Elections/Germany

1 January 1970

Outgoing Chancellor Angela Merkel (CDU) won her wager by winning the general elections in Germany on 27th September. The CDU together with the CSU won 33.5% of the vote, the SPD, member of the outgoing coalition collapsed and achieved its lowest result since 1945 with 23% of the vote, the FDP achieved its highest score since 1961 and 14.6% of the vote, Die Linke (Left Party) led by Oskar Lafontaine and Gregor Gysi improved its result and won 11.9% of the vote. Finally the Greens rose above the 10% threshold with 10.7% of the vote. These elections fell victim to major abstention. The turnout rate was 70.8% ie the lowest figure ever recorded in Germany (-6.9 points in comparison with the previous election on 18th September 2005). The CDU/CSU and the FDP are due to form a "black-yellow" coalition government rapidly the Chancellor of which will be Angela Merkel who has been re-elected to office.

Elections/Portugal

1 January 1970

The Socialist Party (PS) led by outgoing Prime Minister José Socrates won the general elections in Portugal on 27th September. He won 36.50% of the vote and 96 seats (-25 less than in the previous election on 20th February 2005). The main opposition party, the Social Democratic Party (PSD) led by Manuela Ferreira Leite, won 29% (78 seats, +3). The People's Party (PP) led by Paulo Portas came third with 10.41% of the vote (21 seats, +11). The Left Bloc (BE) led by Francisco Louca win 9.13% of the votes (16 seats, +8) and the Communist-Green Party Coalition led by Jeronimo de Sousa won 8.6% (15, -1). Turnout was the lowest ever recorded in Portugal rising to 60.60% ie -3.66 points in comparison with the previous election on 20th February 2005. Although the PS won it has not however managed to take an absolute majority and will have to seek a government partner to form a coalition.

Elections/Greece

1 January 1970

The Greeks are being called to renew the Vouli (Parliament) on 4th October after Prime Minister Costas Caramanlis's decision to convene early elections. 23 political parties are running. One week before the election PASOK, the main opposition party is leading in the polls, ahead of New Democracy led by the outgoing Prime Minister. The KKE (Communist) come third, followed by LAOS (far right) and SYRIZA (far left). However it seems that PASOK will not be able to win an absolute majority and will therefore have to work with one or several other parties to govern.

Referendum/Ireland

1 January 1970

On 2nd October the Irish are being invited to vote for a second time on the ratification of the Lisbon Treaty. Just a few days before the vote 53% are due to vote "yes" and 26% "no"; two people in 10 (21%) are still undecided. A survey by Red C, published by the Farmers Journal revealed that 69% of farmers will vote in favour of the treaty in comparison with 15% who reject it; 16% still have not made their choice. Ireland is the last of the 27 Member States to adopt the treaty. The Poles and the Czechs have already ratified but their presidents still have to finalise the decision taken by their sovereign parliaments.

Financial Crisis

On 23rd September the European Commission adopted an important package of draft legislation to strengthen significantly the supervision of the financial sector in Europe. The aim of these enhanced cooperative arrangements is to reinforce sustainably financial stability throughout the EU; to ensure that the same basic technical rules are applied and enforced consistently; to identify risks in the system at an early stage; and to be able to act together far more effectively in emergency situations and in resolving disagreements among supervisors. The legislation will create a new European Systemic Risk Board (ESRB) to detect risks to the financial system as a whole with a critical function to issue early risk warnings to be rapidly acted on. It will also set up a European System of Financial Supervisors (ESFS), composed of national supervisors and three new European Supervisory Authorities for the banking, securities and insurance and occupational pensions sectors.

Hungary

1 January 1970

The World Bank approved a loan of one billion euros on 22nd September to Hungary as promised one year ago. This aid is designed to support budgetary reform, the financial stability programme and the reform of retirement pensions. The Hungarian economy suffered greatly at the start of the crisis. The IMF then released 53.7 billion additional euros for Hungary in the wake of a positive report on companies' economic and financial policies by the Administrative Council, which was published on 25th September.

Germany

1 January 1970

On 23rd September the German Central Bank, the Bundesbank, signed an agreement in which it promises to lend the International Monetary Fund 15 billion euros. This agreement is part of the commitment made by the EU at the beginning of the month to lend the IMF 125 billion euros to increase its resources in the face of the world economic crisis.

