The Chairman of the Foundation, Jean-Dominique Giuliani will take part in a summer university of the European Ideas Network in Vienna from 15th to 17th October. He will be speaking notably on the Union's geographical limits and the neighbourhood policy. This university will take place in the presence of many European leaders.

Financial Crisis

Parliament

On 7th October MEPs decided to establish a special committee on the financial and economic crisis. Comprising 45 members with a 12 month mandate it will aim to assess the size of the crisis and its impact on Member States and put forward appropriate solutions to establish financial market stability. In addition to this on 6th October they adopted a resolution relative to the G20 in support of a strong, European financial structure and including a single surveillance authority. They stress the need to address the root of the crisis and to adopt exit strategies that focus on employment, social dialogue and the support of the most affected categories of the population.

IMF

1 January 1970

On 5th October the Dutch and Spanish Central Banks signed loan agreements to grant the IMF 5.31 billion and 4.14 billion euros respectively. These agreements follow the promise made by the EU in March last to lend the IMF 75 billion euros to increase its resources in the face of the world economic crisis.

The Governing Council of the European Central Bank (ECB) decided on 8th October to maintain its main interest rate at 1%.

1 January 1970

During a speech delivered on 7th October to the National Assembly French Prime Minister, François Fillon announced that the government was about to implement the measures adopted by the G20 summit with regrad to banking and financial regulation. With regard to tax havens he added that the Economy Minister Christine Lagarde and Budget Minister Eric Woerth will put foward measures designed to counter non-cooperative jurisdictions.

On 10th October in a podcast British Prime Minister Gordon Brown spoke of the decisions taken by his government over the last twelve months to face the economic crisis. Whilst welcoming the fact that these measures have made it possible to avoid the "recession transforming in a depression" the Prime Minister stresses that much still has to be done to achieve a real transformation of the global economic system.

The Swedish Presidency of the EU and the Slovenian Presidency of the Committee of Ministers of the Council of Europe published a joint declaration on 8th October on the World Day agianst the Death Penalty organised every year on 10th October.

EU/Australia

1 January 1970

The Swedish Presidency of the Union was host on 8th October to a ministerial meeting between the EU and Australia. The revision of the partnership agreements negotiated last year was the focus of the discussions between the Swedish Foreign Minister, Carl Bildt, the Commissioner for External Relations, Benita Ferrero-Waldner and Australian Foreign Minister Stephen Smith. Issues of a regional and global nature were also addressed, notably those related to the results of the latest G20, the future summit in Copenhagen on climate change as well as the situation in Afghanistan and Pakistan.

Members of the Budgets Committee at the European Parliament approved three amendments to the 2010 budget on 5th October, requesting Member States to make an additional finacial effort to fund the economic recovery plan. They recommended the Council include a total of 1.5 billion euros in payments and 1.98 billion in commitments into the 2010 budget, notably with regard to investments in renewable energies and "green" technologies. Voting is planned to take place in Strasbourg on 22nd October.

On 6th October members of the European Parliament's Civil Liberties Committee debated the proposals included in the "asylum package" that aims to improve the functioning of the European asylum system and to enhance asylum seekers' rights. They deplored the Council's reticence with regard to the introduction of a restrictive mechanism to make the solidarity principle effective with Member States which receive a great number of asylum requests. They also addressed the issue of the European Parliament's role within the European Asylum Support Office, a result of the extension of the co-decision procedure in this domain.

Justice/Security

On 8th October MEPs debated the Stockholm programme that is to define the European guidelines in terms of criminal and civil law, police and customs cooperation, civilian protection, asylum, migration, visas and border control. They recalled that the aim of the Stockholm programme was to achieve a balance between the need for security and the protection of civil liberties, with several of them believing that either one or another of these aspects had been neglected. MEPs also stressed the new role to be played by the European and National Parliaments once the Lisbon Treaty is applied. The latter already looked into the issue on 5th and 6th October during the COSAC meeting (Conference of Community and European Affairs Committees of Parliaments of the European Union) organised by the Swedish Presidency of the Union.

