Just as the 27 Heads of State and government of the EU met on 11th February in Brussels to support the euro and one of its members, Greece, which is suffering in particular, the chairman of the Robert Schuman Foundation, Jean-Dominique Giuliani, published an editorial on his site entitled, "Just a few lessons."

Election/Ukraine

1 January 1970

Viktor Yanukovich won the second round of the Ukrainian presidential election on 7th February. According to final results announced on 14th February by the Central Electoral Committee Viktor Yanukovich, leader of the Party of Regions won the election with 48.95% of the vote against 45.47% for Yulia Timoshenko, Prime Minister. "The Central Electoral Committee has declared Viktor Yanukovich the president elect of the Ukraine," announced the Chair of the Committee Volodymir Chavopal. According to Ukrainian law the investiture of the new President has to take place within 30 days of the official declaration of the results.

The Slovakian Finance Minister announced on 10th February that he was reviewing his growth forecast 2010 upwards to 2.8%. In 2009 the Slovakian economy contracted by 4.7%.

Portugal

1 January 1970

On 10th February the Republic of Portugal launched its first syndicated Obrigações do Tesouro (OT)to a total of 3 billion euros. Rumours of a rescue plan for Greece on 9th February led to a relative calming on the markets thereby enabling Portugal to establish a ten year bond. After the end of the operation the IGCP announced that this issue had attracted purchase intentions to over 12 billion euros in just a few hours, this was four times the amount requested.

Germany

According to figures published on 12th February by the German Statistics Office Destatis, the German GDP stagnated in the fourth quarter of 2009, thereby bringing the slight recovery observed in the second and third quarters to a halt (+0.4% and +0.7%). In the fourth quarter of 2008 the GDP dropped by 1.7%. In addition to this in 2009 Germany witnessed its worst external trade year since 1950 and China took away its title as the world's leading export country according to provisional figures published on 9th February. German exports declined last year by 18.4% in comparison with 2008 to a total of 803.2 billion euros.

According to figures published by the National Statistics and Economic Studies Institute (INSEE), the GDP increased in volume by 0.6% in the fourth quarter after a rise of 0.2% in the third. On average over one year the GDP declined by 2.2% ie the greatest decline since the Second World War.

Spain

1 January 1970

The Spanish economy remained in recession at the end of 2009 recording a GDP decline of 0.1% in the fourth quarter in comparison with the third according to provisional data published by the National Statistics Institute (INE) on 11th February. This figure is in line with the forecast published by the Bank of Spain on 5th February. In comparison with the fourth quarter 2008 the GDP declined by 3.1% and by 3.6% over the year as a whole.

Italy

1 January 1970

Italy, which had recovered growth in the third quarter suffered a sudden contraction in its GDP in the fourth quarter because of setbacks in industry and witnessed a 4.9% decline in its GDP over 2009 as a whole said Istat on 12th February. The GDP declined by 0.2% over the last three months of the year in comparison with the previous quarter said Istat in a press release. Year on year it declined by 2.8%. Over the whole year it fell by 4.9% added Istat ie slightly more than the government forecast of 4.8%.

Finland

1 January 1970

Finland witnessed the decline of its trade surplus in 2009 to its lowest level in 18 years due to the effects of the world economic crisis on its exports said the Customs office on 9th February. According to initial figures released by the Finnish Customs Office in 2009 the trade balance surplus fell by 44% in comparison with 2008 to 1.77 billion euros which suffered the lowest export rate since 1999.

Greece

1 January 1970

On 9th February the Greek government suggested delaying the average retirement age by two years as part of the measures it is taking to bring the country out of an unprecedented financial crisis. Greek Labour Minister Andreas Loverdos suggested the two year delay to be implemented by 2015 bringing the average retirement age up to 63. Greek Finance Minister George Papaconstantinou presented his salary policy and his fiscal reform including a range of measures to balance public accounts. On 10th February the Bank of Greece announced that the Greek budgetary deficit had decreased in January 2010 in comparison with January 2009, down to 818 million euros thanks to a reduction in spending and increased fiscal revenue. The Greek Prime Minister repeated his commitment to taking "all the necessary measures" to bring the public deficit of his country down to 8.7% of the GDP in 2010 as he visited Paris on 10th February and then on 11th after the European Council meeting in Brussels.

