The Robert Schuman Foundation and the Centre for Transatlantic Relations of the Johns Hopkins University have published a book by M. Foucher and D. Hamilton on "France, America and the World: a new era in Franco-American relations?" In this bilingual book (French and English), American and French experts look at the decisive elements in the key issues that France and the USA are facing. This work is available on the Foundation's site.

The association, Visions d'Europe at the IEP of Lille invited Pascale Joannin, General Director of the Robert Schuman Foundation to take part in a conference on 16th December at 18:00 on the theme of "Europe and Women".

Support the Foundation

Acknowledged for its usefulness to the public by a decision dating 18th February 1992 published in the Journal Officiel on 21st February 1992 the Robert Schuman Foundation is eligible to receive donations from private parties and companies. Tax payers enjoy an income tax rebate equal to 66% of the amount within a limit of 20% of taxable income (art. 200-3 CGI). Companies that pay income tax or company tax benefit from a 60% tax rebate within a 0.5% limit of turnover (art. 238bis 2 CGI). Private parties subject to solidarity tax on wealth can remove 75% of the total of their gift within the limit of 50,000 euros (art. 885-0 V bis A CGI). Financial Crisis

Belgium

The National Belgian Bank published its economic forecasts for 2009 and 2010 on 7th December. According to its 2010 forecasts there will 1% growth in the GDP (in comparison with -0.2% in its June 2009 estimates). The Bank believes that pubic finances in 2010 will decline into a -5.4% deficit. This is slightly less than the figures forecast by the government (-5.6%).

Romania

1 January 1970

The national agency for employment in Romania (ANOFM) announced on 9th December the country's unemployment results. This had reached 7.5% in November in comparison with 7.1% in October 2009 and only 4.1% in November last year. The total number of unemployed is now 683,123 people including 298,000 women.

ECB

1 January 1970

The Chairman of the European Central Bank, Jean-Claude Trichet granted an interview to the Belgian newspapers "L'Echo" and "De Tijd" on 10th December. He repeated that the level of the ECB's main interest rates of 1% were adaquate as well as his intention gradually to do away with the ECB's exceptional liquidities injections established to release pressure caused by the financial crisis. He is expecting positive but moderate growth of the euro zone economy saying that it is normal for the economic recovery to take time.

UK

1 January 1970

On 9th December British Chancellor of the Exchequer Alistair Darling presented the major lines of the 2010 budget. He announced the creation of a bonus tax that banks will have to pay when they issue bonuses of over £25,000 (27,500 euros) to their employees by next April. This tax will rise to 50% of the total of the bonuses and should bring in 550 million pounds to the authorities ie 600 million euros. This temporary tax will concern all banks operating in the UK. The sums gathered will be used to fund employment aid that is one of the budget's priorities, as well as measures designed to reduce lending and guarantee growth. The draft budget also includes environmental measures, investments in transport infrastructures, free school meals for low income families and the funding of military operations in Afghanistan.

Brown/Sarkozy Column

1 January 1970

French President Nicolas Sarkzoy and British Prime Minister Gordon Brown signed a column in the Wall Street Journal on 9th December calling for a world taxation of bonuses. Both leaders plead in favour of a "long term world pact" for bank regulation in the name of Europe and in its role as pioneer. Believing it "unacceptable" that tax payers run the risk of having to take on the responsibilities of paying for financial market losses which have remained "opaque" and shrouded in an "excessive short-termism" Mssrs Sarkozy and Brown hope to strengthen and extend control together with surveillance to the entire world.

Greece

1 January 1970

Greece's debt totals "300 billion euros, the biggest in modern Greece's history", said Deputy Finance Minister Philippos Sahinidis to Parliament in Athens on 10th December. The budgetary deficit is also the highest in 16 years he added. In the draft budget for 2010 delivered to Parliament last month and which has to be approved at the end of December the public debt totals 294,950 billion euros (120.8% of the GDP). Greek Prime Minister George Papandreou asked for a meeting of all party leaders to fight against corruption and tax fraud in order to send out a powerful message abroad, thereby demonstrating Greece's will to "clean-up" its economy. On 8th December the rating agency Fitch lowered the country's rating as well as that of its four main banks to BBB+ and said it was extremely concerned about the future economic outlook.

Italy

1 January 1970

In the 3rd quarter of 2009 the Italian GDP increased by 0.6% in comparison with the second quarter but declined by 4.6% in comparison with the same time the previous year according to data published on 10th December by the National Statistics Institute (Istat). In addition to this in October according to provisional data published on 10th December by Istat the industrial prodcution index increased by 0.5% in comparison with September 2009. Industrial production however had decreased by 14% in comparison with the month of October 2008.