Milk

Given the ongoing crisis in the milk sector the European Commissioner for Agriculture and Rural Development, Mariann Fischer Boel announced on 5th October the establishment of a group of high level experts who would look into possible settlements mid and long-term, in view of doing away with milk quotas on 1st April 2015. The aim of this collective examination will be to find new measures that may strengthen market stability and producers' incomes, reduce price volatility and improve transparency. The Commission plans to grant 600 million euros this year to market support measures, notably in response to "new challenges" associated with the restructuring of the milk sector. With regard to this issue the Foundation has recently published a study on "Europe and the Milk Crisis: what will the new regulations be for the milk sector."

Electronic Toll Service

On 6th October the European Commission adopted a decision setting out the essential technical specifications and requirements needed to launch a European Electronic Toll Service (EETS) which will enable road users to easily pay tolls throughout the whole European Union (EU) thanks to one subscription contract with one service provider and one single on-board unit. EETS will be available on all infrastructures in the entire Community such as motorways, tunnels and bridges where toll can be paid using on-board equipment. EETS will eventually limit cash transactions at toll stations, thereby improving traffic flow and reducing congestion.

In a communication on 7th October the European Commission invited the Public Authorities, companies and researchers to pool their effort to develop low CO2 emission technologies required to rise to the challenges caused by climate change and the Union's energy security without penalising competitiveness by 2020. The Commission believes that it is necessary to invest 50 billion more euros in this research area over the next ten years which means almost tripling present annual investments.

Deficits

On 7th October the European Commission adopted reports on the excessive deficits of 9 Member States (Germany, Austria, Belgium, Italy, the Netherlands, Portugal, Slovakia, Slovenia and the Czech Republic). The Commission believes that although exceptional excesses have been reached due to the economic crisis these deficits are neither close to the reference value (3% of the GDP) nor are they temporary. The Commission supports the upkeep of recovery measures adopted by the national governments until it can be seen that recovery is well established, but it urges them to plan for crisis exit strategies which respect the Stability and Growth Pact immediately.

The European Data Protection Supervisor (EDPS), Peter Hustinx spoke on 8th October of his serious doubts with regard to the measures put forward by the Commission on access to the EURODAC database by national security services. The need for and proportional nature of these measures, vital details to justify any intrusion into individuals' private lives have not been adequately shown. He spoke of waiting for the implementation of the Lisbon Treaty before looking into these proposals and of having an opportunity to study them as part of the Stockholm Programme and in the context of already existing measures.

The 27 European Transport Ministers debated on 9th October the challenges and priorities pinpointed by the Commission's communication "A sustainable future for transport". Ministers want to continue to restrict the transport of liquids on planes in expectation of reliable technologies to detect explosive materials. They reached agreement on the necessary regulations to guarantee passenger rights travelling by boat who can now receive compensation if there is any delay or cancellation. They want to allow the circulation of 9,000 additional lorries per year in Europe which come from the Western Balkans.

On the occasion of the tenth anniversary of the European Security and Defence Policy (ESDP), the Council of the European Union has published a webzine on its site illustrating the place occupied by the ESDP in the Union's Foreign Policy, results, the EU's added value in crisis management, the development of partnerships as well as development potential by 2020.

The 3rd EU-Brazil Summit took place on 6th October. European and Brazilian leaders discussed their mutual commitment to global issues such as the financial crisis, climate change, energy issues and sustainable development. They also looked into bilaterial relations between the EU and Brazil and exchanged views on future political developments.

After the part renewal of the members of the Court of Justice of the European Communities the announcement was made on 7th October of the renewal of the mandate of Vassilios Skouris, President of the Court since 7th October 2003; he was re-elected for another three year period. Former Greek Interior Minister and Professor of law at Greek and German Universities, Vassilios Skouris has been in office at the CJEC since June 1999.

