Women/Europe

Whilst negotiations for the appointment of new posts created by the Lisbon Treaty are entering a decisive phase Pascale Joannin, Director General of the Robert Schuman Foundation spoke on 12th November on the site of Tribune.fr on women's representation within the political bodies in the Member States and above all in the European institutions. The Robert Schuman Foundation's Director General stresses that a great deal of work still has to be done to achieve parity, and she deplores a worsening in the situation at present.

Joachim Bitterlich, Deputy Chair of Notre Europe and Jean-Dominique Giuliani, Chairman of the Robert Schuman Foundation are organising with the support of the Konrad Adenauer and the Robert Schuman Foundations the fifth meeting of the Franco-German forum on the future of Europe, the Rhénan Club, on Wednesday 18th November in Paris. This small meeting will focus on the analysis of the results of the German elections, the Franco-German response to emerging from the economic and financial crisis and the Franco-German agenda on European issues.

Women/Parity

How far have we got with parity in Europe? In spite of work by the Union matters still do not seem really balanced and there are still too many differences to the disadvantage of women. To address this issue the Robert Schuman Foundation together with the FAES, the CKID, Ano Pro Evropu, Ithaka and with the support of the programme "Europe for Citizens" is organising a conference on 19th November in Brussels on "Women's Europe. For true Parity". Taking part in this event will be Vaira Vike-Freiberga, former Latvian President, Margot Wallström, Vice-President of the European Commission and Vladimir Spidla, Commissioner for Employment, Social Affairs and Equal Opportunities. It is obligatory to register on-line.

Election/Romania

18 million Romanians are being called to ballot on 22nd November next in the first round of the presidential election as well as for a referendum on the reform of Parliament. 12 people are running for the post of president. The most recent poll places outgoing President Traian Basescu (PD-L) in the lead in the first round with 34% of the vote followed by Mircea Geoana (PSD) 30%, Crin Antonescu (PNL) 18%, Sorin Oprescu (Mayor of Bucharest)14%, Vadim Corneliu Tudor, 3%, Kelemen Hunor and George Becali, 1% each. With 46% of the vote Traian Basescu would be beaten in the second round by Mircea Geoana who is due to win 54% of the vote. He would also be beaten by Crin Antonescu, 49% to 51% and even by Sorin Oprescu (49/51).

The Robert Schuman Foundation and the Johns Hopkins University (SAIS) has published a bilingual book under the guidance of Michel Foucher and Dan Hamilton on the main issues facing France and the USA. Five French and 5 American experts put forward some ideas for new joint, complementary action which might boost the bilateral relationship in areas ranging from strategic challenges to economic ones, such as the Mediterranean, Africa and Russia.

Financial Crisis

Sweden

On 11th November the Swedish government published a report on the reforms adopted in view of responding to the effects of the economic and financial crisis and to recovering growth and employment. This comprises both a macro and a microeconomic and also an employment policy. The government published its draft finance law for 2010 on the same day - this is designed to boost growth that declined sharply by 5.2% in 2009. The government believes that this law will enable growth of 1.7%, higher than if the budget had not been established. This will also allow it to create 52,000 additional jobs.

Romania

1 January 1970

According to estimates published on 13th November by the National Statistics Institute the Romanian GDP declined by 0.7% in the third quarter of 2009 in comparison with the previous quarter and by 7.1% in comparison with the same period in 2008. The governor of the Romanian Central Bank, Cristian Popa believes that the GDP will fall by 8% this year. The country's institutions are forecasting renewed growth of between 0.5% and 1.5% in 2010.

INSEE published on 13th November provisional forecasts with regard to economic activity in France. Growth in the third quarter of 2009 is estimated at 0.3% whilst paid work will probably have stabilised with a loss of 5,500 jobs. In the second quarter 2009 France experienced a loss of over 85,000 jobs and more than 185,000 jobs in the first quarter of 2009.

UK

1 January 1970

The Bank of England published its quarterly report on 10th November with regard to inflation. It believes that in spite of a better growth outlook the recovery of the British economy will be slow and unsteady. The report stresses the positive role played by the monetary flexibility policy and budgetary renewal as well as the fall in value of the pound. However constraints continue to limit the offer of bank loans which may hold back British consumption and investments.