Iran

On 8th February the EU and the USA published a joint declaration condemning human rights infringements ongoing in Iran since the presidential election on 12th June, notably mass detention and trials, threats of execution towards demonstrators and the initimidation of their families and the non-respect of freedom of expression. High Representative Catherine Ashton also reacted on 9th February with regard to the Iranian nuclear issue.

Greece

1 January 1970

On 11th February the 27 Heads of State and government who met in Brussels for an extraordinary European Council agreed on a political declaration. They assured Greece of their solidarity in terms of preventing the country's bankruptcy and of defending the euro area as a whole; however they did not announce any measures for real financial aid. This declaration excludes any EU rescue plan in the shape of guarantees of Greek loans or the payment of loans. Greece has been invited to take drastic measures to emerge from this dire situation.

On 8th February the European Commission announced the winner of the competition to design a new Union logo for organic products. Over the last two months nearly 130,000 people voted on-line to choose from the final projects selected by the jury from 3,500 which had been put forward by fine arts and design students. 63% of them chose the "Euro-leaf" by German student Dusan Milenkovic. The regulation relative to organic agriculture will now be modified and as from July 1st the logo will have to feature on packaging of organic products that have been produced in the EU - the rule will be optional with regard to imported products.

Internet

The European Commission published a study on the implementation of the principles adopted in 2009 by 25 social networking sites; these principles aim to protect the personal data of children. The Commission is pleased with the measures taken to protect children who go onto these sites since it is now easier to change privacy settings, block users or delete unwanted comments and content. However the Commission says more needs to be done, notably with regard to making profiles of under-18 users visible only to their friends by default or by responding to user reports asking for help or those reporting abuse so that young people think twice before posting data on-line.

On 11th Februrary Neelie Kroes,the European Commissioner responsible for the Digital Agenda, invited Member States step up work with regard to the single European emergency number 112. According to a Eurobarometer survey 75% of Europeans still do not know that they can dial 112 everywhere in the Union to call the emergency services. The best effort has been achieved in Belgium, Slovakia and Slovenia where the percentage of citizens who are informed has risen sharply over one year. The best informed are the Czechs, the Luxembourgers and the Poles; the least informed are the Italians, Greeks and the British. In most countries 112 is included in the directories and on emergency vehicles. Legal action has been launched by the Commission in several instances to guarantee that the 112 works well; action is still ongoing against Italy for it not guaranteeing location information when there is a call from a mobile phone.

Barroso II

The European Commission was sworn in by European Parliament on 9th February. Commissioners will therefore now be able to start work. The college's first meeting is planned for 17th February.

Haiti

1 January 1970

On 11th February the European Commission suggested using the EU's emergency reserve to provide Haiti with an additional sum of 90 million euros in humanitarian aid, notably in view of funding the urgent need for shelter and the distribution of food and medicines. Giving Haitians a sound roof over their heads is a priority for Kristalina Georgievea, Commissioner for International Cooperation, Humanitarian Aid and Crisis Response.

Barroso II

MEPs elected the new European Commission on 9th February 488 votes in favour, 137 against and 72 abstentions. The Social Democrats and the Liberals only gave their conditional support to the new Commission asking it to work as a college taking into account the various political orientations. The Greens voted against, saying however that they were ready to work on some issues.

Relations/Commission

On 9th February MEPs approved the principles of an agreement governing their relations with the Commission. The agreement acknowledges that Parliament has the right to equal treatment alongside the Council (access to meetings and documentation on the Commission's meetings with national experts), an improvement in the executive's responsiblity (with regard to the European external action service and with regard to Commissioners from whom Parliament withdraws its confidence), greater influence and clear deadlines with regard to its legislative iniatiatives, the right to consultation with regard to regulation procedures and finally a greater role in international negotiations. The final text will be written by the Commission before June and then submitted for the MEPs approval.

