EADS

1 January 1970

Robert Schuman Foundation Chairman, Jean-Dominique Giuliani gave an interview to Figaro.fr on 14th October on the occasion of the 10th anniversary of EADS. He qualified EADS as a remarkable success. He pleaded in favour of boosting the EU in these areas and believes that France and Germany should play a driving role.

Jean-Dominique Giuliani, Chairman of the Robert Schuman Foundation has published an article entitled "Après les élections européennes:l'Europe par gros temps" (After the European elections: Europe weathers the storm) in the Political and Parliamentary Review of July-August-September 2009 dedicated to the European Elections 2009. He calls for a "jump-start" to "emerge from the state of torpeur into which institutional questions have plunged the construction of the community."

Seminar/Communism

On the occasion of the 20th anniversary of the fall of the Berlin Wall the Foundation for Political Innovation and the Robert Schuman Foundation are organising an international seminar under the management of Stéphane Courtois on the theme of: "Emerging from Communism, changing era" on 4th, 5th and 6th November 2009 at the Horticultural Hall. The three days will be devoted to thought on what is left of Communism 20 years after, both in Europe and elsewhere.

The special committee on the financial, economic and social crisis elected as its chair Wolf Klinz (ALDE, DE) during its inaugural session on 15th October. This special committee established on 7th October in view of analysing and estimating the extent of the crisis within the EU will present an interim and then a final report to Parliament with recommendations on the measures and initiatives to take.

As guest on RTL on 13th October French Prime Minister François Fillon notably spoke about French growth figures. He said that he believed there would be growth higher than 1% in 2010, higher therefore than previous forecasts of 0.75%. He also added that "the worst of the financial crisis was over".

On 14th October the European Commission published a communication relative to the viability of public finances as part of economic recovery long term. National budgetary measures have led to a slowing in activity but they have also meant a worsening in public finances which together with demographic ageing comprises a major challenge for Europe. These measures have to be maintained to support recovery but they should be temporary and go together with long term crisis exit strategies. The communication points in particular to budgetary balance as well as structural reforms in employment, pensions and healthcare.

Germany

According to the main German economic analysis centres whose joint autumn report was published on 15th October Germany and the world are emerging from the "worst economic recession since the Second World War" but recovery will take time. In Germany the decline of the GDP is due to be less serious than forecast, rising to 5% instead of the 6% announced last spring. Growth is due to start again next year at around 1.2%. According to the German institutions the stabilisation of the financial markets is opening the way for the regeneration of international trade.

Belgium

The Belgian public deficit rose to 5.7% of the GDP in 2010 and it will reach 5.26% in 2011 ie well beyond the European limits, before a return to normal in 2015 announced the government on 13th October. Belgian public finances came back to balance between 1999 and 2007 before the effects of the 2008 financial crisis made matters worse again. After a GDP decline of 3.1% in 2009 Belgium should however experience growth of 0.4% in 2010 and 1.9% in 2011, according to figures published by the government.

Ireland

The Irish economy will decline by 7.2% this year and by 1.1% next year said the economic institute ESRI on 13th October in its latest quarterly journal thereby improving its forecasts slightly in comparison with those made in July. It was forecasting a decline of 7.9% this year and 2.3% next year.

The Bank of Italy is expecting a return to growth in the third quarter but says that recovery is still weak in its latest economic bulletin published on 15th October. "In the 3rd quarter the GDP is due to show initial signs of recovery of nearly 1% in comparison with the previous quarter.

Latvia

The government coalition in Latvia reached agreement on the budgetary cuts requested by a group of international creditors led by the IMF said Lativan Finance Minister Einars Repse on 12th October. "It is clear that Latvia will fulfil its obligations towards international lenders," he said adding that the details about the cuts designed to reduce the budgetary deficit would be published "in a week's time".

The European Bank for Reconstruction and Development (EBRD) announced in London on 15th October that it was to lower its GDP development forecasts in its sphere of activity for 2009 down to -6.3% and that these would rise in 2010 to +2.5%; it remains extremely cautious about this however. Previous forecasts by the bank concluded that there was to be a 5.2% regional decline in the GDP in 2009 before growth of 1.4-1.5% in 2010.

On 14th and 15th October the 27 Competitiveness Ministers addressed priorities in the enhancement of the European single Market. They discussed improving Member States' coordination in the application of community legislation and the need to develop a more responsive consumer policy to encourage cititzens to consume beyond the borders of their own countries. They highlighted on the services single market, the community patent, innovation and relations with third countries. They also stressed the need to move as quickly as possible towards an eco-performant economy based on sustainable companies which respect the environment.