The Netherlands

1 January 1970

The Netherlands emerged from recession in the 3rd quarter after four quarters of decline; 0.4% progress of the GDP was recorded in comparison with the previous quarter announced the Central Statistics Office on 13th November. Year on year the GDP continues to show a decline of 3.7% but this was less acute than in the 2nd quarter (-5.4%).

Latvia

According to figures published on 9th November by the National Statistics Bureau the GDP in Latvia fell by 18.4% in the third quarter of 2009 in comparison with the previous year. The GDP did however rise by 4% in comparison with the previous quarter. The country which is suffering severely due to the crisis also recorded its first year on year fall in prices (0.9%) since independence.

Italy

1 January 1970

Italy emerged from recession in the third quarter notably thanks to "an increase in the added value of industry and services" announced the National Statistics Institute on 13th November - however economists say that recovery is still weak. The GDP rose by 0.6% from July to September in comparison with the second quarter, a return to growth after five consecutive months of contraction in activity.

Ireland

1 January 1970

The Irish GDP is due to decline by 1.5% next year instead of 2.9% previously forecast said the Irish government on 12th November. The government does however mention a decline of 7.5% in the GDP in 2009. The labour market should also stabilise with an unemployment rate reaching a ceiling of 13.5% instead of the 15.5% forecast in April. Unemployment is at 12.5% at present.

Estonia

According to figures published on 13th November by the National Statistics Bureau, unemployment in Estonia continued to rise in the third quarter of 2009 and now affects 14.6% of the working population (13.5% in the second quarter), ie the highest level in 9 years. The unemployment rate that had dropped below 4% in June 2008 continued to grow due to the decline of economic activity in the wake of the world crisis. Estonia's GDP declined last year by 3.6%. The authorities are forecasting a decline ranging from 14 to 14.5% in 2009.

Cyprus

The National Statistics Office of Cyprus announced on 13th November that the Cypriot economy had recorded a decline for the 3rd consecutive quarter with a 1.4% decrease in the GDP from July to September in comparison with the three previous months. The decrease totalled 2.7% in comparison with the third quarter of 2008.

Denmark

1 January 1970

On 12th November the Danish government came to an agreement on the draft budget 2010 with its parliamentary ally, the People's Party, which has the parliamentary majority in the two-party coalition in office since November 2001. The draft budget has made greater allowance for public spending than in its first draft dating back to August when it revealed a record deficit in public finance corresponding to 4.9% of the GDP. It notably plans for a 5 billion crown package (671 million euros) in public investments, notably in infrastructures to boost growth. The draft budget must be formally approved in December by Parliament.

Germany

The German Federal Statistics Office (Destatis) confirmed on 13th November the return of growth in Germany in the third quarter although the economy's recovery to top speed may prove difficult. The GDP of Europe's leading economy is said to have grown by 0.7% in the third quarter in comparison with the second. The country had already started to recover in the spring after four consecutive quarters of GDP decline. The economy had indeed grown by 0.4% in the second quarter after a catastrophic start to the year (-3.5%).

Berlin Wall

Celebrations

On 9th November the whole world celebrated the 20th anniversary of the fall of the Berlin Wall. In the German capital no less than thirty heads of State and government joined the German Chancellor Angela Merkel and the crowd of Berliners to celebrate the Festival of Freedom. Religious ceremonies, walks along the remains of the wall together with eye-witnesses, concerts, speeches and splendid shows succeeded each other during this exceptional day. Angela Merkel went to the spot where everything started on the evening of 9th November 1989: the old crossing point at Bornholmer Strasse. She was accompanied by former Soviet leader, Mikhail Gorbachev and former Solidarnosc leader Lech Walesa. The evening was also marked by the symbolic fall of a thousand polystyrene dominos, that had been painted and positioned along the path of the Berlin Wall between the Reichstag and Potsdamer Platz.