Spain

1 January 1970

On 9th December the ratings agency Standard & Poor's reduced the Spanish economic perspective to "negative" against "stable" due to its public deficits. The following day the head of the Spanish government José Luis Zapatero presented the 2009 economic report. "Our country, in spite of a major fiscal achievement, will present a GDP debt level nearly 20 points lower than the European average in 2010," he declared, adding that recovery of growth was "imminent". Spain has been in recession since the end of 2008 and its public finances are deteriorating. In 2009 the government is forecasting a deficit of 9.5% of the GDP. The forecast for 2010 is 8.1%. Spanish public debt, lower than that of its neighbourgs thanks to budgetary surpluses created during years of high growth is estimated at 62.5% of the GDP in 2010.

France

According to INSEE data published on 10th December the decline in employment has continued over the third quarter. Paid work in trade has dropped again: -93,100 jobs, ie -0.6%. In industry the greatest contraction in empoyment started in the second quarter of 2008 and it continued to decline (-1.4%). Finally jobs in the tertiary sector are still declining in spite of a recovery in temping work (+8.5%, ie +36,900 jobs).

Germany

1 January 1970

Germany's public deficit will reach 6% of its gross domestic product (GDP) next year, double the limit established by Brussels, ie an absolute value of 145 billion euros, according to figures sent out on 10th December. The German public deficit includes those of the Federal State, the Regional States and authorities. The federal State alone is facing a budgetary deficit of over 100 billion euros, according to these figures against 60 billion this year.

Austria

Austria came out of recession in the third quarter with a 0.5% rise in its GDP in comparison with the second quarter and a contraction of -2.9% over one year according to official figures published on 10th December by the Wifo institute. In addition to this reviewing its June forecasts upwards the Austrian Central Bank (OeNB) is now reckoning on a GDP decline of 3.5% in 2009 in comparison with a forecast of 4.2% and growth of 1.2% in 2010 in comparison with a prior 0.4%.

Denmark

The public finances of Denmark will achieve a record deficit of 95 billion crowns (12.77 billion euros) ie 5.5% of the GDP according to a provisional report by the government published on 11th December. "There is no reason to hide from the truth. The international financial crisis has severely affected the Danish economy," said Finance Minister, Claus Hjort Frederiksen.

Ireland

1 January 1970

The Irish government is reckoning on a GDP decline of 7.4% in 2009 followed by further decline of 1.25% in 2010; it is forecasting a return to growth within six to nine months announced Finance Minister Brian Lenihan on 9th December. On 10th December during a debate on the budget in Parliament Irish Prime Minister Brian Cowen indicated that the 2010 budget would provide major incentives for employment and training. This budget aims to put Ireland back on the road to a "smart economy" focusing on projects that have positive, immediate impact in terms of employment and growth.

European Council

Treaty/Lisbon

The European Council that took place on 10th and 11th December was the first since the entry into force of the Lisbon Treaty. The Heads of State and government said they were pleased with the new, stable, sustainable institutional framework, that will help the Union focus on future challenges. They asked the Commission and the High Representative to put forward proposals with regard to the citizens' initiative and the European External Action Service. They did not however make any decision with regard to the appointment of additional MEPs which some States will have in virtue of the treaty, limiting themselves to consulting the European Parliament and the Commission. A Spanish proposal plans to allow the States that are interested to choose between an adhoc election, to refer to the results of the Euroean elections or to appoint MPs from the national parliaments. The latter possibility was the cause of lively protest on the part of the MEPs who qualify this as undemocratic.

Stockholm Programme

The 27 Heads of State and government adopted the new action programme in the area of justice policy and internal affairs for the period 2010-2014, entitled the Stockholm Programme. This programme plans for the promotion of citizenship and fundamental rights, a Europe of law and justice, the fight against crime, terrorism and other threats, visa policies and border management to guarantee access to the EU, responsibility, solidarity and partnership in terms of immigration and asylum and finally the EU's role in the international arena. The Foundation has published an interview with the Vice-President of the European Commission Jacques Barrot on this programme.