Members of the Foreign Affairs Committee at the European Parliament spoke on the annual enlargement strategy adopted by the European Commission on 15th October together with European Commissioner Olli Rehn. MPs supported the proposal to open negotiations with Macedonia (FYRM), asking for the cooperation of the new Greek government. They also welcomed the proposal to liberalise visas with the Balkans and insisted on the need not relinquish pressure on these countries.

On 14th October 2009 the Commission adopted its annual strategy document explaining its policy on EU enlargement. Negotiations with Croatia that were started in October 2005 likewise Turkey are "close to reaching their conclusion" and may be settled by the summer of 2010, before accession the following year. Macedonia (FYRM) has made further progress towards integration after the Commission recommended the opening of membership negotiations in spite of the issue of the country's official name which is a point of conflict with Greece at present. As far as Turkey is concerned however the European Commission demanded new reforms to take its EU membership negotiations forwards - which are for the time being at a standstill. It condemned breaches of fundamental freedom in Turkey which hinder the freedom of the press. It also believes that sexual equality is still a "major challenge" and finally it demands that Turkey opens its ports and airports to the Cypriots. The Commission also drew up a report on Albania, Montenegro, Bosnia-Herzegovina, Serbia and Kosovo.

Successions

On 14th October the European Commission adopted a proposal that aimed to simplify rules applicable to international successions within the EU. The aim is to make life easier for citizens by laying down common rules enabling the competent authority and law applicable to the body of assets making up a succession, wherever they may be, to be easily identified. In addition to providing more effective guarantees for the rights of heirs, legatees and other interested parties, the proposed Regulation will take some of the stress out of succession planning by enabling people to choose the law that will govern the transmission of all their assets. The Commission is also proposing the creation of a European Certificate of Succession enabling an heir or the administrator of a succession to prove their capacity easily throughout the EU.

South Korea

The European Commissioner for Trade, Catherine Ashton and the South Korean Trade Minister Kim Jong-Hoon signed a free-trade agreement on 15th October, the most important ever to be negotiated between the EU and a third country. This agreement should generate 19 billion euros of new trade and will almost do away with tarif and non-tarif barriers between the two economies. This agreement will offer new opportunities for services and investments and lead to major progress notably in the areas of intellectual property rights, public procurement, competition policy, trade and sustainable development.

In three documents published on 15th October the European Commission draws up a review of the acomplishments made as part of the integrated maritime policy and provides strategic guidelines for the future: better governance, an integration of various sectors, an approach adapted to conditions in each maritime area, regulation of maritime activities to guarantee sustainability, a strengthening of the international dimension and definition of coherent and global economic priorities. The goal is to release economic potential in coastal areas without neglecting energy, environmental and security issues.

The EU's Publications Office announced on 15th October the launch of its digitial library. After two years of scanning 12 million pages, the library will now allow the free consultation and downloading of more than 110,000 publications by the Publications Office for the institutions, agencies and other community organisations since 1952.

On 14th October the European Commission presented a study "Arts and Cultural Education at School in Europe". Based on work by the Eurydice network this study analyses the goals and the structure of the teaching of the arts in Europe, activities in favour of development of this and the training of teachers. This study was undertaken as part of the "European Year of Creativity and Innovation."

Fisheries

On 16th October the European Commission revealed its proposals for the new levels of total allowable catch (TAC) and fishing effort for fish stocks available to Community fishing vessels mainly in the Atlantic and the North Sea. The Commission has also discussed working methods with Member States and the fishing sectors, and as a result of their advice has in many cases limited reductions to no more than 15% since last year. The Commission said it was pleased that some stocks had been managed long term and that this was now showing positive results.

The European Commissioner for Agriculture, Mariann Fischer Boel announced on 19th October that she wanted to provide aid of 280 million euros for the milk sector. She did not give details of the plan immediately on how this package would be deployed but said that the Commission would decide on this together with the national governments.

On 12th October the 27 European Healthcare Ministers adopted a strategic European approach to the influenza pandemic. They agreed that vaccination strategies were a national competence but invited Member States and the Commission to cooperate to guarantee everyone access to the vaccine, to control its effectiveness, inform the public and take the necessary measures to guarantee vital functions of society if a pandemic should arise.

On 16th October the Christian Democrats (CDU/CSU) and the Liberals (FDP) have entered a decisive phase in their negotiations in view of forming a new government coalition. The negotiators have notably decided to amend the reform to the fiscal policy known as 'Hartz IV'. In the area of energy the future 'black-yellow' coalition intends to correct the projects to abandon the use of nuclear power established ten years ago. Finally the partners did come to agreement in the area of justice and freedom that was however considered as one of the most sensitive areas of the negotiation procedure. The Chancellor would like to come to an agreement by 23rd October and see the government enter office by 9th November.