Concert

1 January 1970

A solemn concert with the participation of American stars Joan Baez, Renée Fleming, Susan Vega and Lou Reed took place on 14th November in Prague in tribute to the craftsman of the fall of communism in former Czechoslovakia during the "Velvet Revolution" in November 1989.

Parliament

Vaclav Havel

Vaclav Havel, the former dissident then Czech President spoke to the European Parliament on 11th November on the occasion of the 20th anniversary of the democratic change in Europe. In his speech he called on European Parliament the only European body to be elected directly, to play a greater role in the continental arena. He also criticised the position of the present Czech President Vaclav Klaus on the Lisbon Treaty; the latter believes that the application of this treaty will lead to a loss of sovereignty on the part of the Czech Republic. "I feel European, this does not mean that I do not feel Czech. Europe is the mother country of our mother countries," declared Vaclav Havel.

Russia

On 12th November MEPs adopted a resolution expressing their concern with regard to the Human Rights situation in Russia just one week before the EU-Russia Summit on 18th November. The resolution notably encompasses a condemnation of the murders of those who work for Human Rights as well as an invitation for Russia to reconsider its request for a rising CO2 emissions target in view of facilitating a rapid agreement in Copenhagen. In addition to this MEPs repeated their support of Russia's accession to the WTO.

Treaty/Budget

MEPs repeated that there was a need for temporary rules for the transfer from the old system over to the new one created by the Lisbon Treaty so that this occurs in total respect of the European Parliament's competence. In particular MEPs asked the delegation resposible for the negotiation of the 2010 budget to achieve agreemet so that the Parliament can undertake its new budgetary competence as soon as the Lisbon Treaty enters force without having to wait for additional detailed legislation.

On 12th November MEPs asked the Albanian and Bosnian authorities to make up for lost time with regard to administrative and police reforms so that they can access the short term visa exemption programme. MEPs invited the European Commission to publish a report with regard to progress made by these two countries at the beginning of 2010. Likewise MEPs asked the Commission to start discussions on visas with Kosovo.

Ombudsman

On 12th November the European Parliament delivered its verdict with regard to the work accomplished by the European Ombudsman, Nikiforos Diamandouros, who is responsible for dealing with complaints about poor adminstration by the European Institutions. MEPs call for greater transparency with regard to the Ombudsman's work and spoke of their concern about the lack of transparency within the Union's institutions. Moreover MEPs spoke in support of better information for citizens about the Ombudsman's activities and role.

Stockholm Programme

MEPs from the Civil Liberties, Judicial Affairs and Constitutional Affairs Committees at the European Parliament debated the Stockholm Programme during a joint meeting on 12th November - this is a legislative programme extending over four years which aims to enhance citizens' rights in the Union. MEPs asked for mutual recognition by Member States of homosexual couples, a series of rights for prisoners within the EU as well as the establishment of a specialised European Court for Cyber Crime to be included in the programme. A judicial framework will have to be created to facilitate the transfer of penal procedures and the settlement of competence conflicts between Member States. The Economic and Social Council gave an opinion on "The area of freedom, security and justice" on 10th November which notably includes the Stockholm programme.

President/EU

Swedish Prime Minister, Fredrik Reinfeldt announced on 11th November that an extraordinary European Council will take place on 19th November to choose those who will be appointed to the positions created by the Lisbon Treaty ie the stable President of the European Council as well as the High Representative for Foreign Affairs and the Security Policy who will be - and this is new - Vice-President of the European Commission. The Secretary General of the Council is also to be appointed. The Swedish Prime Minister admitted that the choice was a difficult one since geographical, political, demographic and gender criteria had to be taken into consideration. He insisted on the importance of establishig open dialogue between the 27 Heads of State and government.

Vote

In view of the extraordinary European Council that is to take place on 19th November the Robert Schuman Foundation is suggesting an on-line vote with regard to the names of the European personalities whose names have most frequently been put forward. More than 15,000 people have already voted. It emerges that Ms Vaira Vike-Freiberga is in the lead, followed by Jean-Claude Juncker and Tony Blair. This shows public enthusiasm for this appointment.