Yemen/Iran/Haiti

On 10th February MEPs approved three international policy resolutions. They voted in favour of the implementation of financial aid for Haiti and commitment to reconstruction, with particular attention being paid to women and children; they suggest a moratorium on adoptions, the creation of an EU civilian protection force and the cancellation of the country's debt. The resolution on Iran denounces the repression of demonstrations after the election which was marred by fraud on 12th June 2009, infringements of the freedom of expression, executions, the nuclear issue and the cancellation of the visit of a delegation of MEPs. They finally expressed their concern with regard to the deterioration in the economic and security situation and the presence of Al-Qaeda in Yemen - they asked for a cease-fire and encouraged the Yemeni government to step up reforms - they requested the liberation of European hostages and the creation of a European training programme for civil servants.

Personal Data

On 11th February MEPs refused (378 votes against 196) to give their consent to the interim agreement between the EU and the USA with regard to the transfer of banking data via the SWIFT network and asked for the negotiation of a new agreement that respects fundamental rights notably with regard to the protection of personal data and legal aid. MEPs believed that the agreement did not guarantee a fair balance between security and civil liberties and that agreements with regrad to legal assistance already enabled exchange of data for anti-terrorist measures. MEPs also looked into the installation of body scanners in airports which the Commission is studying right now in terms of their efficacy and compatibility with fundamental rights and health issues.

Enlargement

On 11th February MEPs welcomed the work undertaken by Croatia and the Former Republic of Yugoslavia Macedonia in view of accession to the Union; they deplored however the limited progress made by Turkey. All still have to achieve progress in terms of freedom of expression, women's and minorities' rights, the rule of law, the fight against corruption and organised crime. MEPs notably requested, 582 votes in favour 24 against, that negotiations with Croatia be concluded in 2010 which will provide positive impetus to integration on the part of the rest of the region; it will also promote the European Council's acceptance of launching negotiations with Macedonia. With regard to Turkey the resolution deplores the Constitutional Court's recent decisions and the lack of progress with regard to the Cypriot issue asking for the withdrawal of troops and the respect of the association agreement.

On 10th Februay MEPs adopted a resolution calling on the Commission and the Member States to support the inclusion of blue fin tuna on the list of protected species at the Conference of the Parties to the Convention on International Trade in Endangered Species (CITES). The 27 Fisheries Ministers will try to come to a joint position on the issue on 22nd February and present it during the next CITES conference from 13th to 25th March. Spain, Greece, Cyprus and Malta continue to oppose the ban.

The 27 European Research Ministers called on 8th February for the promotion of a new economic model based more on knowledge with an increase in investments in R&D, greater confidence with regard to researchers and greater responsibility towards citizens. In their opinioin science and research are part of the answer to the economic crisis. They agreed on the organisation of thematic conferences, the establishment of more detailed indicators with regard to investments and research mobility and to look more closely at the relationship between science and poverty. Conclusions were repeated in a declaration that will be unanimously adopted during the next "Research Council" on 1st and 2nd March.

Electric Car

The development of the electric car in Europe was the focus of the meeting of the 27 Industry Ministers on 9th February. An agreement was reached for the Commission to head this initiative and present in May a common strategy that will aim to promote standardisation measures both in the manufacture of components (battery and the plug to enable recharging in any EU country) and measures to encourage their purchase (special lanes, better parking conditions, or the exemption from licencing taxes). Representatives of the private sector were also present, since the Commission wants to develop partnerships between governments, European institutions and industry.

The 27 European Transport Ministers who met in A Coruna on 12th February tried to progress towards the harmonisation of airport security measures. They plan for the use of more advanced technologies which include the installation of body scanners in airports "on condition that the people's privacy is respected (...) and remains protected on a community level."

Germany

Bonus/Banks

On 9th February the German government adopted a draft law aiming for better control of the remuneration paid out by banks and insurance companies. It plans to increase transparency and to make these more dependent on companies' long term results. It is therefore transposing the new international standards adopted by the G20 in 2009. The government's draft law gives the Finance Minister the power to regulate the details of remuneration systems - for example with regard to their organisation, their control, how they are put together and their publication. This strengthens the competence of the Federal Office for the Control of Financial Service Providers (BaFin). The draft law is to come into force in October 2010 at the latest.