On 15th October during the third joint work meeting between the Austrian and Hungarian governments discussions focused on the general economic situation and on solutions available to face this but also on internal security and joint initiatives to fight crime. Issues relative to energy, environment, transport as well as training, culture and science were also addressed. Austrian Chancellor Werner Faymann and Hungarian Prime Minister Gordon Bajnai signed a joint declaration indicating that they wanted to enhance relations between their two countries.

On 12th October the Belgian government decided to delay the first phase of abandoning nuclear power for another ten years (2025). A Monitoring Committee will be established and will be responsible for assessing, on a yearly basis, the development of production costs and market prices. This process will go together with an ambitious plan for energy efficiency and the development of renewable energy sources.

Bulgarian Prime Minister Boïko Borissov travelled to France on 12th October on his first bilateral visit abroad. He spoke with President Nicolas Sarkozy and his French counterpart François Fillon. They debated the opportunities for cooperation between the two countries in terms of justice, maritime defence, nuclear energy and the training of executives for the civil service; Sofia would like to launch an institution like the ENA. He then met the chairman of the Robert Schuman Foundation.

On 13th October the Cypriot Foreign Minister Marcos Kyprianou received Swedish European Affairs Minister Cecila Malmström. They discussed the issue of Turkey's membership. The Swedish minister reassured her counterpart saying that the settlement of the Cypriot issue was still a vital condition for continued negotiations and that if the situation did not open up before December there would be "consequences" for Turkey. Austrian Foreign Minister Michael Spindelegger called on Turkey on 15th October to step up the pace of its reforms notably to settle the Cypriot issue, a serious impediment to Turkey's accession to the EU. "Changes must come for the implementation of the Ankara Protocol," he declared after a meeting with his Cypriot counterpart Markos Kyprianou.

On 13th October the President of the Spanish government, José Luis Zapatero travelled to Washington for his first official visit with American President Barack Obama. Coming out of the crisis, the development of renewable energies, international security and peace, the reduction of nuclear arms and the stakes of the Spanish presidency of the EU were the main subjects addressed by the two leaders.

Agriculture

Spanish Environment, Rural and Marine Minister Elena Espinosa said on 13th October that competitiveness and the stability of the agro-food market was one of the priorities of the Spanish Presidency of the European Union. To this end it will be necessary to consolidate the framework and instruments of the Common Agricultural Project. The Spanish Presidency also wants to promote the adaptation of rural areas to climate change as well as parity between men and women in this sector.

During his meeting with Estonian Prime Minister Andrus Ansip, Dutch Prime Minister Jan Peter Balkenende confirmed his country's support for Estonia in its project to join the euro area if it fulfil's all of the Maastricht criteria. The two leaders spoke of bilateral relations and of the Lisbon Treaty that will "make the EU stronger."

On 15th September the Finnish government adopted its report on long term perspectives for its energy and climate policy. It establishes the reduction of its CO2 emissions by 80% by 2050 as its goal, which is part of international work in this area. This report sets the way for a low carbon print Finland by 2050.

On 13th October Hungary asked the EU to open a legal procedure against Slovakia due to the incident that took place on 21st August when Slovakia refused entry to Hungarian President Laszlo Solyom. According to Hungary, Slovakia did not respect the Schengen Treaty which stipulates the free circulation of people between member states.

The Hungarian Secretary of State for European Affairs, Gabor Ivan received his French counterpart Pierre Lellouche on 13th October. Discussions between the two ministers focused mainly on the Lisbon Treaty, which they would like to see implemented as soon as possible as well as on the Copenhagen Summit in which they are calling on Europe to play a leading role.

On 16th October Ireland completed the ratification process of the Lisbon Treaty with the signature by President Mary McAleese of an amendment which modifies the Irish Constitution. This ratification comes just two weeks after the positive result in the Irish referendum.

Irish President Mary McAleese travelled to Luxembourg on 14th and 15th October. She notably spoke with Prime Minister Jean-Claude Juncker as well as Deputy Prime Minister and Foreign Affairs Minister Jean Asselborn. During this visit the President gave a speech on "Ireland and the EU" in which she recalled that the Irish were enthusiastic about the European project and that communication and education about Europe should be improved everywhere.

Dutch Foreign Minister Jacques Marcel Verhagen spoke with his Latvian counterpart Maris Riekstins on 12th October. Discussions focused on bilateral relations and opportunities for economic cooperation between the two countries. The Ministers also spoke of the economic and financial situations in their respective countries and of the situation worldwide; they mentioned the need for concerted action and for the representation of the interests of all European States within the G20. Finally they spoke of the implementation of the Lisbon Treaty and Atlantic relations.