Iceland

1 January 1970

Icelandic Foreign Minister Ossur Skarphedinsson met IMF Executive Director, Dominique Strauss-Kahn on 22nd September. Discussions focused mainly on the Icelandic economy was well as on the economic recovery programme put forward by the Icelandic government, which was drawn up in consultation with the IMF last autumn. The Prime Minister also reviewed the Icesave affair - in which Iceland faces the Netherlands and the UK over lost funds in the Icelandic banks due to the financial crisis.

Luxembourg

1 January 1970

The European Investment Bank signed a partnership agreement on 23rd September with the BGL BNP Paribas in view of implementing a new generation EIB loan of 50 million euros for SMEs. The BNPs role will be to distribute funds from the EIB via its agencies in the form of loans to SMEs with less than 250 employees. These loans that span a wide range of economic sectors involve projects achieved in the Union for a maximum total of 25 million euros each. These "new generation" loans focus on flexibility and greater transparency by providing the beneficiary SMEs with the advantage of participation in the EIB, mainly by means of reduced interest rates.

G20

1 January 1970

The industrialised and emerging countries of the G20 lay down the foundations for new economic and financial governance on 25th September in the hope of avoiding another world crisis. In their final press release they decided to enhance their cooperation, and this went as far as accepting the right to question their partners on the way they are managing their economies with the aid of the IMF which emerges strengthened from this summit. In real terms the IMF will be responsible for monitoring any type of imbalance and for making economic policy recommendations to countries which will have to take adequate corrective measures. The G20 countries decided that it would become the main forum of international economic cooperation. They intend to "re-balance the growth" of the world economy and strengthen financial regulation to avoid any further crises. They defined a stricter framework with regard to traders' and bankers' bonuses, the mindboggling sums of which were the source of public anger.

According to the INSEE in the second quarter of 2009 the rise in the GDP in France was 0.3% after four consecutive quarters of decline. The recovery in the GDP notably lies in the improvement of the external trade balance. Indeed exports are rising (+0.7% after -7.4%), whilst imports are decreasing less than in the first quarter (-2.1% after -5.9%).

On the occasion of the UN General Assembly the Swedish Presidency of the EU put forward the European point of view with regard to climate issues. Swedish Prime Minister Fredrik Reinfeldt asked the USA and China to demonstrate great leadership in the matter by enabling an acceleration in negotiations. Swedish Environment Minister Andreas Calgren called on Europeans to act together, to maintain their pioneering role and yet simultaneously for partners to establish ambitious goals. He said he was pleased with work undertaken by the Japanese government as well as the American and Chinese Presidents' show of good will but he regretted the lack of firm commitments on the part of the two countries. Finally Swedish Development Minister Gunilla Carlsson pleaded in favour of an approach which associated development aid, trade, environmental and security policies.

The 27 European Education Ministers who met on 23rd and 24th September looked into the issue of the teaching profession, the key to any education policy. They stressed the importance of continuous vocational training as well as the exchange of experience Europe wide, to develop competences and aptitudes to teach. Several experts spoke consecutively to express their points of view notably Sir Michael Barber, former adviser to Tony Blair on educational issues who focused on the key role played by school heads.

Budget 2008

The European Commission presented its financial report on 22nd September with regard to the Community Budget 2008. During this time of crisis the financial burden weighing on the Member States did not increase and did not prevent stable funding. The share of the money devoted to employment, growth and competitiveness rises to 40% of the 116.5 billion euros in the Union's budgetary resources whilst subsidies allocated to the agricultural sector continue to decrease and total 37% of spending.

Environment

On 23rd September the European Commission decided to extend its environmental management system to all of its activities and its buildings both in Brussels and in Luxembourg. The Commission intends to implement a system based on the EMAS regulation (Eco-Management and Audit Scheme, a pilot programme launched in 2001), which defines and assesses the environmental parameters of its activities, thereby leading to continuous improvements notably in terms of the reduction of CO2 emissions.

Immigration

On 24th September the European Commission revealed the conclusions of a public consultation with regard to the adaptation of school systems to changes due to immigration. The Member States all face the same problems, notably inadequate coordination between education and social policies. Those interviewed highlight issues of equity and equal opportunities in education, on the prevention of segregation at school and support to establishments that lag behind. Most respondents to the consultation also found that the EU can play an important role in supporting the efforts of the Member States to develop good policies and in stimulating debates and exchanges in this area.

