representatives from mediating countries from the "Minsk Group" (USA, France, Russia), the OSCE (Organisation for Security and Cooperation in Europe).

The Croatian parliament ratified the mediation agreement with regard to the border conflict with Slovenia 129 votes in favour, 6 against on 20th November. The main opposition party, the SDP therefore decided to support the government's decision in spite of some reticence, to establish a mediatian court to settle the controversy that has separated the two countries for a long time and delayed Croatia's membership to the EU.

In a joint press conference Russian Prime Minister Vladimir Putin and Ukrainian Yulia Timoshenko announced on 19th November that they had come to a compromise on the difficult gas issue saying that they were prepared to revise the bilateral contracts. Russia notably accepted a reduction of gas volumes that had to be bought by Kiev without inflicting penalities and increasing the transit tarif of Russian gas to Europe via Ukraine by 60%.

FAO

The Heads of State and Government who attended the HQ of the FAO on 16th to 18th November as part of the World Summit on Food Security re-iterated their commitment to taking the necessary steps to eradicating hunger in the world. In particular they decided to increase agricultural investments in the poorest regions, but also to work towards improving governance of food issues by giving poor countries the political, economic and developmental tools needed to stimulate agricultural production.

External Trade

According to estimates published on 17th November by Eurostat for the month of September 2009 the euro area has recorded an external trade surplus of 3.7 billion euros with the rest of the world. In September the previous year it recorded a deficit of 6 billion euros. In the Union statistics indicate a deficit of 11.2 billion euros in comparison with -24.5 billion euros in September 2008.

On 16th November the European Commission published the EU's scoreboard on investments in industrial R&D. This table shows that investments in R&D in European companies recorded a leap of 8.1% this year in comparison with a rise of only 5.7% in the USA and 4.4% in Japan. For the second year running European companies are ahead of their American competitors. Two EU companies feature amongst the best ten: Volkswagen, 3rd and Nokia 8th.

OECD

1 January 1970

According to a November report by the OECD on the economic outlook the recovery which is now occuring in the OECD countries is still too slow to put an end to the continued worsening in unemployment figures. Unemployment is due to peak in the first half of 2010 in the USA but undoubtedly we shall have to wait until 2011 before it starts to decline in the euro area. In addition to this recovery is faltering because households and companies are settling their financial problems and are reducing debt and this is slowing up the economy. Given the lack of dynamism in terms of recovery and significant spare capacity inflation is due to continue falling during most of 2010.

According to the latest report by Transparency International the most corrupt countries are Somalia, Afghanistan, Myanmar, Sudan and Iraq. The most virtuous on the list are New Zealand at the top, Denmark, Singapore, Sweden and Switzerland. As an example Germany ranks 14th, the UK and Japan 17th, the USA 19th and France 24th.

EADS

The German Society for Foreign Policy (DGAP) has just published a study entitled "Die Europäisierung des EADS-Konzerns (The Europeanisation of EADS). Authors, Kai Behrens and Louise-Marie Clouet show that the company has had to develop its management structure to create parity between France and Germany in the face of internal tension. From now on the double management principle has been abolished and plans to rationalise "Power 8" and "Power 8+" have been established.

Policy Network together with the London School of Economics and the Greek think-tank Eliamep have published a study entitled "Rescuing the European Project: EU legitimacy, governance and security". The report examined the role played by the EU both as a political entity in a rapidly developing world and the reforms it should undertake to rise to the challenges of the 21st century. Thierry Chopin Research Director at the Robert Schuman Foundation contributed to this report.

Agriculture

The European Commission's Directorate General for Agriculture and Rural Development published a report on 20th November that included the reactions to the 39 simplification proposals that the Member States jointly delivered to the Commission in April. This working document provides information on the results of the assessment procedure and the progress achieved since March 2009. In addition to this the document advises on a series of additional ideas with regard to simplification, notably simpler programmes for the promotion of agricultural products. This report will be examined during the next "Agriculture Council".

Candide Prize

The Candide Prize is the only Franco-German prize to pay tribute to modern literature. This year it was awarded to German Volker Braun and to French writer Olivia Rosenthal. Its aim is to reveal these modern writers in each country and to promote literary encounters.

The Royal Museums of Beaux Arts of Belgium is devoting an exhibition to Paul Delvaux and the Ancient World in Brussels until 31st January 2010.

1 January 1970

The Stockholm International Film Festival will run until 29th November and is offering 180 films from over 40 countries. The "Visionary Award" is given this year to Luc Besson and the Lifetime Achievement Award to Susanne Sarandon.