Economy/Finance

The economic and financial situation was discussed at length by the European Council. Attention was paid to crisis exit strategies, the regulation of financial markets and the strategy for 2020. The heads of State and government re-iterated the need to maintain economic support measures until recovery has been consolidated, probably in 2011, starting with the design of "credible, coordinated" exit strategies. They recalled the importance of respecting the Stability and Growth Pact and to launch fiscal consolidation measures in 2011 at the latest. They believe it necessary for a new financial surveillance framework. Finally they examined the new EU strategy 2020 for growth, competitiveness, sustainable development and employment that is due to be adopted during their next meeting in the spring of 2010.

Iran/Afghanistan

During the European Council the 27 EU leaders called on the international community to act in the face of Iran's refusal to cooperate with regard to its nuclear programme. With regard to Afghanistan they re-iterate that the EU is determined to promote stability and development in this country.

Climate

The 27 Heads of State and Govenrment reached agreement in terms of funding the fight against climate change. The EU is inviting developed countries to announce their contributions with regard to financial support. The EU is convinced that a total 7 billion euros per year will be achieved. The EU and its member states are ready to contribute funds for the rapid implementation of 2.4 billion euros per year for the period 2010 to 2012. As part of a planetary and global agreement for after 2012 the 27 Heads of State and government recalled their goal of bringing the reduction of greenhouse gases to 30% in 2020 in comparison with the levels reached in 1990.

Enlargement

The Heads of State and government adopted conclusions of the "Foreign Affairs" Council which highlight the reforms undertaken by Croatia notably with regard to the economy. Macedonia (FRYM) also received encouragement. The EU deplores however the fact that Turkey is not respecting the demands made by the Ankara protocol. Serbia is now "definitively on the road to Europe".

On the occasion of the meeting of EU trade ministers, the European Free Trade Association (EFTA), the Faroe Islands and the 10 countries that line the shores of the Mediterranean on 9th December a roadmap was adopted that should lead to the establishment of a major free trade area at the end of 2010. The Euromed Partnership that has resulted from the Barcelona Process (1995) may in the future also embrace the countries of the Western Balkans.

Balkans

The "Europe-Western Balkans" Conference on 9th December led to explanation on the part of the Western Balkan countries, who have been severely affected by the economic crisis, of why they are facing a dual problem in the shape of the need to make budgetary reductions and to continue the reform process that will enable them to meet EU membership criteria. The Serb minister for European Integration Bozidar Djelic declared that 140 million euros will be allocated by the EU to the Western Balkans. These funds are for infrastructure development, social housing, energy and SME support. Slovenian Prime Minister Borut Pahor insisted on the EU's role in the region, notably in Bosnia-Herzgovina which is struggling to reform.

The 27 Foreign Ministers who met on 7th and 8th December said they were ready to support new sanctions against Iran at the UN in the event of stalemate in negotiations on its controversial nuclear programme. They adopted conclusions on the peace process in the Middle East and called for the urgent resumption of neogotiations in view of reaching a solution as soon as possible based on the co-exsitence of two States, Israel and an independent, democratic Palestine to live in peace and security. Finally they addressed the issue of enlargement, notably the stabilisation and association process for the Western Balkans. With regard to Serbia, given the work it is undertaking to cooperate with the ICTY they agreed to bring into force the EU-Serbia interim agreement.

The 27 Energy Ministers who met on 7th December discussed energy supply security. They also looked at the report on the situation with the regard to three parts of the "energy efficacy package" prepared by the Swedish presidency. Finally they adopted the formal decision to place the new European Agency of Energy Regulators in Ljubljana, Slovenia.

On 7th December the chairman of the European Central Bank (ECB), Jean-Claude Trichet delcared to MEPs that the euro zone economy would develop at a moderate pace in 2010 but that this would be shrouded with a certain amount of uncertainty. He pleaded in favour of gradual monetary exit strategies to be accomplished at appropriate times. He said that the ECB's main interest rates were adapted to present levels and that he would not change them.

Organic Logo

The General Directorate for Agriculture and Rural Development at the European Commission started the last stage of the competition to appoint the new European organic logo on 7th December. European citizens have until 31st January 2010 to vote on line on the DG's site for one of the three logos. The aim of this new logo is to enhance consumer protection and to encourage organic agriculture. This logo will have to be displayed on all pre-packed organic goods produced in the 27 Member States and which satisfy the corresponding standards.

The European Data Protection Controller adopted an opinion on 7th December with regard to the legislative package put forward by the European Commission that suggests the creation of an agency for the operational management of large IT systems in the area of freedom, security and justice. The opinion stresses the advantages of an agency such as this for large IT systems but demands a better definition of their field of activity on the part of the legislators.