Asylum

On 25th September the European Commission published its annual report relative to the activities of EURODAC, the European biometric database that makes it possible to define which Member State is responsible for the examination of a request for asylum. This report shows an increase in the number of people arrested when they illegally cross the Union's external border. The Commission also establishes that the number of multiple asylum requests (presented by people who have already lodged a request, in the same country or in another Member State) has remained stable.

According to a report by the Commission on retail financial services published on 22nd September the way in which banks inform and advise their clients raises a number of issues. This notably concerns information that is often very difficult to understand, opaque banking tariffs, difficulties with regard to advice delivered and low levels of changes in bank. The report qualifies current account price structures as "very opaque which hardly allow the consumer to see how much they are paying and to be able to compare various offers." 66% of the banks studied had tariffs that were so unclear that the experts designated to establish the report had to seek out additional explanations from the banks in order to see what the real costs of the accounts were. Austria, France, Italy and Spain reveal a poor result in terms of transparency and feature amongst the most expensive countries with regard to bank accounts.

Justice/Internal Affairs

On 21st September the 27 Justice and Internal Affairs Ministers looked into issues related to the European asylum policy. They decided to create a joint European programme for the voluntary re-establishment of refugees in third countries and asked the Commission to present an action plan to address the specific issue of unaccompanied children. They also discussed the role and the development of FRONTEX operations in the Mediterranean area.

Competitiveness

The 27 Competitiveness Ministers met on 24th September and debated the means to improve the functioning of the internal market, so that it can serve as driver for economic recovery. They recalled their commitment to the suppression of impediments and the accomplishment of a fully operational internal market. They insisted on the need to focus on the implementation of real measures that benefit consumers and SMEs and to ensure they are effectively applied via improved information for citizens and increased coordination between Member States.

Energy

The Council of the European Union adopted a directive on 24th September relative to eco-design. This act aims to widen the scope of the existing directive in terms of the requirements to be respected to enjoy the free circulation of goods within the Union. From now only not only will energy consuming products be concerned but also products such as windows and taps. The targetted result is an improvement in efficiency both from an energy point of view as well as in terms of the use of resources thereby contributing to energy security supplies, the reduction of CO2 emissions and money saving for companies and users.

Food Aid

On 22nd September the Court of Auditors published an assessment of the community's food aid programme for the poorest. This measure is based on the transfer of agricultural products from community intervention stocks to charitable organisations. The Court looks notably into the opportunity of continuing to fund the programme under the Common Agricultural Policy since intervention stocks are decreasing gradually; the programme's social goal is far more important than the stabilisation of agricultural markets. Finally the Court points to certain lacuna in the coordination of national structures, the definition of priorities, the follow-up and management of financial resources.

Treaty Ratified

German President Horst Köhler signed the Lisbon Treaty on 23rd September thereby completing the ratification process. On 7th September the Robert Schuman Foundation and the Konrad Adenauer organised a lunch-debate with two legal experts, Rupert Scholz and Anne Levade. Their speeches focused on the effects of the German Federal Constitutional Court's decision on 30th June 2009 with regard to the European unification process. A report is available.

The 17th Bundestag which has just been elected will comprise 622 members. 239 will sit within the CDU/CSU group, 146 with the Social Democrats (SPD), 93 with the Liberals of the FDP,76 with Die Linke and 68 with the Greens.

The Austrian Statistics Office has just published an atlas of Austrian statistics. It draws up an overview of Austria's economic situation and compares this with other European countries and between the Austrian Länder. This on-line atlas is divided into thirteen chapters and looks into 270 different types of data. In addition to this it includes over 3,300 interactive maps.

UNESCO

Irina Bokova, a Bulgarian diplomat was elected on 22nd September Director General of UNESCO, the UN organisation responsible for implementing educational programmes, ensuring the safeguard of world heritage and acting in support of the freedom of expression. It is the first time that this position has been occupied by a woman or by a citizen from an Eastern European State.