Afghanistan

The government adopted, subject to the German Bundestag's greenlight, the extension of German troop participation in the international assistance force in Afghanistan (ISAF) until 28th February 2011. With a new mandate for the Bundeswehr the government is implementing its change in strategy: the enhancement of reconstruction and training of Afghan security forces, an almost twofold increase in civilian commitments as well as the re-integration of rebels into society will be the foundation of the "transfer of responsibility". Of the 5,350 soldiers engaged 1,400 will affected to training in the future. On 10th February German Foreign Minister Guido Westerwelle spoke to the Bundestag with regard to the German commitment to Afghanistan.

Hartz IV

On 9th February the German Constitutional Court deemed the benefits system for the poorest, which is paid to over 6.5 million people, to be inadequate and called on Berlin to review measures by the end of December. "This judgement is unequivocal and society has to pay, it is clear," commented the Labour and Social Affairs Minister, Ursula von der Leyen. The Court had demanded that the so-called Hartz IV reform be reviewed entirely - this reform merged social aid and unemployment benefits together in 2005.

On 11th and 12th February the High Representative for the Common Foreign and Security Policy, Catherine Ashton met Austrian Chancellor Werner Faymann and Foreign Minister Michael Spindelegger. Discussions mainly focused on the EU's military mission in Haiti, the EU's energy security, the situation in the Balkans, negotiations with Turkey, as well as on the common security policy.

Serbia

On 10th February Austrian Foreign Minister Michael Spindelegger travelled to Belgrade where he met his Serb counterpart Vuk Jeremic. Although Austria supports the process to bring the Western Balkan countries closer to the EU Michael Spindelegger recalled that the settlement of problems in this area and notably historical issues were still the responsiblity of the various States. Discussions also focused on Kosovo, on the importance of regional cooperation and on the Austro-Romanian initiative to build synergy on the Danube. They also spoke of the ratification of the Serbia-EU Stabilisation and Association Agreement, which Serbia has already ratified and which comes into force at the beginning of February; discussion also focused on the interim trade agreement between the EU and Serbia.

Bulgaria

On 10th February the European Commission authorised Bulgaria to receive subsidies to a total of 2.6 billion euros after the greenlight given on 9th February for aid of 1.4 billion euros announced by Bulgarian Prime Minister Boyko Borissov. The new aid involves European programmes in the areas of competitiveness and transport, regional development and technical aid.

The Social Democratic party, Edek, which has two ministers in office decided on 8th February to withdraw from the government coalition accusing President Demetris Christofias of having accepted "unacceptable comprises" in the negotiations on the reunification of Cyprus. The decision brings the two year period of often difficult cohabitation between the three parties who were members of the ruling coalition to an end.

Afghanistan

On 12th February the Spanish government announced that it had given the greenlight to the dispatch of 511 additional soldiers to Afghanistan which will bring its contingent there to nearly 1,600 men. "This new contingent will comprise three teams of instructors for the Afghan army, a protection unit and logistic support and support for HQ," said Spanish Defence Minister in a press release. Spain also intends to send a team of around 40 civil guards to train the Afghan police. The dispatch of reinforcements still has to be approved by the Spanish Parliament. Defence Minister Carme Chacon will ask MPs their permission on 17th February.

Lebanon

On 8th February King Juan Carlos of Spain arrived in Lebanon for his first visit to the country. He inspected the troops of the UN interim Force (UNIFIL) which is deployed in South Lebanon and under the command of Spaniard Alberto Asarta Cuevas. Together with the Spanish Defence Minister, Carme Chacon and dressed in military uniform the king laid a wreath of flowers in tribute to the Spanish Blue Berets killed during their mission in Lebanon. Juan Carlos was guest to Lebanese President Michel Sleimane who welcomed "Spain's commitment in view of achieving fair and overall peace in the Near East," and he guaranteed the king that the UNIFIL had his total support.