On 14th October the liaison office between the EU and the Arab League was inaugurated in Malta. Maltese Prime Minister Lawrence Gonzi received European Commissioner for External Relations, Benita Ferrero-Waldner and Secretary General of the Arab League, Amr Moussa on this occasion. Officials from the European Commission, the Arab League, and Malta will coordinate matters from this office whose aim is to promote more open dialogue and to enhance bilateral cooperation between the EU and the Arab League.

Polish Prime Minister Donald Tusk appointed new members of the Council of Ministers on 13th October. Jerzy Miller has taken over the Interior Ministry, Krzysztof Kwiatkowski the Ministry of Justice and Adam Giersz, has become Sports Minister.

Dismissal

Polish Prime Minister Donald Tusk dismissed Mariusz Kaminski, head of the Central Bureau for the Fight against Corruption on 13th October. Close to the Law and Justice Party (PiS) led by the Kaczynski brothers the latter revealed secret negotiations between the leaders of the Civic Platform (government party) and representatives of the gambling industry. These revelations led to the resignation of the Polish Sports, Justice and Interior Ministers although Donald Tusk said that the reshuffle had nothing to do with the accusations. Announcing the establishment of a Parliamentary Committee to investigate the scandal the Prime Minister said that he wanted to "throw light on the situation" and regain voters' confidence.

Portuguese Prime Minister José Socrates was re-appointed as head of government by President Anibal Cavaco Silva announced the presidency in a press release. On 15th October the Prime Minister said he was going to form a minority Socialist government after having consulted the opposition parties who all refused to take part in a coalition.

Romania

On 13th October the Romanian Parliament refused to give its confidence to the present Prime Minister Emil Boc's government. Romanian President Traian Basescu asked an independent economist, Lucian Croitoru to form a new government on 15th October before the vital deadline for an IMF loan for Bucharest was reached. "I have decided to appoint Lucian Croitoru as Prime Minister," he said during a televised speech.

Czech Republic

Czech President Vaclav Klaus, the last European leader not to have signed the Lisbon Treaty indicated that he would sign the text in an interview published on 17th October. "At the rate things are moving along, ie very fast it is no longer possible to stop the treaty nor to go backwards even though some of us would like to do this," he declared to the newspaper Lidove noviny.

On 14th October British Prime Minister Gordon Brown announced that 9,500 additional soldiers may be dispatched to Afghanistan under certain conditions. The deployment of additional troops will be for the training of more Afghan soldiers and policemen. Mr Brown also spoke of Pakistan and his hope of fighting against the terrorist threat of Al-Quaida and the Taliban. Additional humanitarian aid totalling £10 million will make it possible to provide better economic assistance and basic services in areas in which security is improving.

The Macedonian parliament ratified the agreement demarking the border with Kosovo on 17th October thereby opening the way to the full establishment of diplomatic relations. The agreement was ratified by 72 votes of the 120 MPs in the Macedonian Parliament. 11 MPs voted against the motion.

On 17th October the EU appointed an envoy for the north of Kosovo in order to foster the maintenance of order in this area that is populated mainly by Serbs and which has been the theatre of inter-ethnic tension said the services of the EU's special representative in Kosovo, Pieter Feith. The new European envoy Michael Giffoni also Ambassador for Italy in Pristina at present should "help to strengthen and promote the EU's views and values in this region," said a press release.

According to statistics published on 12th October by the OECD, unemployment in OECD countries lay at 8.6% in August ie +0.1 points more than in July and +2.3 points more in comparison with August 2008. In the euro area unemployment is said to have reached 9.6% in August ie +0.1 points in comparison with July and +3.6 points more than a year ago.

On 14th October the UN High Commissioner for Human Rights, Navi Pilla inaugurated the first office for human rights in the EU in Brussels. This marks the enhancement of cooperation between the UN human rights system and the European institutions.

On 14th October Eurostat published statistics relative to industrial production in August 2009. With regard to the euro area production rose by 0.9% in comparison with July 2009 whilst it only totalled 0.6% in the EU. In comparison with August 2008 production declined by 15.4% in the euro area and by 13.5% in the Union.

On 15th October Eurostat published statistics with regard to inflation rates. In the euro area the annual inflation rate was -0.3% in September 2009 in comparison with -0.2% in August 2009 and 3.6% in September 2008. As far as the Union is concerned inflation reached 0.3% in September 2009 in comparison with 0.6% in August and 4.2% a year previously.