Economy/Finances

On 10th November the 27 Economy and Finance Ministers discussed the coordinated strategy for the gradual abolition of measures taken by the States to support the financial sector during the crisis. They looked at the issue of the viability of public finances which are challenged both by the economic crisis and the ageing population. They recommend a reduction in the deficit and the debt together with employment support policies and structural reforms. They then asked the European institutions and Member States to step up work to reduce adminstrative costs. Finally they looked at a draft directive that aims to enhance tax cooperation between Member States and agreed on an increase on taxation on tobacco.

Deficits

As part of its budgetary monitoring competence the European Commission suggested on 11th November that the Council establish 2013 as the deadline for the rectification of excessive budgetary deficits for Germany, Austria, the Netherlands, Portugal, the Czech Republic, Slovakia and Slovenia; 2012 for Belgium and Italy. In addition to this the Commission tried to establish whether "action followed by results" had been launched in Greece, Spain, France, Ireland and the UK in response to the Council's recommendations of April last. The worsening of the economic situation justifies a review of the existing recommendations and the extension of the previously established deadlines by one year as planned in the Stability and Growth Pact ie 2013 for France and Spain, 2014 for Ireland and 2014-2015 for the UK. The Stability and Growth Pact is still the stable point of all budgetary consolidation strategies.

On 11th November the European Commission adopted a Green Paper with a view to taking further action to improve cooperation between Member States on obtaining evidence in criminal matters. The Commission considers replacing the currently fragmented legal regime on obtaining evidence in criminal matters by a single instrument based on the principle of mutual recognition covering all types of evidence and introducing common standards with a view to secure its admissibility before the Courts. The Green Paper consults Member States and relevant stakeholders on the validity of this approach and on a number of issues that are relevant in this respect.

Climate

On 12th November the European Commission delivered its report with regard to progress achieved with regard to the accomplishment of goals in terms of CO2 emissions. This report stresses that the EU is on the right path to respecting commitments made as part of the Kyoto Protocol. According to estimates EU15 should achieve the goal of reducing emissions by 8%. Amongst the 12 other States, 10 have made individual commitments, ie a reduction of 6% and 8% of their emissions in comparison with the reference year. The means implemented to achieve this result are notably the application of policies and measures already adopted but also the acquisition of quotas and credits by participants in the community emissions trading system (ETS).

On 12th November the Ambassadors of the European Year of Creativity and Innovation 2009 presented to Commission President José Manuel Barroso, the Manifesto which resulted of their work together. These "Ambassadors", reputed European personalities from the areas of culture, science, business, education and design suggest their priorities for Europe in this document and say that Europe should be more creative, more innovative in order to remain on the cutting edge in a world that is moving along at a new pace.

Initiative

Margot Wallström, Vice-President of the European Commission, responsible for institutional relations and the communication strategy declared on 11th November that the Commission was going to commit to a far-reaching public consultation to help define the practical means to implement the citizens' initiative which is part of the Lisbon Treaty. From now on if one million citizens, from a "significant" number of Member States come together in petition they can invite the Commission to make a legislative proposal in an area which is of European Union competence. The consultation is open until January 2010.

In a letter published on 16th November in the Financial Times three eminent women, Neelie Kroes, European Competition Commissioner, Margot Wallström, Vice-President of the European Commission and Diana Wallis, Vice-President of the European Parliament are asking the European leaders to appoint a woman to take the post of president or head of EU diplomacy during their extraordinary European Council on 19th November. "There are plenty of names" to occupy these posts they say "the right person for the post is often a woman. Appointing women would make Europe wealthier and more representative and would bring citizens closer together," they stressed.

Germany

Wages/Inequality

German women continue to earn a quarter less than German men on average but the gap is five times higher in the West than the East. According to data published on 12th November by the Federal Statistics Office (Destatis) in 2008 women working in the west of the country earned 25% less than men whilst those working in the former GDR earned 5% less. Moreover although the difference in salaries has decreased by one percentage point in the new Länder it has increased as much in the west. The difficulty in reconciling professional and family life, the fact that important positions are taken mostly by men, notably in sectors where the wage differnce is greatest and the importance of part time work amongst German women help to explain the continuation of these differences.