Estonia has earned itself the nickname of "E-stonia" not only thanks to its cutting edge IT sector but also because of the services it offers to individuals via the Internet and mobile phones. In addition to election via the internet (and by mobile phone during the election in 2011), Estonians can also purchase transport tickets or pay their parking lots with their mobile phones. They can declare their taxes on-line. The latter option is the inhabitants' favourite in this small country that lies on the shores of the Baltic; it comprises 1.3 million inhabitants and entered the EU in 2004. The "e-government" site is a portal for a range of on-line services from enrolment to State exams to requests for family allowance which are subject to a digital signature.

The Summit for action in the Baltic Sea took place in Helsinki on 10th February. Under the guidance of the Finnish Presidency Tarja Halonen, Finnish Prime Minister, Matti Vanhanen and Ilkka Herlin, chair of the Baltic Sea action group, this summit rallied the heads of state and government and the ministers of the 11 states bordering the Baltic Sea together with many companies and NGOs. The aim of this meeting was to set goals to promote the protection of the Baltic Sea and to improve its ecological situation. Real commitments were made, the implementation of which will be monitored by an action group.

Gas

Finland gave its final agreement on 12th February for the gas pipeline, Nord Stream to pass through its territorial waters thereby lifting the final legal impediment to the construction of the said pipeline that is due to supply the EU with Russian gas. "The adminstrative agency of Southern Finland granted Nord Stream AG permission to build its pipeline from Russia to Germany passing via an exclusively Finnish economic zone," said the regional authority in a press release.

French Prime Minister François Fillon visited Kabul on 11th February. He re-iterated the firmness of French commitment with regard to its American ally. The French army will stay in Afghanistan "the time needed to ensure stability" he added.

Justice

On the opening of a seminar at the Court of Appeal on 11th February, Michèle Alliot-Marie, Minister of State, Garde des Sceaux, Justice and Freedom Minister, said that the idea of a European prosecutor's office was "absolutely possible". The Lisbon Treaty "leads us to this". The treaty establishes that the future European prosecutor's office will aim to "seek out, prosecute and send to trial those who commit or abet crimes which damage the Union's financial interests." The fraud suffered by the Union's budget is estimated at over "one billion euros per year," she said. Ms Alliot-Marie believes that this office has to "a useful institution that fits well into the EU's laws and institutions," and "it must fall back on our national legal customs." Its implementation will be achieved via the coordination of existing criminal cooperation agreements and thanks to the "development of Eurojust", the European organisation for judicial cooperation.

In December 2009 the industrial production index dropped by 0.7% in comparison with the previous months according to data published by the National Statistics Institute (Istat) on 10th February. On an annual scale production decreased by 2.3% in gross data, but if the calendar adjustments are taken on board, ie the number of days worked, the decline totals 5.6%.

Croatia

The President of the Italian Council Silvio Berlusconi received his Croatian counterpart Jadranka Kosor on 8th February. He confirmed his support of Croatia's rapid integration to the EU. They also spoke of the possibility of increasing economic cooperation between the two countries.

Nuclear

On 10th February the Italian government announced the final decision with regard to the means of returning to the use of nuclear power but opposition to the atom remains high in Italy which gave up the use of this technology over twenty years ago after a referendum in the wake of the Chernobyl disaster. The construction of power plants will start in 2013 and come into operation as from 2020.

Albania

On 12th February the President of the Italian Council Silvio Berlusconi met his Albanian counterpart, Sali Berisha for the signature of a strategic partnership agreement. Silvio Berlusconi highlighted the quality of their bilateral relations both on a political, economic, industrial, commercial and cultural level. The two men discussed a number of Albanian projects in the areas of energy (turning liquid gas back into gas, thermo-electric and nuclear plants), which Italy is interested in. Amongst the initiatives on the agenda were a project to promote tourism between the two countries. Finally Silvio Berlusconi re-iterated his support for Albania's integration into the EU.

Lithuanian Health Minister Algis Caplikas resigned on 10th February after a corruption scandal in which his deputy was involved. He explained to the press that staying in government "would not make much sense" after the leader of the Lithuanian Parliament, Irena Degutiene criticised him in public.