Just as the union movement is celebrating its 60th anniversary in Germany Chancellor Angela Merkel and Federal President Horst Köhler stressed on 5th October the importance of workers' unions in the present context of the economic crisis. Ms Merkel recalled that the Federation of German Unions that was born on 13th October 1949 has for the last 60 years been "a major mainstay for our society". The Chancellor announced that she will cooperate "intensively" with the unions over the next few months to stave off the effects of the crisis and to invest in the future". According to Horst Köhler "an in-depth reform in the world's financial structures needs participation on the part of the unions."

Coalition

The CDU/CSU and the FDP launched negotiations on 5th October in view of forming a government coalition. Under the guidance of Chancellor Angela Merkel (CDU) the chairs of the CSU, Horst Seehofer and the FDP, Guido Westerwelle work started in an atmosphere that was deemed "good". The parties called to form a new German government, at present in full negotiation, announced on 7th October that they had agreed on one thing, the supervisory authority of the banking sector. The CDU/CSU and the FDP agreed on the transfer of the competence of the supervision of the banking sector to the Bundesbank alone. But many many subjects remain a focus of conflict notably taxation, social issues, security and healthcare.

IMF

On 5th October the Director General of the International Monetary Fund, IMF, Dominique Strauss Kahn and the German Secretary of State for Economic Cooperation and Development, Erich Stather signed an agreement to enhance cooperation in the area of capacity building, in particular in developing and transition countries. The agreement covers both financial and technical aspects, notably by setting the foundations for better information exchange with regard to issues of common interest.

Austrian Chancellor Werner Faymann announed on 7th October that his country has progressed beyond the Lisbon Strategy objectives with regard to employment (72.1%) ie the fourth best level in the EU. He recalled that training and research were the two key elements in recovery. Finance Minister Josef Pröll welcomed fiscal reform and the package of measures taken by the Austrian government to face the crisis.

A Prosecutors meeting took place in Austria on 8th October - they came from the 27 Member States of the Union and are in charge of countering fraud and corruption. The meeting was organised by the European Anti-Fraud Office together with the Austrian Justice and Interior Ministries. The aim of the meeting that takes place each year is to foster permanent exchange on best practice and mutual expectations between the OLAF and the national judicial bodies. Participants notably debated the project to create an International Anti-Corruption School.

On 9th October the European Commission announced that it had appointed an emissary, Leopold Maurer, to Cyprus where negotiations are ongoing to put an end to the division of the island that dates back to 1974. "The President of the European Commission, José Manuel Barroso decided to second Leopold Maurer as his special representative for the UN Good Offices mission in Cyprus." This appointment follows a request on the part of the UN.

During a meeting with the ambassadors on 7th October the Spanish government head, José Luis Rodriguez Zapatero declared that the main objective of the Spanish presidency of the Union in the first half of 2010 will be to learn lessons from the financial crisis and to reassure European citizens. He plans to enhance the common monetary policy and economic policies so that the Union can become a vital player in the new world economic order. With regard to external relations the Spanish Presidency will particularly highlight relations with Latin America and the Mediterranean was well as with Russia and the USA.

Estonian President, Hendrik Ilves, who was guest to his Hungarian counterpart Laszlo Solyom and Prime Minister György Gordon Bajnai on 5th and 6th October, spoke of the close links that existed between the two states. He maintained that they shared foreign policy priorities, supporting enlargement to the Balkans and a European energy policy as well as weaknesses in the face of the economic crisis which was due to their economies which are mainly export oriented.

On 5th October the European Commission gave the greenlight to measures taken by the French State aiming to limit the damaging effects of the financial crisis on export companies. The measure in question aims notably to counter present difficulties in obtaining short term export credit insurance on the private market. The Commission concluded that this measure was within the limit of the Temporary Framework for State aid designed to encourage access to funding in the present context of the economic crisis.

Pierre Lellouche, French Secretary of State for European Affairs published an article on 6th October in the daily, Le Monde, on "The Franco-German Couple, United at the Service of Europe". Convinced that the Irish "yes" comprises the lifting of the final political barrier on the Lisbon Treaty he says that the Franco-German relationship is entering its "third stage", that of unity in the wake of reconciliation and misunderstanding. This phase, which is marked by the 20th anniversary of the fall of the Berlin Wall, should be that of political will to take the two countries to the heart of Europe and make the latter a vital player in the international arena.