On 16th October Eurostat published statistics with regard to external trade for August 2009. In the euro area the external trade deficit with the rest of the world rose to 4 billion euros, in comparison with -11.3 billion euros in August 2008. Exports decreased by 5.8% and imports by 1.3%. As far as the EU is concerned in August 2009 the deficit lay at 12.1 billion euros in comparison with -28.7 billion euro in August 2008. Exports fell by 4.2% whilst imports declined by 1.4%.

The German Society for Foreign Policy (DGAP) has published a study on the German climate policy "Klimapolitik: Das Zugpferd lahmt. Deutschlands Außenpolitik braucht ein neues Großprojekt" (Climate Policy: the draught-horse is losing momentum. German foreign policy needs a major new project). According to Marcel Viëtor and Oldag Caspar Germany is no longer playing the driving role given to it in terms of the global climate policy. This policy may however become a major stake in the foreign policy.

The Bertelsmann Foundation has just published a study entitled "After Soccer Diplomacy: The Turkish-Armenian Relations". On 10th October 2009 the protocol to settle relations between Turkey and Armenia were signed in Zurich. This study reviews how this development is being received in four capital cities (Ankara, Erevan, Bakou, Moscow) and in the European Union.

The Swedish Institute for European Studies (SIEPS) has just published a paper on the Common Agricultural Policy (CAP) and the challenges it faces. Mark Brady, Sören Höjgård, Eva Kaspersson and Ewa Rabinowicz present the two pillars of the CAP whose goals are fundamentally different. They then pinpoint objectives and long term modifications that the CAP should include together with short term changes which would facilitate its development long term.

Milk

In its report published on 15th October the European Auditors Court deems it necessary to continue to "monitor the development of the milk market and milk products, so that liberalisation of the sector does not lead once again to over-production". Liberalisation which will lead by 2015 to the abolition of production quotas introduced in 1984 to limit volumes, comprises "serious" risks. Notability this means price volatility that may "rapidly lead to major excesses" and to "an acceleration in restructuring" of the sector; there is a danger of "increasingly geographical concentration in production and the disappearance of many producers" in poorer rural areas. "By default the Commission's goal must be to guarantee a minimal level of regulation which may rapidly prove impossible to adhere to" warns to the Court. This is quite open criticism of the European reform of the milk market.

On the occasion of the 20th anniversary of the Fundacion para el analisis y los estudios sociales (FAES) it presents "Proposals for Freedom" for Europe. This document introduced by a preface by former Prime Minister José Maria Aznar brings together a series of proposals in terms of economic and social, energy, education, justice policy as well as aspects including the international dimension of the EU in order to achieve a "more open, more prosperous and safer Europe."

On 13th October the Senate published a report by Hubert Haenel, chair of the European Affairs Committee at the Senate on the development of the European role within the Senate. As the Lisbon Treaty will soon be implemented this report reviews the progressive strengthening of the Sentate's control over European affairs. After recalling the stages in this strengthening and notably the most recent of these that led to the constitutional revision of 2008 and the reform of the Senate Regulations he recalls the new responsibilities given to national parliaments by the Lisbon Treaty and makes proposals on the way the Senate can undertake these.

Theatre/Cadiz

From 20th to 31st October the 24th Iberoamericano Festival of the Teatro de Cadiz will take place. 29 plays will be put on with the participation of 12 countries. Argentina and Peru are the guests of honour this year. As well as theatre this festival will also welcome the first Kol Nindre show by the National Dance Company managed by Nacho Duato.

FIAC/Paris

From 22nd to 25th October the 36th International Fair of Modern and Contemporary Art will take place at the Grand Palais and in the Courtyard of the Carrée du Louvre in Paris. The FIAC rallies 196 modern art galleries from 21 countries. For the first time it will be receiving Finland, Czech Republic and Hungary. During the Fair, the 104, a new artistic establishment belonging to the City of Paris will host the fourth SLIK fair of discovery in modern art.

Museum/ Berlin

1 January 1970

70 years after it was destroyed by allied bombing the Neues Museum of Berlin reopened on 16th October completely renovated with its main masterpiece a bust of Egyptian Queen Nefertiti taking the limelight. Situated on "Museum Island" and classed as part of human heritage the museum has nearly 9,000 articles from Prehistoric and Ancient times. Inaugurated in 1859, then bombed and left in ruin under the communist regime the Neues Museum was renovated by British architect David Chipperfield.

Film/Vienna

The 2009 edition of the Viennale, Vienna's cinema festival opens its doors on 22nd October with the showing of an Austrian film "La Pivellina" by Tizza Covi and Rainer Frimmel which already recieved a warm welcome in Cannes. The festival will close on 4th November with the film "A Serious Man" by the Coen brothers.