The Netherlands gave its agreement on 12th February to the opening of the vital chapter on judicial power and fundamental rights which has remained in stalemate for a long time in the membership negotiations between Croatia and the EU. This chapter has been blocked for a year since cooperation on the part of Zagreb with the International Criminal Tribunal was considered inadequate by the Europeans. "This is good news for the government and for Croatia," said Croatian Prime Minister Jadranka Kosor.

Macedonian Prime Minister Nikola Gruevski travelled to Prague on 9th and 10th February. He met Czech President Vaclav Klaus and Prime Minister Jan Fischer. They took part in an economic forum to increase economic relations between the two countries. They signed an agreement to fight organised crime.

Bulgaria

On 8th February British Prime Minister Gordon Brown received his Bulgarian counterpart Boyko Borissov. He welcomed Bulgaria's decision to increase its number of soldiers in Afghanistan. The two heads of government also spoke of the European economic situation: they agreed on the need to implement economic reform and to promote the creation of jobs and growth in Europe. They also hope to enhance bilateral cooperation with regard to energy and climate change, economy and security.

On 12th February Roko Zarnic, professor at the University of Ljubljana was appointed Environment Minister in replacement of Karel Erjavec, whose management as head of his ministry had been challenged by the Slovenian Auditors Court. Mr Zarnic is an expert in construction materials and anti-sismic procedures. He was appointed by the Slovenian parliament, 48 votes in favour 2 against out of a total of 90 MPs.

Albania

The head of Albanian diplomacy Ilir Meta indicated on 12th February that Albania had made great progress over the last six months and at present met the European Commission's criteria to benefit from the lifting of visas for travel in the countries of the EU. The EU abolished visa requirements for the citizens of three countries in December (Serbia, Montenegro and Macedonia) after the finalisation of reforms requested by Brussels.

Ukraine

Presidential Election

The Central Electoral Commission in Ukraine promulgated the final results of the presidential election the second round of which took place on 7th February. Viktor Yanukovich, leader of the Regions Party won the election with 48.95% of the vote against 45.47% for Yulia Timoshenko. The next president of the Ukraine, who cheated in the 2004 election has succeeded in changing his image and took advantage of the Ukrainian disillusionment with regard to the "Orange" leaders and their permanent rivalry. Prime Minister Yulia Timoshenko contested the result saying that major infringements had taken place in the areas of Donetsk, Louhansk and in the Crimea. She intends to demand a new count of the votes in these regions via a court decision. However the OSCE as well as other observers present said that the election was fair and in line with democratic standards. Her action therefore has little chance of success in terms of making any significant change to the voting results or to the invalidation of the election.

According to data published by Eurostat on 12th February industrial production decreased by 1.7% in the euro area and by 1.9% in the EU in December 2009 in comparison with November 2009. In November production increased respectively by 1.4% and 0.9%. In December 2009 in comparison with December 2008 industrial production decreased by 5% in the euro area and by 4.9% in the EU.

Growth

According to figures published by Eurostat on 12th February the GDP in the euro area and that of the EU increased by 0.1% in the fourth quarter of 2009 in comparison with the previous quarter. In the third quarter of 2009 the growth rates were respectively +0.4% and +0.3%. In comparison with the same quarter a year previously the GDP in the euro area dropped by 2.1% and that of the EU by 2.3% in the fourth quarter of 2009, against -4% and -4.3% in the previous quarter. In the fourth quarter of 2009 the US GDP rose by 1.4% in comparison wtih the previous quarter after +0.6% in the third quarter of 2009. In comparison with the same quarter the previous year the US GDP increased by 0.1% (-2.6% in the previous quarter). Over 2009 as a whole the GDP of the euro area dropped by 4% and that of the EU by 4.1%.

The Bertelsmann Foundation has published an issue of its review Spotlight Europe devoted to the EU2020 strategy which is to replace the Lisbon Strategy. This new economic strategy is to focus mainly on sustainable growth, which is possible if new governance is implemented. The 2020 Strategy requires a real comparative analysis, a body of European experts and an increase in the European research budget.