Energy

On 9th December the European Commission approved 15 projects for the capture and storage of carbon and off-shore wind projects with the aim of supporting recovery in Europe. These projects will also enable to guarantee security for the EU's energy supplies and the drastic reduction of CO2 emissions. The Commission attributed funds to a total of 1 billion euros to 6 projects for the capture and storage of carbon and 565 million to 9 off-shore wind projects.

On 9th December the European Commission published a scoreboard on the implementation of the 2005 directive on professional qualifications within all of the Member States together with a guide of the 66 question/answers with regard to how this legislation operates. The directive's goal was to facilitate the free movement of people who want to undertake their profession as independents or employees or who want to work temporarily in another EU country.

Drugs

On 10th December the European Commission presented its report on the implementation of the Council's Framework Decision 2004/757/JAI dated 25th October 2004 on drug trafficking, which sets out to establish minimum rules on the constituent elements of the offences of illicit trafficking in drugs and precursors and the penalties incurred. The report has highlighted the similarities between national laws as regards the definition of offences involving the trafficking of drugs and precursors. However, ambiguities remain which inevitably jeopardise judicial cooperation.

The internet domain name .eu has been available in all EU languages since 10th December 2009. As from that date citizens, companies and organisations established in the EU can register domain names ending in .eu by using any character that features in the 23 official EU languages.

The European Commission launched its multimedia yearbook on 11th December. Every year this work presents the Union's main achievements on the basis of real examples. This project aims to bring Europeans and the Union closer together by clearly presenting positive results of work done to improve citizens' daily lives.

Germany

France

According to the Federal Statistics Office France was still Germany's leading economic partner in 2008. As Germany's leading economic client it absorbed 93.7 billion euros of German goods last year ie nearly 10% of all German exports. Conversely France sold 63.4 billion euros worth of goods to Germany which makes it Germany's second economic supplier after the Netherlands (68 billion euros). Slightly less than 8% imported goods in Germany came from France in 2008. Germany is still France's leading client and supplier. The Robert Schuman Foundation recently published a study by Jean-François Jamet on the French and German economies; it is available on-line.

Schäuble Prize

1 January 1970

The Evangelical Academy of Tutzing awarded the Tolerance Prize to German Finance Minister, Wolfgang Schäuble on 8th December. This prize is for the creation of the German Conference on Islam (DIK) in 2006. The establishment of the original and innovative dialogue platform between the public authorities and the Muslim community in Germany was a major stage in work to foster a sustainable integration policy said the Evangelical Academy. Wolfgang Schäuble will receive the Tolerance Prize on 8th March 2010.

The Austrian oil and gas company OMV, the leader in Central Europe and the Wiener Börse created a "Gas Exchange" on 11th December that aims to become the leader in Europe together with Russian Gazprom. The new entity will use a distribution platform, Central European Gas Hub (CEGH) operated by OMV.

Spain

A400M

1 January 1970

On 11th December the A400M, the new military transport plane built by Airbus took off from Seville airport, this first flight marks the beginning of a test campaign that will see some 3,700 hours of flying by an eventual five aircraft conducted between now and entry-into-service at the end of 2012. The A400M will then receive a certification on the part of the European Aviation Safety Agency (EASA) as well as a qualification on the part of the military authorities. 184 orders have already been placed on the part of Belgium, France, Germany, Luxembourg, Malaysia, Spain, Turkey and the UK.

Research

Estonian Prime Minister Andrus Ansip spoke to the Riigikogu (Parliament) on 8th December presenting the government's work in terms of investments in R&D. This increase in investments will bring the share of research in R&D up to 2% of the GDP in 2011, which is more than the EU average. He hopes to show that Estonia belongs to the most developed countries and make it more attractive for investors and scientists.

Poland

Estonian President Toomas Hendrik Ilves travelled to Warsaw on 7th and 8th December to meet his Polish counterpart Lech Kaczynski. They discussed regional and international issues particularly energy security and the solidarity principle, NATO/EU relations, the Eastern partnership and the Southern Caucasus. They hope that more responsibility will be given to the Member States of Central Europe notably in the area of the Union's external representation.

On 8th December Pierre Lellouche, French Secretary of State for European Affairs distributed a "Euro-Kit" to all of the government members and MPs which reveals the new prerogatives given by the Lisbon Treaty to the European Parliament.