On 8th October French Foreign Minister Bernard Kouchner received his Serb counterpart Vuk Jeremic. The latter maintained that his country's membership of the EU was an absolute priority and that a pause in enlargement would affect the EU's credibility in the region. Bernard Kouchner said that "all of the countries in the Western Balkans had to become EU members."

On 6th October Georges Papandreou, leader of the Greek Socialist party (PASOK) winner of the general elections on 4th October was sworn in as Prime Minister. He then announced the composition of his new government. The Prime Minister will also be Foreign Minister. He also created the post of Deputy Prime Minister, responsible for the coordination of economic affairs, defence and external relations. The new government comprises 16 ministers five of whom are women.

On 8th October MEPs debated the issue of the freedom of the press in Italy in the wake of court cases brought against Italian dailies by the President of the Council Silvio Berlusconi. Several MEPs have sounded the warning bell arguing that the EU should not be used to settle disputes that were national in nature. Others highlighted the need for common regulation with regard to this issue. MEPs decided 293 votes in favour 286 against, to approve a resolution relative to the freedom of information in the next plenary session in Strasbourg (19th-22nd October).

Berlusconi/Immunity

On 7th October the Italian Constitutional Court declared the "Iodo Alfano", the law of July 2008, illegal; this included the suspension of court cases against the highest State personalities during their term in office. The law was deemed contrary to articles 3 and 138 of the Constitution (citizens' equality before the law and obligation to pass via a constitutional law for this type of modification). The decision means that various cases of tax evasion and allegations of corruption involving the President of the Council, Silvio Berlusconi, will be re-opened. Although the outcome of these trials remains uncertain the decision on the part of the "Consulta" was welcomed with enthusiasm by the opposition and some of the public - it was severely criticised by the President of the Council and some of his allies.

Hungarian Foreign Minister, Peter Balazs received his Polish, Czech and Slovakian counterparts of the Visegrad group on 6th October. After the meeting the four ministers announced that they supported accession to EU membership on the part of the Western Balkan countries, notably during the Hungarian and Polish Presidencies of the EU. They also suggested their aid and expertise to the Balkan countries with regard to their integration strategy. Finally they offered an informal working lunch to their colleagues who had come from Albania, Bosnia-Herzegovina, Croatia, Kosovo, Macedonia, Montenegro and Serbia.

British Prime Minister Gordon Brown met his Hungarian counterpart, Gordon Bajnai for the first time on 9th October. The two leaders notably discussed the European Council and recent developments in the economic crisis. Gordon Brown presented his ideas to fund the fight against climate change, with the Copenhagen Summit on the horizon in December. The two leaders discussed the implementation of the Lisbon Treaty and their military commitment in Afghanistan.

During the annual conference on Baltic development in Stockholm on 5th October Latvian Prime Minister Valdis Dombrovski spoke on his country's economic situation and the region. He believes that the economic crisis has revealed that the Baltic region must develop greater mutual trade to achieve greater integration. He also admitted that the region's economic recovery depends above all on the Baltic States themselves but that the solutions were also to be found on a European level.

Latvian Prime Minister Valdis Dombrovskis met Finnish President Tarja Halonen on 8th October. Discussions focused mainly on the economic crisis that has severely been affecting the Baltic state. Ms Halonen expressed her solidarity towards her neighbour and encouraged the Latvian government to invest in social security and education in order to be better prepared to face crises such as these. Both leaders then discussed bilateral relations and their cooperation with regard to the Baltic Sea.

Lithuanian President Dalia Grybauskaite met her Finnish and Estonian counterparts, Tarja Halonen and Hendrik Ilves on 7th and 8th October. Discussions focused on regional cooperation, notably with regard to energy, the ratification of the Lisbon Treaty (and particularly the implementation of the new joint external service) and on economic issues. President Ilves said that a sustainable solution to the crisis had to be the EU's main priority and although the Baltic States were experiencing somewhat heterogeneous situations they were collectively responsible for the region's reputation.