Commission

The Center for European Reform (CER)has published a study on the economic philosophy of the new Commission (The New Commission's Economic Philosophy). The general orientation of the Commission's economic policy is unlikely to change much: it will continue to defend the single market, free trade and a strong competitive policy. However the Commission's economic policies will inevitably be applied in a context of low growth and high rates of unemployment. The most immediate challenge facing the Commission will be to avoid the bankruptcy of Greece and that of any other Euro area State. It will have to set out a convincing programme for economic reform "EU 2020". Its third challenge will be to reconcile the pressure played by some Member States in support of stronger industrial policies with the defence of a single market and the acceptance of an independent competition policy.

The Montaigne Institute has published a study by Frédéric Bonnevay who is suggesting the creation of a common funding tool for the European economy: the Eurobond. In this study entitled "Pour un Eurobond - Une stratégie coordonnée pour sortir de la crise" (In support of a Eurobond - a coordinated strategy to exit the crisis), the author looks into the running of the euro area and highlights drawbacks. Via an analysis of Berlin and Paris's reactions to the crisis of 2008 he sees what can be learnt and puts forward a re-formulation of the budgetary convergence mechanisms by way of the Franco-German tandem. The key to the reform put forward, the 'Eurobond', a European debt contract, would ensure the coordination of budgetary policies and revive the credibility of and effectiveness to the common monetary policy.

20 Suits for Europe

As part of the Spanish Presidency of the European Union an exhibition entitled "20 Suits for Europe" is presenting its version of major literary works via fashion in Brussels. Twenty Spanish and also Belgian and Hungarian designers have contributed to this project. "This exhibition brings us closer to fashion and literature through fabric and the written word, two of the mediums that clothe our day-to-day existence; two of our leading industries; and two of the emblems of European culture," declared the Spanish Culture Minister, Angeles Gonzalez-Sinde. The travelling exhibition will be in Budapest and Madrid as from March and April next after having previously been welcomed by the Cervantes Institutes in Tokyo, Beijing and Milan and also in the towns of Istanbul and Badajoz.

Exhibition/Frankfurt-am-Main

The Schirn Museum of Frankfurt-am-Main is devoting a wide ranging perspective to work by Georges Seurat (1859-1891) until 9th May. Entitled "Georges Seurat. Figur im Raum" (Georges Seurat. A person in space) the exhibition presents sixty pieces of work ie paintings as well as studies and drawings. The exhibition is being presented in partnership with the Kunsthaus of Zurich where the works of art were already on show last year.

Cinema/Attendance

Attendance to cinemas in the EU again came close to a billion entries in 2009 said the European Audiovisial Monitor in Strasbourg on 11th February. In an initial estimate the Monitor indicated that cinema entries in the EU rose to 985 million tickets sold, ie +6.5% over one year. The rise applies to 18 of the 24 EU member states which provided statistics. In absolute values Germany witnessed the highest rise (+13.1%), followed by France (+5.7%), the UK (+5.6%). For the first time in five years Spain recorded a rise in attendance (+2.8%) whilst in Italy the rate decreased marginally (-0.4%).

Retrospective/Godard

The Italian National Cinema Museum in Turin opened a complete retrospective on 10th February in tribute to Franco-Swiss film director Jean-Luc Godard who is to celebrate his 80th birthday on 3rd December. The exhibition will run until June. The retrospective during which all of the film-maker's work will be shown in chronological order kicked off with "A bout de souffle" (1959) on 10th February.

An Italian photographer Pietro Masturzo is the winner of the World Press Photo Award 2009 for a shot of demonstrations in Iran announced the organisers of the most prestigious competition in journlistic photography on 12th February in Amsterdam.

Exhibition/London

The Modern Tate in London is presenting a retrospective devoted to American painter of Armenian birth, Arshile Gorky until 3rd May - his work is "key in American art in the mid-20th century." This retrospective helps us see how Arshile Gorky, after having absorbed a multitude of influences from European Modernist painting, prefigures abstract Expressionism by American painters such as Jackson Pollock, Willem de Kooning and Mark Rothko.