Agriculture

1 January 1970

On 10th December 22 of the 27 EU countries launched an appeal from Paris, calling for a "strong" common agriculture and food policy that includes diversified food, the defence of farmers' revenues as well as environmental aspects. "Disucssions were complicated," admitted French Agriculture Minister, Bruno Le Maire, since 5 countries including the UK, Sweden and Denmark did not take part since they do not share the same political points of view on agriculture. This appeal requests a common agricultural policy to be based on three pillars: a diversified " European food model", the need to help farmers face a "volatile market" and their economic difficulties and the consideration of the environmental challenge.

Loan

On 14th December French President Nicolas Sarkozy presented the priorities that will be funded by the national loan to a total of 35 billion euros, ie 1.8% of the GDP in 2010 in the draft finance law 2010. The 35 billion euros are funded in two ways: reimbursement of 13 billion from own funds lent by the State to banks during the financial crisis; a call for tender to a total of 22 billion euros.

During the visit of the President of the European Council, Herman Van Rompuy in Vilnius on 9th December the President of the Republic of Lithuania, Dalia Grybauskaite asked for the EU's help to fulfil her obligation to dismantle the nuclear plant in Ignalina for the end of the year, inlcuding its replacement in 2018 which was the subject of a call for tender published in the EU's Official Journal on 8th December. These energy network interconnection policies and the construction of a new nuclear plant should guarantee the Baltic region's autonomy with regard to energy. The President asked for these projects to be included in the Union's new financial perspectives.

The heads of State and government of the Nordic and Baltic states met informally in Brussels before the European Council meeting on 10th December on the invitation of Lithuanian President Dalia Grybauskaite. This meeting aimed to focus on the development of the strategy for the Baltic Sea. According to the president of Lithuania the successful development of the Baltic States will mainly depend on the will of the latter to cooperate and entertain close dialogue on a government level and also in terms of the business world and even in research, culture and science. The successful development of relations between the Nordic and Baltic countries is a vital priority of Lithuania's foreign policy.

The Polish Environment Minister, Maciej Nowicki who was president of the UN conference on climate for a year announced he was resigning on 8th December the day after the inauguration of the Copenhagen Summit.

A re-count of the voting slips ordered by the Constitutional Court after accusations of 'fraud' confirmed that Romanian President Traian Basescu had won said the Central Electoral Bureau on 13th December.

United Kingdom

Afghanistan

British Prime Minister Gordon Brown travelled to Afghanistan on 12th and 13th December where he visited British troops and spoke to President Karzaï and the Afghan authorities. In Kandahar he met the main military leaders before travelling to the Helmand province where most of the British troops are stationed. He congratulated them on "their bravery, professionalism and devotion."

SME

The European Investment Bank and the Bank of Tirana signed a loan of 10 million euros on 11th December that mainly aims to support SME's. Other sectors will also benefit such as infrastructure, the protection of the environment, health and energy. The Bank of Tirana is also due to pay an equivalent sum that will make a total of 20 million euros.

Moldova

President?

Once again the Moldovan Parliament did not succeed in electing a president for the country on 7th December thereby opening the way to early general elections or a constitutional reform in an attempt to put an end to interminable political confusion. The head of the Democratic Party, Marian Lupu, the only candidate running won the votes of 53 of the MPs of the Alliance for European Integration (a coalition rallying the pro-European parties) but the support of 61 MPs was necessary to be elected president. The Communist Party which has the other 48 seats boycotted the election. According to the Constitution this dual failure thereby leads to the dissolution of Parliament but this cannot happen before 16th June 2010, since the assembly which had already been dissolved in June 2009 cannot be dissolved again in under a year.

Eurobarometer

Corruption

Eurobarometer published a study on European attitudes with regard to corruption. According to European citizens corruption is present in all institutions: on average 77% of EU citizens agree to say that corruption is present nationally, 75% support this opinion with regard to local institutions and with regard to regional institutions the result is 73%. EU citizens tend to believe that both male and female politicians are corrupt (46%), followed by civil servants who are responsible for public procurement (43%), and civil servants who deliver building permits (42%). On average over half of EU citizens believe that most corruption is due to organised crime (54%), whilst 35% think the contrary and 11% have no opinion.

Civil Protection

A Eurobarometer study on risk management and civil protection was published in November 2009. The study tries to show how European citizens support greater action on the part of the EU in the management of disasters. The study explains that there is a wide consensus in the 27 Member States for greater work by the EU in terms of prevention, preparation and response to catastrophes (90% of those interviewed). Solidarity between countries, better coordinated action and the limits of governments alone are the main reasons mentioned in justification of the development of a common crisis management policy.