In the wake of the trading of favours scandal, the Polish Sports, Justice and Interior Ministers had to resign on 5th and 7th October. They are under suspicion of having influenced the draft law on gambling to the advantage of casino owners.

Treaty/Ratified

Polish President Lech Kaczynski signed the Lisbon Treaty on 10th October in the presence of the President of the European Commission, José Manuel Barroso, President of the European Parliament Jerzy Buzek as well as the President in office of the European Union, Fredrik Reinfeldt. This signature comprises an additional stage in the implementation of the Lisbon Treaty. There now only remains the signature of the Czech President Vaclav Klaus.

Czech Republic

The Czech President is now the only one still not to have signed the Lisbon Treaty. He cannot indefinitely go against the sovereign vote cast by the elected representatives of the Czech people since the Czech Parliament approved the text both in the Chamber of Representatives on 18th February as well as in the Senate on 6th May. He himself was elected by the Parliament. The latter may sanction him if he decided to delay the signature under false pretences. The Constitutional Court has been addressed. In the meantime there is a growing number of meetings between Czech and European leaders. Swedish European Affairs Minister, Cecilia Malmström met Czech Prime Minister Jan Fischer in Prague on 8th October - the latter held a press conference on 7th October with Swedish Prime Minister Fredrik Reinfeldt, European Commission President José Manuel Barroso and European Parliament President Jerzy Buzek. He is convinced that the Czech President will sign the Treaty as soon as the Czech Constitutional Court has delivered its decision.

Romanian Prime Minister Emil Boc welcomed the signature of the "Joint Declaration relative to the Polish-Romanian Strategic Partnership" during an interview with Polish President Lech Kaczynski on 7th October. The latter also said that Romania could count on Poland's support for the development of the Nabucco project. Prime Minister Boc stressed the importance of this project in view of the diversification of energy sources and the means to provide natural gas to guarantee Europe's energy security.

Romania and Bulgaria want to develop jointly two hydro-electric power plants with the financial support of the EU said the Romanian Secretary of State for the Economy, Tudor Serban on 11th October. Specialists from both countries will meet to draw up a memorandum with regard to this which they will then present to the EU.

On 10th October in Zurich Armenia and Turkey signed two protocols that focus on the establishment of diplomatic relations and the development of bilateral cooperation between the two countries including the opening of their joint border. The two protocols now have to be adopted by the Armenian and Turkish parliaments.

Bosnia-Herzegovina

Negotiations

Swedish Foreign Minister Carl Bildt, whose country is holding the Presidency of the Union, met the leaders of the Serb, Croat and Muslim communities of Bosnia-Herzegovina on 9th October in an attempt to re-launch the dialogue process and the revision of the Constitution. The country has been in political stalemate for the last few months because of the nationalist rhetroic on the part of the leaders of all three communities. The Serbs want to keep their autonomy, whilst the Croats and the Muslims want to strengthen the central institutions. This meeting, in which the American Deputy Secretary of State Jim Steinberg took part, also aimed to conclude the closure of the office of the High Representative of the international community and to start the transition towards an office for the EU Special Representative, a reform that has been suspended for the last two years. Another meeting is planned for 20th October.

On 5th October Eurostat published statistics relative to the volume of sales in the retail trade. The latter show that in August 2009 sales decreased by 0.2% in the euro area in comparison with July 2009 (when they had already declined by 0.2%). In the Union the decline lay at 0.3% in August 2009, in comparison with July when sales in the retail trade remained relatively stable).

The European Statistics Office Eurostat published information relative to the GDP for the second quarter of 2009 on 7th October. With regard to the euro area the GDP diminished by 0.2% in comparison with the first quarter whilst across the entire EU the decrease was 0.3%. Slovakia was the country with the highest growth rate. During the first quarter of 2009 these decreases were respectively -2.5% in the euro area and -2.4% in the EU. In comparison with the same quarter in 2008 the GDP recorded a decline of 4.8% in the euro area against a drop of 4.9% in the Union.