Spain

Energy

European Energy Commissioner Andris Pielbags travelled to Spain on 23rd September to attend the inauguration of the biggest solar power plant in Europe. This plant uses the suns rays as a source of high temperature energy to produce electricity. It will produce enough "clean" electricity to fuel 10,000 houses and avoid the emission of around 12,000 tonnes of CO2 into the atmosphere. Mr Pielbags welcomed this initiative which is a response to both challenges in terms of climate change and energy supply.

Budget

On 26th September the Spanish government adopted a draft 2010 budget that distinguishes itself by its austerity. The draft, affected by the severe economic recession which Spain,is facing, plans for an 11 billion euro increase in taxes, including a VAT increase that may affect recovery. The government also reduced public spending projects by 3.9% in comparison with 2009. In spite of these austerity measures the Spanish government forecasts a deficit of 8.1% in 2010, well over the limit (3%) established by the European Stability and Growth Pact.

Estonia

On 24th September the Estonian government came to an agreement on principle with regard to the 2010 budget. This is due to be comparable with 2009 and fall in line with the Maastricht criteria. Spending devoted to the support of companies, the environment and eduction is due to rise, that devoted to defence will remain stable. To cover budgetary spending the government will continue the sale of its real estate and increase taxes on tobacco and alcohol. The Finance Minister will present the draft finance law to the Riigikogu, the only chamber in Estonian Parliament, on 30th September.

On 25th September in a joint declaration American President Barack Obama, his French counterpart Nicolas Sarkozy together with British Prime Minister Gordon Brown accused Iran of having dissimulated a second uranium enrichment site which is incompatible with the civilian vocation declared in the Iranian nuclear programme. The Heads of State demand that the regime in Teheran fall in line with international law under threat of renewed sanctions. The American, British and French leaders then asked the International Atomic Energy Agency (IAEA) to launch an immediate inquiry.

The number of job seekers increased in France by 18,100 in August to 2.55 million in terms of those without any work at all and by 32,000 to 3.7 million if part-time workers are included.

Ireland

Treaty/Poll

A poll that was published on 25th September in the newspaper the Irish Times declares the "yes" vote ahead in the ratification of the Lisbon Treaty by the Irish; at 48% the figures shows that the number of undecided has declined just a few days from the second referendum on 2nd October. The number of Irish who support the treaty has increased by 2 points in comparison with a TNS polls published by the newspaper on 4th September. In this new TNS poll voting intentions for the "no" had also risen however: these now total 33% in comparison with 29% previously. As the referendum draws closer it is mainly the undecided camp which seems to be declining since this poll reveals that this has lost 6 points, down to 19%. The undecided apart, the poll forecasts a total of 59% for the "yes" camp and 41% for the "no". During a first referendum that was held in June 2008 the Irish rejected the treaty by 53.4%

According to figures published on 22nd September by the Central Statistics Office for the first time since the formidable economic growth of the 1990's Ireland has become a country of emigration once more which is especially due to the departure of Eastern Europeans caught out by the recession that the "Celtic Tiger" has been experiencing since 2008. 30,100 people from the new EU Member States have gone home or emigrated to other countries whilst only 13,500 arrived in Ireland during the year ending in April.

Italy

The Italian government which approved the 2010 finance law on 22nd September reviewed its GDP forecasts upward for 2009 and 2010. It now expects a contraction of 4.8% this year and growth of 0.7% next year. This will lead to a deficit of 5.3% in the GDP this year and 5% next year, above the 3% limit set by the Maastricht criteria. The public debt is due to rise to 117.3% next year then decrease over the following years. The 2010 budget notably plans for additional resources using anti-tax fraud measures as a revenue base.

On 23rd September the Latvian-Russia Demarcation Commission met for the first time in Daugavpils, Latvia. Established in virtue of article 5 of the treaty signed on 27th March 2007 in Moscow by representatives of the Republic of Latvia and the Federation of Russia, this committee aims to define the exact border between the two countries.

Lithuanian President Dalia Grybauskaite met with her Ukrainian counterpart Viktor Yushchenko as the UN General Assembly took place on 23rd September. Ms Grybauskaite said she was concerned with Ukraine's projects to implement customs duties on certain merchandise that came from the Union and said that such a measure would reduce Ukraine's chances of signing an advantageous trade agreement with the EU. The Ukrainian President reassured her saying that the government was not planning to establish more customs duties. Discussions also focused on energy supplies and Ukraine's hopes with regard to the Euro-Atlantic alliance.