On 8th December Eurostat published its statistics relative to asylum seekers in the EU. These show that Member States provided protection to 76,300 asylum seekers in 2008.

Internet

1 January 1970

On 8th December Eurostat published its statistics with regard to the use of internet in the EU. The data shows that 65% of households had access to internet in the first quarter of 2009 in comparison with the first quarter of 2008 and that 56% of households had a broadband connection in 2009 in comparison with 49% in 2008. On average nearly 3/4 of young people aged 16 to 24 used internet each day or nearly in the first quarter of 2009.

On 10th December Eurostat published statistics relative to youth lifestyles, since the latter represented around one fifth of the population in the EU on January 1st 2009.

Eurostat published its statistics with regard to current account operations in the EU on 11th December. This led to a deficit of 33.3 billion euros in the third quarter of 2009, compared with a deficit of 72.6 billion euros in the third quarter of 2008 and a deficit of 49.2 billion euros in the second quarter of 2009. In the third quarter of 2009, the balance of trade in services revealed a surplus of 14.2 billion euros compared with a surplus of 20.1 billion euros in the third quarter of 2008 and a surplus of 17.5 billion euros in the second quarter of 2009.

Employment

1 January 1970

According to Eurostat figures published on 14th December the number of people in employment in the euro area decreased by 0.5% (712,000 people) in the third quarter 2009 in comparison with the previous quarter. Over the same period the number of people in employment in the EU also declined by 0.5% (1,019,000 people). In the second quarter of 2009 employed declined by 0.5% in the euro area and by 0.6% in the EU. All areas of the economy recorded declines in employment, except in services (including the civil service, health and education) which increased by 0.3% in the euro area and by 0.2% in the EU.

Industry

According to Eurostat figures published on 14th December industrial production decreased by 0.6% in the euro area and by 0.7% in the EU in October 2009 in comparison with September 2009. In September production increased respectively by 0.2% and 0.1%. In October 2009 in comparison with October 2008 industrial production declined by 11.1% in the euro area and by 10.2% in the EU.

The Center for European Reform has published a study by Charles Grant entitled "Cameron's Europe: Can the Conservatives achieve their EU objectives?" David Cameron, leader of the British Conservative Party has unveiled a new strategy for the EU. The author assesses its viability and believes it will be difficult for Cameron to implement his project of freeing himself of the European treaties.

Just as the Copenhagen Summit is taking place the IMF has published a study entitled "Climate Policy and the Recovery". This study explains how countries can emerge from the crisis by developing an effective response to climate change.

Pensions

1 January 1970

In a report published on 8th December the World Bank published the effects of the economic and financial crisis on the pensions systems of the countries of Europe and Central Asia. Many governments have tried to change their policies in this area to find a solution to the increasing deficits in the pensions funds. This report concludes that no system, even if it is perfectly structured, has been immune to the crisis. The World Bank is advising on a combination of measures such as the raising of the age of retirement, the establishment of protection measures against financial market volatility, and even an acceleration in the pace of reform. They recommended the States raise awareness and inform the population because according to the report to be sustainable any pensions paid out will have to be reduced.

The European Book Prize was awarded on 9th December to "Gottland" by Polish journalist Mariusz Szczygiel in the "novels" category and "Europe pour les nuls" by Sylvie Goulard, chair of the European Movement France and MEP in the "essays" category.

EU/Cinema

1 January 1970

The prize for the best film in European cinema was awarded to "Das Weisse Band" (The White Ribbon) by Austrian prodcuer Michael Haneke, who was also a prize winner in May at the Cannes Festival. The public's prize was awarded to "Slumdog Millionaire" by British producer Danny Boyle. Briton Kate Winslet won the prize for best actress for her role in "The Reader" whilst Frenchman Tahar Rahim won the prize for best actor for his role in "A Prophet". The European Cinema Prizes are awareded each year by the European Cinema Academy whose members are professionals from all over Europe.

The 2009/2010 season of the Scala Theatre in Milan was launched withGeorges Bizet's "Carmen". Also on the programme this season are "Rigoletto" by Verdi, "Don Giovanni" by Mozart, "Tannhäuser" by Wagner, "The Barber of Seville" and "Opportunity makes a thief" by Rossini and "The Elixir of Love" by Donizetti.

The Turner Prize was awarded on 7th December to Briton Richard Wright reputed for the creation of subtle and exquisite wall paintings that respond directly to the architecture in which they are created.