German Chancellor Angela Merkel delivered the detailed programme of her government to the Bundestag on 10th November. She is planning to undertake "a serious" analysis of the economic and financial crisis in order to learn from it. Entitled "Growth, Education, Cohesion. Leading Germany towards new power," this declaration includes a five point programme: overcoming the effects of the crisis, improving relations between citizens and the State, reacting intelligently to the ageing population, regulating the use of natural resources and finding a new world order and finally establishing a new relationship between freedom and security. The Chancellor also granted an interview on 16th November to the Frankfurter Allgemeine Zeitung (FAZ) in which she notably speaks of the lack of awareness of the crisis, the meaning of tax reductions, the future of Opel and the Bundeswehr's commitment in Afghanistan.

Finnish Prime Minister Matti Vanhanen travelled to Tallinn on 12th November on the invitation of his Estonian counterpart Andrus Ansip. Discussions focused on the economic and financial situation, regional issues, energy cooperation and the main European issues. This meeting is part of the "Cooperation opportunities between Finland and Estonia" report published in June 2008 on the basis of which the Prime Ministers decided to improve cooperation between the two countries and to organise annual meetings. The priority areas selected are ITs and commiunication, promotion of the mobility of individuals and information as well as the development of the business environment.

Estonian President Toomas Hendrik Ilves asked the Riigikogu (Parliament) to adopt the 2010 budget which is preparing the way for Estonia's accession to the euro area and the adoption of the European single currency in 2011.

German Chancellor Angela Merkel was in Paris to celebrate the armistice 91 years after the end of the First World War. The German anthem was sung at the Arc de Triomphe, an unprecedented event since Franco-German reconciliation.

Ukraine

French Secretary of State for European Affairs, Pierre Lellouche travelled to Kiev on 12th and 13th November to speak with Ukrainian President Viktor Yushchenko, Prime Minister Yulia Timoshenko and the main candidates running in the Ukrainian presidential election which will take place on 17th January 2010. Pierre Lellouche thereby hoped to express his support to the ongoing reforms in the Ukraine and his wish to enhance bilateral relations between the two countries in the energy, economic, cultural and administrative areas notably.

Xavier Darcos, the French Minister for Labour, Social Relations, Family, Solidarity and Towns represented France on 11th and 12th November at the Union for the Mediterranean's Ministerial Conference which was devoted to enhancing women's role in society. This meeting that rallied the 43 ministers responsible for social issues in the States that border the two shores of the Mediterranean ended with the adoption of a policy declaration on women's role in society and the promotion of equality between men and women that will be used a basis for work and effective projects in the region.

France's Social Weeks are organising their national session devoted to the theme of "New Solidarity, new society" from 20th to 22nd November. For three days many European speakers will be discussing the need to develop a new approach to social relations.

Italy

Serbia

The Italian Head of Government, Silvio Berlusconi repeated on 13th November that he supported Serbia's accession to the EU after an Italian-Serb Summit in Rome. After a meeting with Serb President Boris Tadic and several members of the Serb government Silvio Berlusconi said that he had pleaded in favour of Serbia's entry into the EU in 2012. The Netherlands are against this however as long as Ratko Mladic, the former military leader of the Serbs of Bosnia runs free. The President of the Italian Council spoke of the possibility of the suppression of visas for Serb citizens travelling to EU countries as from 19th December. The main stumbling block between the two countries is still Kosovo which Italy acknowledged in February 2008 whilst Serbia continues to considerate the former as its own southern province.

Defence

The Italian Foreign Minister, Franco Frattini spoke in support of the creation of a European army after the ratification of the European Lisbon Treaty in an interview published on 16th November in the Times. The minister said that it was "necessary to have a European army" pointing out that the Lisbon Treaty establishes "that if some countries wanted to adopt enhanced cooperation they could do so." This is already the case with the euro and the Schengen Agreements on Free Movement and this principle may now be applied "to the European Defence Policy," he stressed.