Defence

The Polish Ministerial Council's European Committee officially approved the programme put forward by the future Polish Presidency of the EU that is planned for the second half of 2011. The programme mainly highlights the development of the European Defence Policy, a subject on which Poland expressed great reserve previously. The turn-around comes after the American decision to abandon the installation of the anti-missile shield in the Czech Republic and Poland.

Portugal

Elections

The Portuguese Socialists won the general elections on 27th September heralding the return to office of outgoing José Socrates, who however does not enjoy an absolute majority this time round. Of the 230 representatives in Parliament only the seats of the four MPs from abroad have to be attributed; these will only be known on 7th October. Of the 226 seats available the PS won 96, the Social Democratic Party (PSD), the main opposition party, 78, the Democratic and Social Centre (CDS-PP), 21, the Left Bloc 16 and the Democratic and Unitarian Coalition of Communists and Greens, 15.

Czech Republic

Jan Fischer's government approved restrictive measures on 23rd September which are due to lead to a reduction in the Czech State's budget deficit in 2010 down from the initially planned 230 billion to 162.8 billion crowns -ie 6.5 billion euros, 5.2% of the GDP. On 25th September the Lower Chamber of the Czech Parliament approved this package of exceptional legislative measures designed to reduce the budgetary deficit in 2010. After a bitter two day debate broadcast live on state TV channel CT24, MPs gave their go-ahead.

Pope Benedict XVI travelled to the Czech Republic on 26th to 28th September. He notably spoke of the end of "oppressive regimes" in Eastern Europe.

Romania

Referendum?

Romanian President Traian Basescu advised on 24th September on the reduction of MPs in his country together with the creation of a single chambered Parliament in replacement of the present Parliament comprising a Chamber of Representatives and a Senate. According to the president this will make the parliament more effective. Decisions would be taken more easily, public spending would be reduced and the danger of corruption and bribery would be limited. The head of State is suggesting the organisation of a referendum on this on 22nd November, the day of the Presidential election.

On 28th September the Head of the Romanian government, Emil Boc announced he had dismissed Dan Nica, Home Minister in the wake of controversial comments about fraud allegations in the presidential election that took place on 22nd November.

United Kingdom

Disarmament

On 24th September the Security Council adopted unanimously a resolution in which all States commit to taking part in the Treaty on the Non-Proliferation of Nuclear Arms and for its members to negotiate nuclear disarmament. During this meeting British Prime Minister Gordon Brown announced that he was ready to reduce projects to build nuclear submarines in the UK and confirmed his country's commitment to maintaining an independent dissuasion force.

Long Live the EU!

In an interview with the Daily Telegraph British Secretary of State for Foreign Affairs, David Miliband spoke in defence of the EU and the Union's common foreign and security policy and also of the Lisbon Treaty. In his opinion the EU is the best possible means to defend British interests in a globalised world. He rejects a bipolar world centred around the USA and China saying that the EU must be the third world power.

Sweden

Budget

The Swedish government presented its budget on 21st September for 2010, just one year from the elections. This is marked by a rise in the public deficit which is due to a decrease in taxes and additional spending. In 2010 the public deficit will rise to 3.4% of the GDP according to the Finance Minister in comparison with 2.2% this year. The budget includes 3.2 billion euros of recovery measures to fight against rising unemployment and the economic crisis. The Swedish govenment which has made employment its priority has indeed witnessed a sharp rise in unemployment from 5.7% to 8% since it came into office three years ago. The government maintained its main economic forecasts with a recession of 5.2% this year, the worst result since 1945 together with growth of 0.6 points in 2010.

Moldova

Prime Minister

The Moldovan Parliament approved the investiture of the head of the Liberal Democratic Party, Vlad Filat as Prime Minister and approved the composition of his government, a first step to bring the country out of a long political crisis. Vlad Filat received the support of the coalition that won the general elections on 29th July. The parliament must now elect the President of the country but the government coalition does not have the necessary majority and will have to seek the support of some members of the Communist Party.