On 5th October the European Trade Union's Confederation presented its study on "Climate disturbances, the new industrial policies and ways out of the crisis" which aims to analyse the impact of policies to counter climate change on employment by 2030. On this occasion European Employment Commissioner Vladimir Spidla recalled the Commission's initiatives that have been taken on two fronts; he stressed that although long term the fight against climate change offered new employment opportunities we cannot ignore the negative effects short term. It seems appropriate then to insist on the strategy which the Commission has been following for a long time, based on life-long training and a fair mix of flexibility and security on the labour market.

On 5th October the European Commission presented the "Gender and Education" report written by the independent Network of Experts in Social Sciences of Education and Training. The report's conclusions stress that in spite of progress inequalities persist between the sexes in education, ranging from the choice of subject to the results achieved - this also includes cultural aspects of education. The authors highlight the inter-relationship between gender and social class and belonging to a specific ethnic group or minority.

The Foreign Affairs Committee at the French Senate has just published an information report by Jean François-Poncet and Monique Cerisier-ben Guiga on "The Middle East in the Nuclear Age". From October 2008 and June 2009 the two senators undertook seven journeys to 15 countries in the Middle East for interviews and meetings. Interviews with specialists were also organised. This report addresses the main issues in the region, notably peace and security in Israel and Palestine, the denuclearisation of the Middle East, anarchy in Yemen and the reconstruction of Iraq.

The International Energy Agency decided to publish some of the conclusions included in its World Energy Outlook 2009 early to help in the preparation of the Copenhagen summit. The report highlights that the economic crisis is a chance to orient our energy model in a way that will lead to a reduction in CO2 emissions. The latter decreased more last year than previously forecast by the IEA partly because of the crisis. However 10,000 billion additional dollars will have to be invested ie between 0.5% and 1% of the world GDP in the energy sector between 2010 and 2030, but the savings created will be almost the same.

The Swedish Institute for European Studies has just published a study by Sideek Mohamed Seyad entitled "A Legal Analysis of the Global Financial Crisis from an EU Perspective". The author looks into legal and institutional issues that are linked to the financial crisis from the EU's point of view. He also offers readers a short assessment of the measures taken during the G20 in London in April 2009 and focuses on the possible impact of the crisis on the EU's future development. According to the author more has to be done because a destabilisation of the financial market may damage the stability and the good running of the single market.

Just as we are celebrating the 20th anniversary of the fall of the Berlin Wall the German Historical Museum has chosen to explore history via art. Until 10th January 2010 it is presenting a vast panorama of developments in German art, from East to West during the Cold War. The works of Joseph Beuys, Georg Baselitz, Wille Sette and Wolfgang Mattheuer have been rallied to provide a full, original overview of over 40 years of German art.

Nobel/Literature

On 8th October the Nobel Literature Prize 2009 went to German-Romanian writer Herta Müller. The jury made this choice because this author "with the concentration of poetry and the frankness of prose, depicts the landscape of the dispossessed." In her work Herta Müller describes her experience as a Germanic Romanian, her family's deportation to the Soviet Union, the opposition to the Ceausescu regime and the repression implemented by the Securitate.

The National Galleries of the Grand Palais are presenting an exhibition until 25th January 2010 entitled "From Byzantium to Istanbul. A port for two continents." This exhibition reviews the city's history which went under the name of Byzantium then Constantinople and finally Istanbul belonging successively to Greece, then the Roman, Byzantine, Ottoman Empires and then to Turkey.

The Tate Modern Gallery in London is organising an exhibition from 17th January 2010 entitled "Pop Life. Art in a Material World". This exhibition brings together works by Andy Warhol, Damien Hirst, Jeff Koons, and Takashi Murakimi who since the 1980's have been used trade and the media to build their own "brands".