A Woman as President/EU

On 12th November the TV channel Euronews asked the following question: A women to head the permanent presidency of the EU. Why not choose Vaira Vike-Freiberga? At 72 the former Latvian president may achieve a consensus amongst the 27 during the extradordinary European Council on 19th November next. In any case she said she was ready for this position giving new wind to the vigorous campaign undertaken by her supporters on the internet via an online petition. Political analysts describe her as a serious candidate. Simone Veil has given her support.

Romanian Prime Minister Emil Boc inaugurated the Central European Initiative Summit on 12th November in Bucharest. Romania is ensuring the chairmanship of this regional cooperation body for the first time since 1st January 2009. This summit which is celebrating its 20th anniversary provides an opportunity to discuss the political and economic developments recorded by the regions States in their process to drawing closer to the EU and NATO.

Moldova

During a joint press conference with his Moldovan counterpart Vlad Filat on 13th November Romanian Prime Minister Emil Boc said he was pleased with the signature of a border control agreement which in his opinion heralds a renewal in relations between the two countries. The arrival in office of Mr Filat in September led to renewed negotiations for this agreement that had been delayed by the previous communist government. The two leaders who met in Bucharest on the occasion of the Central European Initiative Summit discussed a series of joint projects designed to enhance economic, energy, cultural and diplomatic links between the two countries.

British Foreign Minister David Miliband received his German counterpart, Guido Westerwelle in London on 11th November. Discussions in which the Secretaries of State for European Affairs Chris Bryant and Werner Hoyer took also took part, notably focused on Afghanistan, Iran, Pakistan, the peace process in the Middle East as well as on European foreign policy, neighbourhood policy and the Balkans, as well as on Europe's relations with the world's major powers.

Cyprus

On 11th November British Prime Minister Gordon Brown received Cypriot President Dimitris Christofias. He called on the Cypriots to show "audacity and courage" in their work to find a solution between the Turkish and Greek populations on the island. He also said that the UK would be prepared to give up nearly 50% of its land in its military bases in Cyprus to the local authorities if the island reunited. On the independence of Cyprus in 1960 the UK retained its two sovereign military bases (Akrotiri and Dhekelia).

During a meeting on 14th November between the Slovenian Prime Minister Borut Pahor and Russian PM Vladimir Putin a participation agreement was signed for the Russian-Italian gaspipeline project South Stream between Slovenia and Russia.

Europe

The "Movement for Freedom" one of the main opposition parties in Belarus led by Alexander Milinkevich called on 14th November for a rapprochement between Europe and his country which remains isolated in spite of the recent opening to the West undertaken by the ruling powers. Several hundred supporters waving small blue flags with yellow stars gathered in Minsk for a "European forum" together with many personalities including Jean-Dominique Giuliani, Chairman of the Robert Schuman Foundation.

Russia

Reforms

Russian President Dmitri Medvedev gave an annual speech to the nation on 12th November which was resolutely oriented towards reform; he notably declared that Russia needs to be "modernised from top to bottom" on a democratic basis. The importance of political reform was highlighted notably on a regional level but economic reform was also mentioned: "instead of an economy relying on raw materials we shall create an economy that produces new technologies that are useful to people," he declared. However no timetable and no specific measures were spoken of.

Ukraine

Presidential Election

On 13th November the Ukrainian Central Electorial Commission closed the registration of candidates for the presidential election the first round of which will take place on 17th January. 18 candidates were registered. Two candidates are running neck and neck in terms of voting intentions: Prime Minister Yulia Timoshenko and the leader of the Party of Regions, Viktor Yanukovich. The political situation is still tense however: the H1N1 flu epidemic is spreading panic; Ukraine desperately needs the fourth part of the IMF loans to a total of 3.8 billion dollars but the IMF believes that conditions have not been met to be able to grant this. Finally the relationship with Moscow over gas is bringing back the threat of crisis this winter with Moscow warning Kiev and Brussels of payment difficulties on the part of Ukraine notably if no financial support is provided.

According to data published by Eurostat on 12th November industrial production registered a 0.3% rise in September 2009 in the euro area and 0.2% in the Union in comparison with August 2009. The comparison between September 2008 and September 2009 shows a decline of 12.9% in the euro area and by 12.1% in the EU.