Serbia

Visas

Serbia has adopted a plan to counter organised crime, the last stage demanded by the European Commission before granting visa exemption for entry into the Union said Serb Home Minister Ivica Dacic on 24th September. The following day Deputy Prime Minister responsible for European integration Bozidar Djelic said that the government was going to send the report proving that Serbia was respecting all of the required conditions to the Commission. He hopes that the suppression of visas will be effective as from 1st December 1999.

During an informal meeting of the trade negotiations committee on 22nd September Pascal Lamy, WTO Director General recalled that the commitments made to free trade were struggling to become a reality whilst the Doha Round is due to end in 2010. He urged G20 members who were meeting in Pittsburgh to take their responsibilities by assuming their leadership so that political promises were transformed into real acts thereby accelerating an end to the crisis.

According to data published on 23rd September by Eurostat new industrial orders increased by 2.6% in July 2009 in the euro area and by 1.6% across the entire Union in comparison with June 2009. In comparison with July 2008 however new orders decreased by 24.3% in the euro area and by 24.9% in the Union.

Languages

On 24th September on the occasion of European Language Day Eurostat published data with regard to foreign language learning in the Union. Eurostat estimates that 60% of pupils in upper secondary education studied at least two foreign languages in 2007. Leading the way in Europe are the Czech Republic, Luxembourg, the Netherlands and Finland, the poorest being in the UK, Greece and Ireland. Amongst the adult population the number of people who speak at least two foreign languages barely rises to 28% across the entire EU reaching a maximum of 71% in Slovenia and a minimum of 7.7% in Hungary. France, Greece and Spain also achieve negative results in terms of the adult population's linguistic knowledge.

In its Economic Study of Europe 2009 published on 21st September the OECD maintains that the crisis is the right time to set in motion major structural reforms. The report puts forward proposals to stimulate innovation, reduce CO2 emissions, develop the single market and to continue the policy to free trade.

The European Central Bank (ECB) published a report entitled "Survey of the Euro Monetary Market 2009" on 24th September; it is based on a permanent panel of 105 banks and illustrates the main developments on the European Euro Market.

The European Data Protection Supervisor published his 2008 report on 24th September. The report establishes that significant progress has been achieved with regard to the supervisory and advisory role of the EDPS. Although most of the Community's organisations and institutions are on the right road in terms of respecting data protection rules, the EDPS insists however on stepping up systematic controls and follow-up in the implementation of recommendations.

FAO

1 January 1970

On 12th and 13th October a forum of high level experts will be held in Rome on "How to feed the world - 2050". With this in view the UN Organisation for Food and Agriculture published a report on 23rd September than plans for an increase in the world's population from 6.8 billion to 9.1 billion in 2050 ie a third more to feed. According to the FAO's publication this will require a 70% increase in food production hence the need to undertake major additional investments.

The Center for European Studies and the Bertelsmann Foundation have just published a study on the referendum in Ireland and its implications for the EU whatever the result of the vote.

Digital Europe

1 January 1970

The European Internet Foundation (EIF) has published a report on the position of Europe in the digital world by 2025. A result of joint work that started in 2008 this report is based on an analysis of the technological trends and the economic and political implications of the digital revolution; it draws up a series of precise recommendations for political decision makers. The report will be officially presented on 29th September.

Caravaggio/Bacon

From 2nd October to 24th January 2010 the exhibition "Caravaggio Bacon" will be held at the Galleria Borghese in Rome on the occasion of the 100th anniversary of the birth of the Irish painter and the 400th anniversary of the death of Caravaggio.

Palace/Potsdam

1 January 1970

A masterpiece of neoclassicism built at the heart of the first English landscape garden for the Kings of Prussia in Potsdam, the Marble Palace has been restored to its former splendour after many years of work. Bernd Neumann, the German Delegate Minister for Culture and Media, solemnly inaugurated the façade on 23rd September. The 40 rooms inside, each more sumptuous than the other, were re-opened to the public in 2006. The building still has to undergo renovation until 2013 as part of a plan on the part of the Foundation for Castles and Prussian Gardens of Berlin-Brandenburg.

Renoir/Paris

1 January 1970

From 23rd September 2009 to 4th January 2010 the National Galleries of the Grand Palais are holding an exhibition devoted to "Renoir in the 20th century". This exhibition aims to review an unknown period in the work of this painter who enjoyed undeniable prestige in the artistic world.