Growth

Eurostat published its statistics with regard to the GDP over the third quarter of 2009 on 13th November. With regard to the euro area the GDP recorded a rise of 0.4% in comparison with 0.2% for the EU. Comparatively the GDP growth rate over the 2nd quarter of 2009 was -0.2% and -0.3%. Finally in comparison with the third quarter of the previous year the GDP decreased by 4.1% in the euro area in comparison with 4.3% in the Union.

According to Eurostat the annual inflation rate in the euro area lay at -0.1% in October 2009 in comparison with -0.3% in September. A year earlier it lay at 3.2%. The monthly inflation rate lay at 0.2% in October 2009.

Russia

On the occasion of the EU-Russia Summit on 18th November Eurostat indicates that the trade deficit in goods from the EU with Russia has declined by half since the 1st quarter of 2009 dropping from 40 billion euros in the first quarter of 2008 to 21 billion and that Russia is the EU's third most important trading partner.

The Bertelsmann Foundation has just published a study by Dominik Hierlemann entitled "Ein Präsident für alle" (A president for everyone). The Lisbon Treaty ratified by the 27 Member States plans for the creation of a stable post of president of the European Council. Although speculation rages about the name of the future title holder it is interesting to note that the person chosen will have a certain amount of influence over the profile of this new post.

Auditors Court

On 10th November the European Court of Auditors validated the accounts of the EU 2008 for the second year running. As for payments, since 2004 the amounts with a 'red card' from the auditors have been halved thanks to significant improvements in EU financial management.

Budget/EU

The Swedish Institute for European Studies (SIEPS) has just published a study entitled "How to Reform the EU Budget? A Methodological Toolkit". The budget must not be the identical mirror image of the EU's priorities which must regulate more than it should fund. To be effective the EU should focus on the funding of a small number of political areas, notably the Cohesion Policy and research. Finally the report suggests that the community budget should no longer fund the Common Agricultural Policy (CAP).

Climate

According to a study by the Centre for Climate Change Economics and Policy published on 13th November CO2 emissions in the world will be 9% lower than forecasts in 2012 due to the economic and financial crisis. The British research centre does warn however against lowering our guard on the climate issue because it will only delay the time when temperatures will rise to the critical 2°C level by 21 months if emissions recover their previous levels once economic growth is recovered.

The report "World Energy Outlook 2009" by the International Energy Agency published on 11th November focuses on the issues at stake in the climate conference in Copenhagen. It does however include some unexpected information. According to the Agency world gas reserves are greater than forecast and the world market may even be threatened by a massive surplus due to the rise in American production in 2008 and a fall in demand linked to the recession.

Schiller/Germany

Marbach-am-Neckar can celebrate the 250th anniversary of the birth of Friedrich Schiller (1759-1805) with pride. After two years of work the native town of this major German poet and playwright will re-open the Schiller Museum, one of the most important literary museums in Germany on 10th November. German President Horst Köhler inaugurated the renovated, historic building - a small Jugendstil castle - that was built in 1903. The national Schiller Museum can now be proud of a new permanent collection that includes 700 items mainly devoted to the life and works of Schiller. But tribute is paid to other writers of the Swabian school and a general overview of German literature in the 18th and 19th centuries can be observed.

Film/Saloniki

From 13th to 22nd November the 50th International Film Festival is taking place in Saloniki. Boycotted by most Greek film makers this year the festival focuses on the Balkan film industry and on work by Werner Herzog.

Exhibition/Vienna

On 13th November the exhibition Gender Check opened at the Museum of Modern Art MuMok of Vienna. Until 14th February 2010 more than 200 artists, painters, sculptors and photographers from 24 different countries reveal 50 years of equality and inequality between the sexes, in the work place, family and in love. Based on the asexual world of work under socialist realism the exhibition then invites viewers to discover women's emancipation in every possible form after the fall of communism.

The Orsay Museum is showing pictures by James Ensor until 4th February 2010. The work by the Ostend painter, believed to be a forerunner of expressionism is distinctive in that it dramatises the use of colour and light and by its attachment to a transvestite, grotesque, satirical tradition.
